HomeMy Public PortalAbout20181025_SAC_Minutes_FINALWatertown Stormwater Advisory Committee (SAC) minutes October 25, 2018 4:00 PM @ Watertown DPW conference room In attendance: David Stokes (SAC Chair), Matt Shuman, Steve Magoon, David Jay, Janet Buck (taking minutes) Absent: None Visiting: None I. Welcome and Introduction of Visitors David announced that there are now two vacancies on the committee. One is the position formerly held by Chris Hayward, which will be filled by the Town. The other is the position vacated by Justin Roy who has resigned, due to work commitments. II. Approval of Meeting Minutes The meeting minutes for May 17, 2018; August 30, 2018; and September 20, 2018 were approved unanimously. III. Brief Reports A. MS4 Permit: NOI has been submitted. Members are encouraged to look at the link sent by Matt. B. School Building Project: Design work is still in the early stages. Community meetings have been scheduled for each elementary school in the coming weeks. A Sustainability Committee is being formed. C. Town Park Projects: Filippello Park work is underway. D. Common Street Project: Underway E. Public Outreach and Education Efforts: i. Faire on the Square 2018 — Lessons Learned: • Rubber duckies a big hit. • People talked about the need for help with their rain barrels. Some discussion re what can be done ensued. Stormwater Management in Watertown walk with Live Well Watertown: Cancelled due to weather. Steve Magoon said he would contact Alejandro from Boylston Properties to try to get some construction photos showing the underground aspects of the green infrastructure. iv. Further Discussion about New Opportunities • Make Your Own Rain Barrel workshop for Spring 2019. Possibly held in partnership with Hatch. Maybe add something for maintaining it? • A PSA video has been produced by the Mystic River Watershed Alliance, and features Matt Shuman talking about Watertown's efforts and successes. Janet suggested making it available to Charlie Breitrose for inclusion in his newsletter. It could also be made available to Watertown cable. v. Boys & Girls Club Project: Work has been completed successfully. The new canopy drains into a series of planting beds and overflow areas. IV. Discussions/Actions At the request of the WE3C Energy Committee, Janet attended their last meeting. At that meeting, they discussed a Proposal for a Watertown Climate and Energy Master Plan. This plan had been envisioned as a future addition to the Town's Comprehensive Master Plan in 2015. The Plan would be prepared by one or more consultants and include 1. A Greenhouse Gas Inventory and Energy Assessment 2. A Climate Change Vulnerability Assessment 3. Climate and Energy Master Plan WE3C was looking for votes of endorsement from the SAC and the Conservation Commission. In response to this, it was moved by Steve Magoon and seconded by Janet Buck that the SAC endorse the recommendations of the WE3C to the Town Council to proceed with this Plan.
