WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning have in all matters been complied with. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Application filed by Capital Region Medical Center, property owner, Martin Grabanski, authorized representative, to rezone 9.55 acres from C-O Office Commercial to C-2 General Commercial. The property consists of the Capital Regional Medical Center and is bordered by Madison Street to the west, Monroe Street to the east, Stadium Boulevard to the south, and Woodlawn Avenue to the north, and is described as part of Outlots 77 and 29, Jefferson City, Missouri (Central Missouri Professional Services, consultant). Mr. Barron described the proposal and explained that the purpose of this request is to permit an expansion of Capital Region Medical Center. He stated that property owned by Capital Region Medical Center to the north of Woodlawn Avenue is zoned C-2 and this request would unify the zoning and permit the planned expansion. Mr. Barron explained that the proposed expansion involves construction of a four (4) story medical center addition to the north of the existing hospital. He stated that Woodlawn Avenue is proposed to be vacated in order to allow for the expansion. Mr. Martin Grabanski, Director of Facilities, Capital Region Medical Center, 1125 Madison Street, spoke regarding this request and explained that the proposed project will expand outpatient services and physician offices to better serve the community. Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. Bates distributed a visual depicting the area to be rezoned. He explained that the existing hospital complex has undergone several expansions to keep up with the demands of the community. Mr. Bates stated that with the proposed expansion this is the appropriate time to unify the two zoning districts. Mr. Nick Borgmeyer, Simon Oswald Architecture, 700 Cherry Street, Columbia, MO spoke regarding this request and explained that the proposed project will focus on outpatient and clinical patient care, as well as improving entry and wayfinding throughout the campus. He stated that space will be provided for 48 physicians with an additional 12 physicians in the future. Mr. Borgmeyer explained that the proposed expansion will consist of approximately 81,000 sq feet. Capital Region Medical Center has continually grown through the years and has purchased several adjoining properties to meet their growth needs. The areas immediately surrounding the hospital are older residential areas that have been deteriorating in recent years. c) The community will benefit economically from a well planned development. The development will improve emergency services, as well as, provide additional healthcare facilities to an aging population. d) The 1996 Comprehensive Plan shows this area as public use. Application filed by Capital Region Medical Center, property owner, Martin Grabanski, authorized representative, to rezone 9.55 acres from C-0 Office Commercial to C-2 General Commercial. The property consists of the Capital Regional Medical Center and is bordered by Madison Street to the west, Monroe Street to the east, Stadium Boulevard to the south, and Woodlawn Avenue to the north, and is described as pmi ofOutlots 77 and 29, Jefferson City, Missouri (Central Missouri Professional Services, consultant). Nature of Request This request is to rezone the existing Capital Region Medical Center from C-0 to C-2. The purpose of the request is to permit an expansion of the hospital. The proposed expansion involves construction of a 4 story medical center addition to the north of the existing hospital. The lowest level of the addition is planned to be a parking garage with 3 stories of medical center space above it. A two story parking garage and several surface parking lots are also planned. Woodlawn Avenue is proposed to be vacated in order to allow for the expansion. The property owned by Capital Region to the north of Woodlawn Avenue is already zoned C-2 General Commercial, this rezoning request is for the existing medical center to the south of Woodlawn Avenue and is being proposed in order to unifY the zoning of the Capital Region propetiy and permit the planned expansion. Impacts on the residential neighborhood to the east are mitigated due to substantial ownership of the adjacent prope1ty by Capital Region and use as parking lots. The existing C-0 zoning is not consistent with the land use pattern in the area. The rezoning would be an expansion of the C-2 district in the area. Staff recommends approval of the requested rezoning. The prope1ty is bordered to the north and the south by existing commercial uses and existing C-2 General Commercial zoning. The property is located at a major highway interchange and a zoning of C-2 would be consistent with the intended and existing land use pattern in the area.
