M. and was attended by Mayor Dutton, who presided, Council- men peters, Hosti, Strong, Lovell, Meddin, Chief McCutchen, Supt. Reed, Inspector Lang, Mr. Lorton Livingston, Mrs. M. H. East, Mr. Edmund J. Solomon and Dr. Hiram °J. Bush. Mrs. East protested against the assessments on her property, Lot 7, Campbell Subdivision, Ft. Ward. She was ex- cused. Dr. Hiram J. Bush protested against the assessments on his property, Lot 7, Block 19, Ft. Sereven Ward. He was excus- ed. Mr. Livingston, representing Morgan's Inc., present- ed data on a model H D T Multi -pug Asphalt Mixer that could be used for either winter or summer work, the cost delivered Tybee was $1750.00. Mr. Livingston was excused. Mr. Reed was asked if there was any more D D T on hand and he stated that there was a small amount. The Mayor stated that the prisoners at the Camp were removed to the Brown Farm temporarily but that they would be back shortly, he stated that the Camp would be closed while they were away and that a new floor was needed, which would cost about $160.00, that could be laid while the prisoners are gone. it was moved, seconded and passed that the work be authorized. Supt. Reed stated that he would like to start work on laying the new water lines and fire plugs etc., but that it would be necessary to used paid labor for about 90 days. Mr. Lang stated that Mr. A. P. Solomon, Jr. wanted to erect a fence higher than the 31 allowed by the Building Code and he stopped him, he was instructed to prohibit Mr. Solomon from putting up the fence until further notice. The matter was referred to the Town.Attorney. A bill of Mr. E. J. Solomon for $50.50 covering work on the Heating System of the Town Hall was considered too high and Mr. Lang was requested to check on it, he stated that Mr. Solomon and his men spent several days on the job and he considered the bill fair. Fire Chief Solomon requested the Town to make an appro- priation toward the purchase of a new ambulance. He was excus- ed, no action was taken on his request at this time. 1 1 119 1 1 1 119 Chief McCutchen informed Council that the parking meters have not been taken down as yet that he had been requested by Mr..Clatterbruck of the Dual parking Meter Company to let them stay as is. The minutes of the meeting held October llth were read and adopted. Councilman Strong stated that he had checked on the matter of Mace Notric&ts request for a transfer to him of the 1951 License of Bones Fishing Camp. He suggested that Notrica take out a half year License to do business at his place. It was moved, seconded and passed that on the assess- ment of Mrs. M. H. East and Dr. Hiram J. Bush that the assess- ments be reduced to the value of the land and that the improve- ments be charged off. It was moved, seconded and passed that the model H D T Asphalt Mixer be purchased from Morgan's Inc. for $1750.00 F. 0. B., Tybee. It was moved, seconded and as bd that bills for the month of October amounting to $16 740015 for General Go ern - ment and bills for the Water Department amounting to $695.22 be paid. Council Lovell commented on the repairing of the water tanks stated that ba had gotten some estimates concerning the cost of doing this work. He was requested to contact Mr. Joseph J. Hutton of Thomas & Hutton. He also stated that he had a list of water takers that should be put on meters, Councilman Hosti suggested that a standard uniform type of meter should be used. Councilman Strong stated that Edmund J. Solomon request- ed that his 1950 taxes be taken off the improvements on Lots 50 and the N, of 51, Ward 1. Mr. Solomon contending that the building had not been completed in 1950. Councilman Strong stated that he would contact Mr. Solomon again. Councilman Hosti wanted to get the use of a drag line to lay the water main. It was moved, seconded and passed that the discounts be allowed on the 1951 taxes of T. B. McCarroll. Mr. John Joseph Harmon requested permission to spread out the payments on his 1946, 1947 and 194E taxes on his im- provements. permission granted. December 12, 1951 The regular meeting of Town Council was held today at 4 p. M. in the Council Room and was attendedlby Mayor Dutton, who presided, Councilmen peters, Meddin, Lovell, Strong, Brown, Hosti, Town Attorney Solms, Supt. Reed and Chief McCutchen. The minutes of the meeting held November 14th were read and adopted. The Mayor asked Chief McCutchen what was the status of the parking meters, the Chief stated that they would be taken down next Monday and that he had talked with Mr. Lawton Shaw of the Dual parking Meter Company,. who had written relative to the machines. Mr. Solms stated that the Town should have in writing from the Dual Co. as to just what they will do in connection with the meters. Chief McCutchen informed Council that the police car was not running properly, he had Ray Clanton Motors check it and found that two of the cylinders were out of line and it was necessary to get a new clutch and a complete job would have to be done on the valves. He was instructed to have it repaired. Councilman Brown called attention to the dog situation stating there are too many stray dogs on the Island, that they turn over garbage cans,' etc., and have frightened several people. Mr. Solms was instructed to talk to Dr. Henderson with a view of having the dog catcher come to the Island and pick up stray dogs. Supt. Reed stated he was making good progress in laying the new water mains and that he had gotten to 14th on Jones Avenue and was awaiting the ditch digger. He also stated he has fourteen prisoners. It was moved, seconded and passed that the Town fur- nish cigarettes and tobacco to the guards and prisoners at the Convict Camp as has been the custom in past years. Supt. Reed stated that Mr. Leonard Sterne, who is building a home on Center Terrace, wanted to run a sewer line 1 1
