July 12, 1951 The regular meeting of Town Council was held at S P. M. in the Council Room and attended r:by Mayor Dutton, who presided, Councilmen peters, Brown, Strong, Lovell, Meddin, Supt. Reed, Chief McCutchen, Inspector Lang and Mr. M. C. ;Matthews. Mr. Matthews requested permission to drill a 3 inch arte- -slan well on his property at Estill Station. Permission was grant- ed. Mr. Matthews was excused. Mr. Reed reported that the Water Works System was operat- ing properly that at the present time he has 19 State prisoners and 4 Brown Farm prisoners. He stated that last month 31,000, 71+0, 000 gallons of water was pumped The Mayor stated, that he had spoken to Mr—Don Livings- ton relative to Hotel Tybee turning over to th.e.:Town the water main on the north side of 15th Street, Mr. Livingston agreed to 40 this if the Town would.give free water rent for this year, Councilmanlleddin moved that the Town allow free water rent for each unsold building on 15th Street for this year only in return .for the conveyance of this main to the Town, the motion was second- ed and passed. Thomas & Hutton requested that payment be made on the amount they claim that is due at this time, $4000.00., After some discussion it was decided to appoint a Committee consisting of Councilman Meddin, Lovell, Town Attorney Solms and Supt. Reed with power to act, to see Thomas & Hutton with the view of gett- ing.the matter adjusted. Councilman Brown in discussing the Layne Atlantic. Co. who were engaged by Thomas & Hutton. to install automatic controls on the Water Works System at a cost of $2500.00 moved that.a Committee be appointed to handle the matter with power to act, the motion was seconded and passed. Supt. Reed called attention to the coal ranges at the Convict Camp having outlived their usefulness and suggested that gas ranges be installed, which would reduce cost of operation. He was requested to check on the matter. 1 99 99 Councilman Meddin called attention to a bill from Hester Motor Company for $2180.00 covering the purchase of a dump truck the Mayor asked who purchased it, Mr. Reed stated that Council- man Hosti did. It was decided to withhold payment for the time being. Councilman Brown stated that a new machine is needed for mosquito control work, a new machine will cost about $1100.00, the Mayor suggested that Councilman Brown talk to Dr. Henderson relative to this. Councilman Lovell stated that he had had several requests for allowance of discount on past due water bills and wanted to know that he should do, Councilman Meddin moved that he be author- ized to use his discretion. The motion was seconded r.nd passed. Chief McCutchen stated that on the South side of 15th Street where the parking meters are located that the Street needs to be repaired so that the parking meters can be used, Councilman Lovell asked how the traffic light at Jones Avenue and let Street was being operated, the Chief stated that it was cut off about 2 :30 A. M. and turned on again before the heavy traffic started in the morning, a different timing device on the blinker is needed. Chief McCutchen stated that each police Officer owns his' own pistol and asked if the Town would rather purchase new pis- tols or pay, 14.75 each for repairs. Referred to Chairman of Police Committee. Councilman Lovell asked what had been done about putting the 2 parking meters in front of the Red Barn, the Chief stated that only one meter can be installed in this locatitdn. Councilman Meddin moved that bills for the month of June amounting to $2944.16 and also bills for the water. Works System amounting to $925.85 be paid. The motion was seconded and passed. Councilman Lovell stated that in connection with the elec- tric service charge fro operating the motors in the Water Works System that if compacitors were installed they would save the Town about $300.00 per year, the cost of installing would be 4$166.00. It was moved, seconded and passed that Councilman Lovell be empowered to handle the matter. Councilman Lovell said his Committee had inspected the old Tybee Water Works property and recommended that the Town accept the property as is and then sell it. It was moved, sec- onded and passed that this be done. Councilman Lovell stated that at present there is no charge for installing water meters and suggested that the Ordi- nance be amended to charge for the cost of the meter plus the cost of installing. Councilman Meddin stated that the out off charge is too high, Councilman Lovell suggested eliminating 100 100 the cut-off chargeilDut to charge 015.