OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; S.LARSON, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 16 persons in the audience. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS None PUBLIC COMMENTS on items not on the Agenda (3-5 minutes per topic) None BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on October 6, 2014. b) Bills Paid and Bills Payable Reports for October 20, 2014. c) Cash & Investments, Revenue, and Expenditure Reports for September, 2014. Second by Trustee Bonuchi. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes. 6 yes, 0 no. Motion carried. 3) PRESERVE OF PLAINFIELD (1659-070914.AA.SU.PP.SF) Trustee Bonuchi moved to open the continued Public Hearing regarding the annexation of approximately 7.54 acres located about one-half mile north of 135th Street, south of 127th Street, and east of Heggs Road. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed. Trustee Fay moved to direct the Village Attorney to draft the necessary ordinances to approve the Annexation Agreement, Annexation, and Special Use for a Planned Development, incorporating the Dunmoor Estates covenants. Second by Trustee Racich. Trustee Lamb stated that as long as the design standards are met, he does not have an issue with the minimum lot size. Vote by roll call. Motion carried. 4) MASONIC LODGE LANDMARK DESIGNATION (1662-082614.HPC) Trustee Bonuchi moved to adopt Ordinance No. 3178, designating the Masonic Lodge at 24050 W. Lockport Street as a landmark. Second by Trustee Racich. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, abstain. 5 yes, 0 no, 1 abstain. Motion carried. ADMINISTRATOR'S REPORT No Report. MANAGEMENT SERVICES REPORT No Report. ENGINEER’S REPORT No Report. PLANNING DEPARTMENT REPORT No Report. BUILDING DEPARTMENT REPORT Mr. Dean Marquez presented the Operations Report for September, 2014. PUBLIC WORKS REPORT Trustee Fay moved to authorize Shreve Services, George’s Landscape, and Antrex, Inc. to complete emergency show plowing/salting and/or snow removal as required and as per the Schedule of Prices provided by each for the Winter Season 2014-2015. Second by Trustee Racich. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes. 6 yes, 0 no. Motion carried. POLICE CHIEF’S REPORT Trustee Bonuchi moved to authorize the additional expenditure of $481.58 for shipping costs for the lighting and equipment purchase for two (2) new Ford Interceptor Sedans previously approved at the July 21, 2014 Village Board meeting bringing the total cost to $13,288.88. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to adopt Ordinance No. 3179, enacting Chapter 6, Article 1, Section 6-32, relating to the hours of operations for Parks. Second by Trustee Racich. Chief Konopek pointed out the purpose of the policy is to give the ability to enforce when needed, especially with the Riverfront property. The policy is consistent with the Park District’s policy. The officers will not be citing people for jogging or walking in the park. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed. PRESERVE OF PLAINFIELD Mayor Collins called the meeting to order at 7:02 p.m. Present roll call stands. Mr. Garrigan stated that the applicant is proposing a 16 lot single family development on approximately 7.5 acres of property located on Heggs Road. The subject site is adjacent to the Dillman Estates Subdivision (Dunmoor Estates Reserve) and north of Dunmoor Estates. There were a number of objections from Dunmoor Estates and Shenandoah residents based on their concern whether lot sizes and homes that were being proposed were consistent with the character of the area. The applicant has agreed to comply with the same association covenants as Dunmoor Estates as it relates to home design with the exception of square footage. Trustee Rippy requested to incorporate the association covenants for Dunmoor Estates into the Annexation Agreement. Trustee Peck and Trustee Bonuchi also supported Trustee Rippy’s request. There were no public comments. Trustee Fay moved to adjourn the Public Hearing and return to the regular business meeting. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed.
