MEETING MINUTES
OCTOBER 6, 2014
AT: VILLAGE HALL
BOARD PRESENT: M.COLLINS, D.RIPPY, P.FAY, AND B.LAMB. BOARD ABSENT:
M.BONUCHI, G.PECK, AND J.RACICH. OTHERS PRESENT: B.MURPHY,
ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD,
ENGINEER; R.JESSEN, PUBLIC IMPROVEMENTS SUPERINTENDENT; M.GARRIGAN, PLANNING SUPERVISOR; AND J.KONOPEK, CHIEF OF POLICE.
CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Bonuchi,
Trustee Peck, and Trustee Racich were absent, all other Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 35 persons in the audience.
PRESIDENTIAL COMMENTS
• Chief Konopek gave a presentation recognizing Aaron Peska for his accomplishments with the Explorer Program.
• Trustee Fay moved to reappoint Michael Bortel, Suzanne Derrick, and Leif
Hendricksen to the HPC with the terms expiring on October 18, 2017. Seconded by
Trustee Lamb. Vote by roll call. Rippy, yes; Bonuchi, absent; Fay, yes; Lamb, yes; Peck, absent; Racich, absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion carried. TRUSTEES COMMENTS
Trustee Rippy thanked the organizers of the Homecoming Parade.
PUBLIC COMMENTS on items not on the Agenda (3-5 minutes per topic) Ms. Vicky Polito, resident, encouraged residents to contact the Public Works Department to
report street light outages.
Ms. Andrea Alvarez, Citizens Advocacy Center, expressed concern with how the Village handles public comments and suggested looking at the Village of Elmhurst’s public comment policy. BUSINESS MEETING

2) CONSENT AGENDA
Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on September 15, 2014. b) Bills Paid and Bills Payable Reports for October 6, 2014.

3) PRESERVE PLAINFIELD (1659-070914.AA.SU.PP.SF)
Trustee Fay moved to open the Public Hearing regarding the annexation of approximately 7.54
acres located about one-half mile north of 135th Street, south of 127th Street, and east of Heggs Road, and continue the public hearing to October 20, 2014. Seconded by Trustee Lamb.
Vote by roll call. Rippy, yes; Bonuchi, absent; Fay, yes; Lamb, yes; Peck, absent; Racich,
absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion carried.
4) PRESENCE HEALING ARTS PAVILION (PC CASE #1664-090214.SPR/SU) Trustee Fay moved to approve the site plan review for a proposed 25,000-square-foot
medical/office building located east of Route 59 and south of Dayfield Drive, subject to the
stipulations noted in the staff report. Seconded by Trustee Lamb. Vote by roll call. Rippy, yes;
Bonuchi, absent; Fay, yes; Lamb, yes; Peck, absent; Racich, absent; Collins, yes.

Trustee Fay moved to approve the preliminary/final plat of subdivision for the Plainfield Square
subdivision located east of Route 59 and south of Dayfield Drive, subject to the stipulations
noted in the staff report. Seconded by Trustee Lamb. Vote by roll call. Rippy, yes; Bonuchi,
absent; Fay, yes; Lamb, yes; Peck, absent; Racich, absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion carried.
5) PLAINFIELD PARK DISTRICT/DUPAGE RIVER TRAIL COORDINATION
Trustee Fay moved to authorize the Village President to execute an easement agreement granting
an easement to the Plainfield Township Park District for construction and maintenance of a segment of the DuPage River Trail on Village-owned property. Seconded by Trustee Lamb.
Vote by roll call. Rippy, yes; Bonuchi, absent; Fay, yes; Lamb, yes; Peck, absent; Racich,
absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion carried.
Trustee Fay moved to authorize the Village President to execute an intergovernmental agreement between the Village of Plainfield and the Plainfield Township Park District regarding
construction of a segment of the DuPage River Trail crossing River Road. Seconded by Trustee
Lamb. Vote by roll call. Rippy, yes; Bonuchi, absent; Fay, yes; Lamb, yes; Peck, absent;
Racich, absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion carried.
6) MASONIC LODGE LANDMARK DESIGNATION (1662-082614.HPC) Trustee Fay moved to direct the Village Attorney to draft an ordinance designating the Masonic
Lodge at 24050 W. Lockport Street as a landmark. Seconded by Trustee Lamb. Vote by roll
call. Rippy, yes; Bonuchi, absent; Fay, yes; Lamb, yes; Peck, absent; Racich, absent; Collins,
yes. 4 yes, 0 no, 3 absent. Motion carried.

PUBLIC WORKS REPORT Trustee Fay moved to authorize the Village President to award the 2014 Concrete Curb and
Sidewalk Program to Austin Tyler, the low bidder, in the amount of $208,930.00. Seconded by
Trustee Lamb. Vote by roll call. Rippy, yes; Bonuchi, absent; Fay, yes; Lamb, yes; Peck,
absent; Racich, absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion carried.
Trustee Fay moved to approve the payment of $16,897.67, to National Power Rodding Corp., for
the emergency repair of the storm sewer system that extends along Heggs Road. Seconded by
Trustee Rippy. Vote by roll call. Rippy, yes; Bonuchi, absent; Fay, yes; Lamb, yes; Peck,
absent; Racich, absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion carried.
Trustee Lamb moved to authorize the purchase of one 2015 Ford Escape S from Rod Baker Ford
for the total amount of $19,522.00. Seconded by Trustee Lamb. Vote by roll call. Rippy, yes;
Bonuchi, absent; Fay, yes; Lamb, yes; Peck, absent; Racich, absent; Collins, yes. 4 yes, 0 no, 3
absent. Motion carried. POLICE CHIEF’S REPORT
Trustee Fay moved to approve the annual maintenance contract for the Civil Defense & Disaster
System. For the total amount of $7.744.68. Seconded by Trustee Lamb. Vote by roll call.

Trustee Fay moved to authorize the Village President to execute an architectural service
agreement with Studio GC Architecture +BIM firm for the amount not to exceed $15,700.00 to
complete the design work for the Police Department’s Evidence Area. Seconded by Trustee Rippy. Vote by roll call. Rippy, yes; Bonuchi, absent; Fay, yes; Lamb, yes; Peck, absent;
Racich, absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion carried.
Trustee Lamb moved to authorize the Village President to execute a Collective Bargaining
Agreement between the Village of Plainfield and the Metropolitan Alliance of Police Plainfield Chapter 93. Seconded by Trustee Rippy. Vote by roll call. Rippy, yes; Bonuchi, absent; Fay,
yes; Lamb, yes; Peck, absent; Racich, absent; Collins, yes. 4 yes, 0 no, 3 absent. Motion
carried.
Chief Konopek presented the PEMA Report for June and July, 2014 and the Operations Report for August, 2014.

Page 4 Mrs. Carla Erdy and Mr. John Renzi, Foundation for Excellence, presented a check in the
amount of $500.00 to the Plainfield DARE Program.
ATTORNEY’S REPORT Attorney Harvey informed the Board that the Illinois Commerce Commission gave approval for
the 135th Street crossing and the pedestrian gate crossing.
Mayor Collins read the reminders.
Trustee Fay moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0
Opposed.
The meeting adjourned at 7:39 p.m.
