The regular meeting. of Town Council was held to-
day at 4 p M in the Council Room and was attended by Mayor
Dutton, who presided, Councilman peters, Meddin, Hosti, Lovell,
Smith, Town Attorney Solms, Mr. & Mrs. T. E. Fitzgibbon, Mr. &
Mrs. Arthur payne, Chief McCutchen, Supt. Reed and Mr. Lang.
Mr. & Mrs. Payne objected to the closing of a
portion of Meddin Drive, contending that it would deprive
them of an entrance to their property. Mr. Fitzgibbon stated
that there were 13 lots on this drive way which is a raised
drive that is supported by a concrete wall, having an entrance
at both ends, that the other property owners have agreed to
buy their portion, now it id a traffic hazard, and only one
car can drive over it at a time. Mr. & Mrs. Payne and Mr. &
Mrs. Fitzgibbon were excused.
The minutes of the meeting of January 11th were
read and adopted.
!r. Reed stated the Campbell Avenue water main
tying into the Ft. Screven line was completed and also that
two additional fire plugs were installed, also that the small
siren is now connected on the roof of the Fire Station.

Dear Mrs. Goodman:
I beg to acknowledge receipt of your kind favor
of February 27th, 1951 with reference to moving the
Library to the present Court Room. and Building Inspectors
Office.
I expect to have the present Court oorn and Building
Inspector's Office vacated within the net thirty (30)
days and will ask that, your Board move the Library as
'soon as possible.

The Mayor informed Council that the Library Board
had informed him that the present Library facilities were
inadequate and wanted the use of the Court Room and the
small office now used by Mr. Lang so what he had decided
to do was to let the Library have those two rooms and in
turn move the Court Room to the new Jail, he had instructed
Chief McCutchen to have the police Department move the fur-
niture and etc. over to the new Court Room in the new Jail,
the Building & plumbing Inspector and the Superintendent of
Water Works office will be moved into the office now•occupi-
ed by the Mayor.
Councilman Smith asked when the large siren will be
checked, Mr. Reed said that he will look after it, Mr. Reed
stated also that he was having difficulties with some of the
fittings that had been ordered against plans drawn by Thomas
& Hutton who in turn used the Tybee Water Works map some parts
of which were wrong.
Councilman Smith stated that the new tapping fee
for water installation had been made $25.00 and-that running
water lines over 6o feet the cost would be for one inch pipe
.40 cents per foot.
Mr. Lang presented several samples of cut -off cocks,
one of which was a round way stop cock, which would be the
proper one to use, the Mayor instructed him to notify all
plumbers that this type of cock would be used and anyone
violating this , their license would be revoked, Mr. Lang
stated that C. E. Thomas, plumber, had several other types
of cocks on hand, the Mayor instructed him to let Thomas use
up what he now has on hand.
The Mayor stated that the new Jail needed some paint-
ing and that the police Department could do the job.
The Mayor asked when the parking meters should be
put up, Councilman Meddin said that he thought March 15th
would be a good time.
Chief McCutchen requested that ten mattresses in
the jail .be renovated at a cost of $44.00, Councilman Meddin
moved that this be done, Councilman Lovell seconded and the
motion passed.
Chief McCutchen also requested that the Jail be fur-
nished with a First Aid Kit and that in connection with the
drive to pick up stray dogs that this had to be postponed as
the dog catcher was sick.
Councilman Smith stated that the pollee car has con-
siderable mileage on it, that all the prices were going up
and if it was intended to get a new police car it should be
done now. The Mayor requested Councilman Smith to check on
this to ascertain what kind of a deal could be ade.

Councilman Meddin moved that bills for the month
of February amounting to T01411.01 and also bills for the
month of February for the Water.Works Department amounting
to 037.72 be paid, Councilman Hosti seconded and the mo-
tion passed.
Councilman Smith stated that in connection with
the water tank at Ft. Screven that Hutton & Thomas can get
$7,000.00 for it where it is, it was decided to have them
ask for bids.
Councilman Smith informed Council that Mr. pris
S. Blair wants a raise in salary as he is doing more work,
Councilman Smith stated that Mr. Blair checks all of the
water pumps and answers calls all hdursPof the night and is
a very willing worker. It was decided to hold off on this
matter until the budget committee meets.
Councilman Meddin moved that Section E of Lots
21 -A and 22 -A, Ward 1, now the parsonage of Trinity Metho-
dist Chapel be tax exempti:TCouncilman Smith seconded and
the motion passed.
A letter was read from the Servicemens Recreation
Center requesting that the water hill for the months of Dec-
ember and January be cancelled as these facilities were not
in operation, it was the opinion of Council that these charges
should not be waived.
Councilman Smith stated that he was informed that
in some instances some of the water meters were improperly
read.
A letter was read from the Joseph F. Griffin Fuel
Supply Company questioning the license fee charged for the
sale of gasoline and etc. on the Island. The matter was re-
ferred to Town Attorney Solms.
Councilman Smith informed Council that it had
been brought to his attention that he bad condition of the
bulkhead on the property of William C. Helmly, Lots 42 &
S.i 43, Ward 6, is endangering adjointing property and he
should be made to repair it.
Councilman Meddin moved that the following
Resolution on the death of Mr. Carl Espy, Sr. be adopted,
Councilman Smith seconded and the motion passed.