-00to cut.On. A RESOLUTION WHEREAS, the regular meeting of the Mayor and•Council- men of Savannah Beach, Tybee Island, Georgia is held on the 2nd Thursday in each month; and, WHEREAS, a number of the Councilmen and Officials of said Municipality are members of the Optimist Club of Savannah Beach which holds its meetings at the same time; and, WHEREAS, members of the Council do not desire to im- pede the progress of the Optimist Club of Savannah Beach which is contributing greatly to the welfare of the citizens of the Municipality and the Municipality as a whole. THEREFORE, be it resolved by the Mayor and Council - men of Savannah Beach, Tybee Island, Georgia, and it is hereby resolved by authority of the same that the regular meeting of the Mayor and Councilmen be held on the 2nd Wednesday of each and every month, commencing on the 2nd Wednesday_ of August, 1951. There being no further business, Council adjourned, subject to the call of the Mayor. Cie, of Cou cil Mayor Savannah Beach, Tybee Island, Ga. August 8, 1951 The regular meeting of Town Council was held in the Council Room at 8 P. M. and attended by Mayor Dutton, who presided, Councilmen peters, Brown, Lovell, Meddin, Town Attorney Solms, Chief McCutchen, Supt. Reed and Inspector Lang. The Mayor informed Council that the new side walk on the south side of 15th Street, East of Butler Avenue had 104 104 been completed and was in use, also that he had had Thomas & Hutton make a survey of Butler Avenue from 16th Street to 18th Street with the view to laying a side walk in that area. jvr. Lang stated that the water ser,ice to the cottage of Col. A. Lester Henderson had been cut off for non payment of the bill subsequently he received a check for $30.00 from him, the amount should have been $45.00, he asked what he should do, Councilman Lovell stated that the $15.00 should be paid and in- structed Mr. Lang to return the check and request a new check for ;45.00 at once. The Mayor informed Council that $1496.50 remained unpaid of the bills for water service of which $449.00 represented meters users. The Mayor instructed Mr. Lang to send a final notice advising the users that if the water is cut off an addi- tional charge of $15.00 will be made to turn it on again, give them until next Monday and send by registered letter. Chief McCutchen informed Council theAt a number of the parking meter heads want work, these are the ones that had been repaired at the Factory, the parts were guaranteed stainless steel but are corroding, he also stated that the traffic light at Jones Avenue and 1st Street is causing a lot of protests and suggested that it be taken down, he also suggested that the blinker lights should be amber and not red, he had requested amber but red was ordered. Chief McCutchen requested that the screen porch at the Jail be retained he stated Supt. Reed wanted to remove it. The matter was referred to Councilman peters and Meddin to handle. Chief McCutchen stated that the brakes on the police car needed a special tool to adjust them, the brakes are not properly functioning, Supt. Reed informed him to send the car to Ray Clanton Motors, the Mayor instructed that this be done. The matter of blocking off Atlantic Avenue and the Strand to stop cars from using this area was authorized as the public was using this narrow street which caused a dangerous condition to exist. The Mayor informed Council that police court fines collected by Chief kcCutchen in July were not turned into the Clerks office until August 3rd and that fines collected the early part of August were not turned in until August 7th, the ?Mayor instructed the Chief to turn in the collections more promptly. Councilman Meddin moved that bills for the month of July amounting to $1792.45 and bills for the Water Works Sys- tem amounting to 09.87 be paid, the motion was seconded and passed. 