A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE CITY MANAGER TO IMPLEMENT THE COMPREHENSIVE
TRAFFIC SAFETY PROGRAM GRANT, PROJECT NUMER AL0324
WHEREAS, The State of California Office of Traffic Safety (OTS) has warded the City of
Lynwood a Comprehensive Traffic Safety Program Grant in the amount of $160,000; and
WHEREAS, The goal of the program is to reduce alcohol involved fatal and injury traffic
collisions and to increase bicycle helmet, seat belt and child seat compliance; and
WHEREAS, Section 6-3.13 of the Lynwood Municipal Code authorizes the use of the
informal bid process by City Council resolution when the City would be better served both
economically and efficiently through this process.
NOW, THEREFORE, THE MAYOR AND CITY COUNCIL OF THE CITY OF
LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Manager or her designee is authorized to carry out any necessary
transactions as so ordered by this resolution.
Section 2. That the City Council authorizes the use of the informal bid process for
financial transactions associated with the implementation of this grant.
Section 3. That the City Council authorizes the purchase of certain equipment in
excess of $5.000 and the use of certain vendors including Kustom Signals and Safe Moves
based upon reputability with local police agencies and the quality of equipment offered.
Section 4. That the City Council authorize the City Manager to obligate the
Comprehensive Traffic Safety Program for the purposes outlined in the grant and approved by
the Office of Traffic Safety including employing of additional law enforcement resources,
purchasing certain equipment and supplies on a continuing basis not exhausted by the end of
the grant term to expedite expenditures and prevent compromising the funds.
Section 5. This resolution shall take effect immediately upon its adoption.
