AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF
THE CITY OF JEFFERSON, BY REZONING 9.55 ACRES FROM C-0 OFFICE
COMMERCIAL TO C-2 GENERAL COMMERCIAL, FOR LAND ADDRESSED
AS 1125 MADISON STREET, DESCRIBED AS PART OF OUTLOTS 77 AND
29, AND ADJACENT RIGHT-OF-WAY, IN JEFFERSON CITY, COLE COUNTY,
MISSOURI.
WHEREAS, It appears that the procedures set forth in the zoning code relating
to zoning have in all matters been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. The following described real estate is rezoned from C-0 Office
Commercial to C-2 General Commercial: Beginning at the northeasterly corner of
Outlot No. 29; thence North 40 degrees 54 minutes East, along the easterly line
of Union Avenue (now vacated) and the easterly line of Outlot No 77, 411.67
feet, to the southerly line of Woodlawn Avenue; thence northerly along the
westerly line of Monroe Street to the center line of Woodlawn Avenue, also being
the boundary between the C-2 and C-0 zoning districts; thence North 47
degrees, 11 minutes West, along the centerline of Woodlawn Avenue and said
boundary between the C-2 and C-0 zoning districts, approximately 463 feet to
the center line of Madison Street, also being the boundary between the C-0 and
RS-4 zoning districts; thence South 42 degrees 21 minutes West, along said
center line of Madison Street and said boundary between the C-0 and RS-4
zoning districts, approximately 470 feet to the westerly extension of the southerly
line of vacated Union Avenue right-of-way; thence North 47 degrees 11 minutes
West, along said westerly extension of vacated Union Avenue right of way, also
being the boundary of the C-0 and RS-4 zoning districts, approximately 225 feet
to a point within the right-of-way of U.S. Highway No. 54, said point being the
boundary of the C-0 and C-2 zoning districts; thence southerly along said
boundary of the C-0 and C-2 zoning districts approximately 630 feet to the
westerly extension of the northerly right-of-way line of Stadium Boulevard
(formerly Russell Avenue), also being the southwesterly corner of the C-0 zoning
district; thence South 47 degrees 45 minutes East, along said westerly extension
of the northerly right of way line of Stadium Boulevard, also being the boundary
between the C-0 and the C-2 and RD zoning districts, to the easterly line of said
Outlot No. 29; thence northerly along the easterly line of said Outlot No. 29 to the
beginning point of this description. Including all property owned by Capital
Region Medical Center (and/or its affiliates) bounded by Madison Street, Stadium
Boulevard, Monroe Street, and Woodlawn Avenue; and including portions of
Woodlawn Avenue, Madison Street and U.S. Highway 54 currently shown as
zoned C-O Office Commercial. Containing 9.55 acres of real property and
approximately 4.15 acres of right-of-way.
Section 2. This ordinance shall be in full force and effect from and after its

The City Council of the City of Jefferson, Missouri, will hold a public hearing on the following planning and
zoning matters on Monday, February 3, 2014 at 6 :00p.m. in the Council Chamber of the John G. Christy
Municipal Building, 320 East McCarty Street, Jefferson City, Missouri.

