HomeMy Public PortalAbout2014-10-07 PC minutes VILLAGE OF PLAINFIELD October 7, 2014 Chairman Sobkoviak called the Plan Commission meeting to order at 7:00 p.m. and led the pledge to the flag. ROLL CALL Commissioners Seggebruch, Renzi, Kiefer, Heinen, Green, and Chairman Sobkoviak were present. The Fire District was present. Commissioner O’Rourke was absent. The Park, School, and Library Districts were absent. APPROVAL OF MINUTES: The Plan Commission minutes from September 16, 2014 were accepted as amended. APPROVAL OF THE 2015 SCHEDULE: Discussion was held to remove the first meeting in April and November due to elections. The schedule was then approved. PUBLIC COMMENTS: There was no response. DEVELOPMENT REPORT Mr. Garrigan stated the Village Board approved the site plan and final plat for Presence Healing Arts Pavilion by a vote of 4-0. OLD BUSINESS NEW BUSINESS Case No. 1663-082914.SU/SPR My Properties, LLC The applicant has asked for this case to be continued to October 21, 2014. Ryan O’Reilly, attorney for the applicant, stated they need additional time to work on the comments made in the staff report. Commissioner Renzi indicated he had spoken to Attorney Hansen. Mr. Hansen was informed all engineering has to be done prior to presentation to the Village Board. Commissioner Heinen mentioned that he was going to recommend the case be continued because of the issue of stormwater management; it looks like the drainage flows towards Route 59 and IDOT has certain setbacks which could affect the entire site plan. Chairman Sobkoviak stated the Commissioners will be looking at the runoff situation. Commissioner Kiefer made a motion to continue Case No. 1663-082917.SU/SPR to October 21, 2014. Motion carried 6-0. DISCUSSION Commissioner Renzi asked about the beacon that was to have been placed by the depot; thought there were deadlines that had to be met; thought maybe the applicant even though he was sworn to tell the truth maybe did not tell the whole truth; suggested in the future when time is of the essence maybe the Commissioners can ask if the timing is in their control. Mr. Garrigan thought it would be moved next week to the previously approved site; the company that was removing the structure from the Forrest Preserve property had a deadline. Commissioner Renzi asked if the Commission could be informed when these time frames will not be met in the development report in the future. Chairman Sobkoviak mentioned that there are many things that can happen to prevent the completion of a project. Commissioner Seggebruch indicated that sometimes demolition happens very quickly but there is no emergency to rebuild or redevelop a property. Commissioner Renzi asked if there was a policy regarding the public comments. Mr. Garrigan thought there was a written policy adopted 6 or 7 years ago for the public comments during public hearings. Chairman Sobkoviak said there is always discretion. Commissioner Kiefer asked if the village attorney would need to look into this matter. Mr. Garrigan said the village attorney has been consulted in this matter. Commissioner Seggebruch asked about the tennis club; whether occupancy been issued; there are stoops with no sidewalks, weeds, no landscaping, there is no masonry on the building. Mr. Garrigan indicated there was a meeting with the residents of White Ash last week; they only have a temporary occupancy so the Village has some leverage; the landscaping has been installed; the HVAC will be painted to match the building; there is no brick ledge for the brick; and staff is trying to mitigate now.
