The Mayor called attention to the 1950 -51 Audit of the
_ Townes books by O'Brien & Spillane and stated that he thought
it a very good report.
A petition was presented by L. Meyer protesting against
the colored Night Club operated by John Williams in the vicinity
of his property, located in Ft. Screven and requested this nui-
sance be stopped. Referred to the police. Committee.
A petition was presented from property owners and resi-
dents in the vicinity of 15th Street and 5th Avenue, requesting
that a street light be installed in that vicinity. Referred to
the Lights Committee.
Petition of L. 0. Gann to purchase a strip of marshland
west of Camp Hammock and South of 1st Strrt was read. Referred
to the Town Attorney.
A letter was read from John D. Robinson requesting pay-
ment covering the purchase of fire hose and nozzles amounting to
;290.00, which he claimed was purchased last year and for which
he wanted payment. Referred to Councilman Lovell to check with
.Fire Chief Solomon.
There being no further business,
subject to the call of the Mayor.

The regule r meeting of Town Council was-held today at
8 P. M. in the Council Room and wwasr attended by mayor Dutton,Y.
who presided, Councilmen Hosti, Brown, Strong, Lovell and Meddin,
Town Attorney Solms, Supt. Reed, Mr. Lang and Chief McCutchen.
The Mayor informed .Council that he had received a report
from Dr. Henderson, Health Officer, who with Dr. Glenn made an
inspection of the Sewerage System recently and called attention
to certain conditions existing that should be corrected. The
Mayor instructed Mr. Reed to contact Mr. Singleton of the Engineer-
ing Firm of Weidman and singleton when he was in Atlanta relative
to this.

Councilman Lovell stated that the water tanks needed

plaints from some of the merchants as regards the charge made
for water, as some were on a flat rate while others were on
meters.
Chief McCutchen stated that a representative from the
Dual Parkins. eter Company was down and had inspected the meters
and informed him that they were not holding up, and that he was
returning to Canton, Ohio shortly and would make his report.
The Yayor informed Council that to facilitate the work of
the police Department to work in cooperation with the State patrol,
Chatham County Officers, Savannah police Department and Thunder-
bolt police Department that he had authorized the installation of
a Radio Fick -up System 1 n the police car,. at• a`cost of approxi-
mately $450'.00 and r - quested Council's approval. It was moved,
seconded and passed that the 1ayorls action be approved.
Chief icCutchen requested authority to keep all of his
regular policemen, he now has five, and himself, one of his men
that he now has was employed just for the summer season. The
Mayor stated that the extra man was needed thru the winter also.
It was moved, s 'econded and passed that the extra policeman be re-
tained permanently.
The minutes of the meetings of iday 10, June 6, June 14,
July 12, and. August 8 were read and adopted.
Councilman I..eddin moved that bills for the month of
August amounting to $2901.38,, for General Government and also
bills for the water Works Department amounting to ;3,747.42 be
paid. It was seconded and passed.
A request was made by n ?ace °yortrica to transfer to the
Tybee Fishing Camp the 1951 License of Bones Fishing Camp. Re-
ferred to the License Committee.
Councilman Lovell stated that Col. -A. Lester Henderson
had protested the cutting off of his water for non- payment of
water rent, Col. Henderson claimed that he was descriminated
against, Councilman Lovell stated that he disagreed wi'th.him.
The Mayor suggested that the matter be ignored at this time
due to the fact that another condition had arisen due to the
backing up of raw sewerage in Col. Henderson's cottage, and
suggested that the mater be held up.
The Mayor informed Council that Tom. Attorney Solms
was of the of:inion that the oyster shells which were purchased
from gam Blumenthal that payment be withheld until it is ascer-
tained who actually owns the shells.
The Mayor informed Council that the Town of Savannah
Beach had given a party to the Military police in recognition
of their fine work and cooperation during the past summer.

It was moved, seconded and passed that the following
Resolution be adopted.
A R E S O L U T I O N
WHEREAS, MAJOR FRANCIS P. MCINTYRE, a life -long supporter
and an energetic worker for the Town of Savannah Beach, Tybee
Island, Georgia, departed this life on Thursday, August 16th,
1951; and,
WHEREAS, Major jcIntyre was respectfully and affectionately
known to many people for his outstanding leadership in civic
affairs and development of Savannah Beach, Tybee Island, and for
many years performed important services for. the advancement of
the Town of Savannah, Beach, Tybee Island, Georgia, where his
efforts increased the welfare. of said Municipality; although he
was confined to his home in recent years he still maintained an
active interest in local affairs, all of which endeared him in
the hearts of the citizens of Savannah Beach, as well as in the
hearts of the officers of the Municipality; and,
WHEREAS,, Major McIntyre, in the early days of the growth
of the Town of Savannah Beach, then known as Town of Tybee, was
extremely energetic and hard - working in the early development
of said Town, for which he served as Town Attorney from May 3rd,
1926, until his retirement on May 1st, 1938;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilman
of the Town of Savannah Beach, Tybee-Island, in Council assembled
that in, the death of Major Francis P..Mclntyre, the Town of
Savannah Beach has lost one of its beloved citizens and a sincere
friend, and that the sympathies of the Mayor and Councilmen and
that of the citizens of the Municipality be extended to the family
of Major McIntyre;
BE IT FURTHER RESOLVED that a copy of this Resolution be
spread upon the Minutes of Council and that a copy thereof be sent
to the family of Major McIntyre.
A protest was received from James J. Collins protest-
ing against the construction of a -run -way or ramp near the

Public Dock and abutting his property, he contending that it
is a nuisance and is also causing a portion of his beach to
erode.
It was moved, seconded and passed that the regular
meeting time of Council be changed from 8 P. M. to 4 P. M.
on the second (2nd) Wednesday of each month.
