HomeMy Public PortalAbout10-13-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on October 13, 2014 In the Boardroom Mayor Collins called the meeting to order at 7:29 p.m. Present were: Mayor Collins, Trustee Rippy, Trustee Bonuchi, Trustee Fay, Trustee Lamb, and Trustee Racich. Trustee Peck was absent. Others present: Brian Murphy, Village Administrator; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci Pleckham, Management Services Director; and Anthony Novak, Police Commander. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on September 22, 2014. Seconded by Trustee Lamb. Vote by roll call. Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, absent; Racich, yes. 5 yes, 0 no, 1 absent. Motion carried. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS Trustee Fay inquired about the Village’s compliance with Public Comments. Mayor Collins stated that our procedures are in compliance and that Attorney Harvey is reviewing to see if we have to or should change our policy. Trustee Racich commented on the audit presentation and thanked staff for their efforts. PUBLIC COMMENTS None WORKSHOP MEETING #1 CAPITAL BUDGET Mr. Allen Persons, Public Works Director, reviewed the Capital Improvements including 127th Street Reconstruction – Heggs Road to Tuttle Estates; Renwick Road Reconstruction; Bicycle and Pedestrian Improvements; US 30/143rd Street and Wallin Drive Intersection Reconstruction; and 127th Street and Plainfield-Naperville Road Intersection Reconstruction. Mr. Persons also reviewed the current street conditions, 2014-2016 Pedestrian Improvement Program, and 2014-2018 Street Improvement Program. Trustee Lamb stated that the 127th Street Reconstruction Project is a safety issue, and should be moved forward as soon as possible. Mayor Collins requested truck signage for the US 30/143rd Street intersection. Administrator Murphy stated if the Board has no objections, the staff will move forward and continue working on the projects presented. #2 SETTLERS’ PARK MONUMENT POLICY Mr. Garrigan, Planning Supervisor, reviewed the proposed Settlers’ Park Monument Policy. To avoid an undue financial burden on the Village, the proposed policy requires any donor to create a perpetual fund that would help subsidize the maintenance of any future memorial in Settlers’ Park. Village of Plainfield Meeting Minutes – October 13, 2014 Page 2 Trustee Lamb asked if we want a monument policy or a policy specific to memorials? Trustee Lamb stated that the policy presented appears to be for memorials and if that is the intent, it just needs some minor changes. Trustee Fay stated that the policy is very thorough and concise. Trustee Racich stated that we need a guideline and thanked staff for working on the policy. Staff will continue working on the policy and bring it back to the Board for future consideration. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 8:18 p.m. Michelle Gibas, Village Clerk