A R E S O L U T I O N
WHEREAS, THE HONORABLE CARL ESPY, SR., an energetic supporter,
outstanding worker, and former Councilman of the Town of Savannah
Beach, Tybee Island, Georgia, departed this life on Sunday,
February 11, 1951; and,
SAS, Carl Espy, Sr., respectfully and affectionately known
to virtually all citizens of the municipality, was a devoted servant
and leader in the civic affairs, business, economic and political
development of Savannah Beach, Tybee Island, as well as the City
of Savannah and Chatham County as further evidenced by his many
outstanding deeds, enterprises and contributions throughout his
lifetime. From his leadership in the cotton business unto and
throughout his organization and direction of his construction
business, he was always at the lead in these enterprises in our
community. His contribution of time, effort, and material values
gladly given to the welfare of this municipality, Savannah, and
Chatham County, will long endear him in-the hearts of the citizens
of Savannah Beach and throughout the neighboring City and County;
and,
WHEREA&, Carl Espy, Sr., early in the development and growth
of the Town of Savannah Beach, then known as the Town of Tybee,
was extremely energetic and hardworking in the development of aaid
town for which he served as Councilman from April 14, 1925, until
his retirement on May 9, 1932; during which time he not only held
'the office of Chairman of the Council but also was the leader of
the governing body in each and every enterprise undertaken for
the betterment of the community. These contributions and many
others will long be remembered and stand as a monument to that
good and faithful servant, Carl Espy, Sr., of days which have
passed;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, in Council Assembled,
that in the death of the Honorable Carl Espy, Sr., the citizens
and the officials of the Town of Savannah Beach have lost a trIe- ;- - - -- - --
valued, and beloved citizen and a friend who long will be remembered
and that the sympathy of the Mayor and Councilmen and that of the
citizens of the Municipality be extended to the family of the
Honorable Carl Espy, Sr.;
BE IT FURTHER RESOLVED that a copy of this Resolution be
spread upon the Minutes of Council and that a copy thereof be
sent to each of his daughters and each of the sons of the
Honorable Carl Espy, Sr.
There being no further business, Council adjourn-
ed, subject to the call of the mayor.

April 12, 1951
The regular meeting of Town Council was held today in
the Council Room and was attended by Mayor Dutton, who presided,
Councilmen Peters, Hosti, Brown, Lovell, Meddin, Smith, Town
Attorney Solms, Supt. Reed, Chief McCutchen, Mr. T. E. Fitzgibbon,
Mrs. Eugenia Willis, Mrs. V. C. Milton, Mr. Kenneth Quarterman,
and Mr. Charles Walsh.
Mr. Reed was asked about the condition of the bull-
dozer, he stated that it needed repairing but he did not have
time to repair it, he was also asked when the steps leading to
the beach from the board weak were going to be put in place,
he stated that he was waiting for the high tides period to pass,
Councilman peters stated that one should be put in at 16th St.
at once as at the present time there was no way to get to the
beach.
Councilman Lovell stated that he had checked on the
rates fro electridal service for the Water Works System with
the Savh. Electric & power Co.. He will have Thomas & Hutton
also check the matter.
The Mayor asked as to the use of the large siren
now located on the water tower, Councilman Smith slated that
application had been made to service it with 220 volts three
phase power when it is placed at the Fire Station. The Mayor
also called attention to the shortage of prisoners, Councilman
peters stated that they had been promised more by Judge Houli-
han.
Supt. Reed stated that he found a condition existing
in the large digester tank at the Treatment Plant, that there
is a considerable accumulation of sand and sewerage in the tank
that has to be taken oat, and that the only outlet is a 3 3/
inch pipe which puts a back pressure on the sludge pump, some
of the pipes in the tank are connected and some are not. The
matter was referred to Councilman Lovell and Supt. Reed to get
together in an effort to correct this.