1 105 105 Council was informed of the bad condition of the ,jetties at the South End of the Island and request was made that the matter be remedied, also attention was called to a number of railings on the board walk being out, Supt. Reed was instructed to repair them. A protest from Mr. J. J. Rourke against the encroaching of a sewerage pumping station on his property located at Jones Avenue and 1st street was referred to Town Attorney Solms to con- tact Mr. J. p. Houlihan, Jr., Attorney for Mr. Rourke. A request was made by the 4 H Club Camp that the road leading to the Camp be repaired as some parts of it were impass- ible. It was moved, seconded and passed that the following Resolution on the death of Mr. Sam Blumenthal be adopted. 1 io6 106 1 1 1 1 1 1 107 107 R E S O L U T I O N WHEREAS, SAMUEL BLU1J i'NTHAL, a life long; supporter and energetic worker .for .the. Town of Savannah Beach, Tybee Island, departed this life on Sunday; July 1, 1951; and, WHEREAS, Mr. Blumenthal was an outstanding leader in municipal affairs, business and economic development of Savannah Beach, Tybee Island and was for many years a member of Countil, during which time he acted as Chairman of the Finance Committee as well as performed other outstanding duties until his retirement on. May 4th 1936, among which was the promotion and arranging the finances for the electrical service for Savannah Beach, Tybee Island; NOW, THEREFORE, BL ..IT R .G SOLBED by the Mayor and Council- men of the Torn of Savannah :each, Tybee Island, in Council assembled that in the death. of Samuel Blumenthal, the Town of Sp van_nah :each has lost one of its most valued and beloved citizens and a true friend, and that the sympathy of the Mayor and Councilmen and that of the citizens of the Munici- pality be extended to the family of Samuel Blumenthal_; BE FURTHER RESOLVED that a copy of this Resolution be spread upon the Minutes of Council and that a copy there- of be sent to the wife and family of Mr. Blumenthal. It was moved, seconded and passed that the follow- ing Resolution. be adopted. A RESOLUTION BE IT RESOLVED by SAVANNAH BEACH, TYBEE ISLAND, AT a regular meeting of the Mayor and Councilmen, that this corporation shall execute a deed of correction to ELIZABETH SLOTIN of the portion of the Strand extending Eastwardly from the Eastern boundary line of Beach Lot # 63, Ward 3, to within 18 feet West of the sea wall correcting the deed recorded 37 Fls, 62, from this corporation to Harriett Sheftall, in which the party of the first part was erroneously designated as tThe Mayor and Councilmen of the Town of Savannah Beach'', and said prior deed and conveyance is hereby ratified and 108 108 and confirmed and adopted as the official corporate act of AVINNAH BEACH, TYBEE ISLAND as of February 3, 19 42. 1 1 1 109 1 109 The Mayor called attention to the 1950 -51 Audit of the _ Townes books by O'Brien & Spillane and stated that he thought it a very good report. A petition was presented by L. Meyer protesting against the colored Night Club operated by John Williams in the vicinity of his property, located in Ft. Screven and requested this nui- sance be stopped. Referred to the police. Committee. A petition was presented from property owners and resi- dents in the vicinity of 15th Street and 5th Avenue, requesting that a street light be installed in that vicinity. Referred to the Lights Committee. Petition of L. 0. Gann to purchase a strip of marshland west of Camp Hammock and South of 1st Strrt was read. Referred to the Town Attorney. A letter was read from John D. Robinson requesting pay- ment covering the purchase of fire hose and nozzles amounting to ;290.00, which he claimed was purchased last year and for which he wanted payment. Referred to Councilman Lovell to check with .Fire Chief Solomon. There being no further business, subject to the call of the Mayor. Council adjourned, Mayor Savannah Beach, Tybee Island, Ga.. September 12, 1951 The regule r meeting of Town Council was-held today at 8 P. M. in the Council Room and wwasr attended by mayor Dutton,Y. who presided, Councilmen Hosti, Brown, Strong, Lovell and Meddin, Town Attorney Solms, Supt. Reed, Mr. Lang and Chief McCutchen. The Mayor informed .Council that he had received a report from Dr. Henderson, Health Officer, who with Dr. Glenn made an inspection of the Sewerage System recently and called attention to certain conditions existing that should be corrected. The Mayor instructed Mr. Reed to contact Mr. Singleton of the Engineer- ing Firm of Weidman and singleton when he was in Atlanta relative to this. repairs.
