MEDINA CITY COUNCIL MEETING MINUTES OF FEBRUARY 6, 2008
The City Council of Medina, Minnesota met in special session on February 6, 2008 at
6:07 p.m. in the Medina City Hall. Mayor Crosby presided.
I. Call to Order
Members present: Weir, Crosby, Smith, Johnson (arrived at 6:15 p.m.)
Members absent: Cavanaugh
Also present: City Administrator Chad Adams, Police Chief Ed Belland, and
Assistant to City Administrator Jodi Wunsch
II. General Administration Report
Adams provided an overview of the 2007 accomplishments and 2008 goals.
• Discussion occurred on the new organics recycling program. The Council
requested that the City inform residents in a newsletter that drive-in service is
available for not only garbage, but recycling and organics as well.
• The Council discussed the possibility of distributing an annual report to residents
or put on the city's website to illustrate all the projects that happened in 2007 in
the city.
• Mayor Crosby suggested having a State of the City address in the future.
• Discussion occurred regarding the creation of two precincts; one at city hall and
one at the community building.
• The Council directed staff to schedule a half -day training session for city
employees. It was suggested to have the city intern answer phones during the
training session.
• Discussion occurred whether to allow non -profits to use city hall or the
community building. Council directed staff to report back to them on the security
issue at city hall and on a policy to administratively approve public purpose uses
at the community building without going before the Council for approval.
Mayor Crosby recessed the meeting at 6:55 p.m. until after the regular session of the
Council meeting.
Mayor Crosby reconvened the meeting at 9:55 p.m.
III. Other Updates
Adams reported on other general city updates.
• The Council requested that staff look into options to more formally conduct
business outreach in Medina, including a business forum or other such meetings.

Consensus was to not create an Economic Development Authority or committee
at this time.
• The Council requested staff to research conducting a Farmers Market in Uptown
Hamel in 2008 or 2009, with the City participating as a facilitator.
• Council discussed the purpose and value of a community foundation and reached
consensus that Medina may not be ready for such a foundation.
• The Council adopted the suggested League of Minnesota Cities policies as 2008
goals.
• The Council reached consensus to not conduct a Citizen's Leadership Academy in
2008, but reconsider for 2009.
• The Council suggested a goal to distribute a community survey every five years.
• Discussion occurred on options for high speed internet in Medina. Council
directed staff to inform residents through the email list or a meeting of their
options for high speed intemet and to clarify the City is not considering to provide
the service to residents.
IV. Adjournment
Smith moved, seconded by Weir to adjourn at 10:38 p.m. Motion passed unanimously.