New Business/Public Hearings
Case No. P14001 – 1125 Madison Street, Rezoning from C-O to C-2. Application filed by
Capital Region Medical Center, property owner, Martin Grabanski, authorized representative, to
rezone 9.55 acres from C-O Office Commercial to C-2 General Commercial. The property
consists of the Capital Regional Medical Center and is bordered by Madison Street to the west,
Monroe Street to the east, Stadium Boulevard to the south, and Woodlawn Avenue to the north,
and is described as part of Outlots 77 and 29, Jefferson City, Missouri (Central Missouri
Professional Services, consultant).
Mr. Barron described the proposal and explained that the purpose of this request is to permit an
expansion of Capital Region Medical Center. He stated that property owned by Capital Region
Medical Center to the north of Woodlawn Avenue is zoned C-2 and this request would unify the
zoning and permit the planned expansion. Mr. Barron explained that the proposed expansion
involves construction of a four (4) story medical center addition to the north of the existing hospital.
He stated that Woodlawn Avenue is proposed to be vacated in order to allow for the expansion.
Mr. Martin Grabanski, Director of Facilities, Capital Region Medical Center, 1125 Madison Street,
spoke regarding this request and explained that the proposed project will expand outpatient
services and physician offices to better serve the community.
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding
this request. Mr. Bates distributed a visual depicting the area to be rezoned. He explained that the
existing hospital complex has undergone several expansions to keep up with the demands of the
community. Mr. Bates stated that with the proposed expansion this is the appropriate time to unify
the two zoning districts.
Mr. Nick Borgmeyer, Simon Oswald Architecture, 700 Cherry Street, Columbia, MO spoke
regarding this request and explained that the proposed project will focus on outpatient and clinical
patient care, as well as improving entry and wayfinding throughout the campus. He stated that
space will be provided for 48 physicians with an additional 12 physicians in the future. Mr.
Borgmeyer explained that the proposed expansion will consist of approximately 81,000 sq feet.

No one spoke in opposition to this request and no correspondence was received.
Mr. Barron gave the Planning Division staff report.
Mr. Jordan moved and Mr. Lester seconded to recommend approval of the request to rezone the
property and the adjacent Woodlawn Avenue right-of-way from C-O to C-2 to the City Council. The
motion passed 8-0 with the following votes:

a) There was no error in the original zoning.
b) The character of the area has changed in recent years. Capital Region Medical
Center has continually grown through the years and has purchased several
adjoining properties to meet their growth needs. The areas immediately
surrounding the hospital are older residential areas that have been deteriorating in
recent years.
c) The community will benefit economically from a well planned development. The
development will improve emergency services, as well as, provide additional
healthcare facilities to an aging population.
d) The 1996 Comprehensive Plan shows this area as public use. The C-2 zoning use
would ensure consistency with all other plans.
e) The proposed zoning is compatible and complimentary of existing uses.
f) All public facilities are adequate for this area. This infill development is an
expansion of an existing hospital facility with the same general character of the
previous facility.
g) MoDOT, Cole County Public Works and the City of Jefferson are concurrently
undertaking a traffic impact stUdy along with plan improvements to compliment
the project.
h) No adverse effects are expected to affect the capacity or safety of the street
networks in the vicinity of this property, however, the above mentioned traffic
impact study and subsequent improvements would alleviate any adversities.
i) Potential environmental impacts will be determined and addressed throughout the
plan generation and approval process.
j) The hospital has continued to grow through the years and has purchased several
adjoining properties to ensure there is adequate room for community needs.
k) The proposed zoning change should allow the property to develop without
negative impact to surrounding properties and will be consistent ,with surrounding
uses. The development will improve access to emergency services and provide
additional healthcare facilities to the public.

Case No. P14001 -1125 Madison Street, Rezoning from C-0 to C-2. Application filed by Capital Region
Medical Center, property owner, Martin Grabanski, authorized representative, to rezone 9.55 acres from C-0
Office Commercial to C-2 General Commercial. The property consists of the Capital Regional Medical Center
and is bordered by Madison Street to the west, Monroe Street to the east, Stadium Boulevard to the south, and
Woodlawn Avenue to the north, and is described as pmi ofOutlots 77 and 29, Jefferson City, Missouri (Central
Missouri Professional Services, consultant).
Nature of Request
This request is to rezone the existing Capital Region Medical Center from C-0 to C-2. The purpose of the
request is to permit an expansion of the hospital. The proposed expansion involves construction of a 4 story
medical center addition to the north of the existing hospital. The lowest level of the addition is planned to be a
parking garage with 3 stories of medical center space above it. A two story parking garage and several surface
parking lots are also planned. Woodlawn Avenue is proposed to be vacated in order to allow for the expansion.
The property owned by Capital Region to the north of Woodlawn Avenue is already zoned C-2 General
Commercial, this rezoning request is for the existing medical center to the south of Woodlawn Avenue and is
being proposed in order to unifY the zoning of the Capital Region propetiy and permit the planned expansion.
