Wayne Neddermeyer - Mayor in Chair Priscilla Arens - Clerk All members present. The minutes of the meeting of January 2, 1968 read. Moved by Arthur Theis that the minutes be approved as read. Seconded by NA.rold Winterhalter. Motion carried. The minutes of the special meeting of January 23, 1968 read. Moved by Raymond Bosch that the minutes be approved as read. Seconded by Rayburn Anderson, Motion carried. Because of , the length of the. minutes of the Public Hearing of January 23rd. 1968, and as there were no objections, the reading,of same was dispensed with. The minutes of the special meeting of January 25, 1968 read. Moved by Rayburn Anderson that the minutes be approved as read. Seconded by Harold Winterhalter. Motion carried. The minutes of the special meeting of January 30,,1968 read. Moved by Harold Winterhalter that the minutes be approved as read. Seconded by Raymond Bosch. Motion carried. The minutes of the special meeting of February 2, 1968 read. Moved by Arthur Theis that the minutes be approved as read. Seconded by Rayburn Anderson. Motion carried. The Planning +'Commission minutes of January 15, 1968 read. Mr. Mills was there to answer questions with regard to sewage project. There was a great deal of discussion pro and con and a petition was presented to the Council signed by a number of property owners, asking that the sewer and water project be voted down. A number of those present stated that the original petition asked only for a preliminary cost report and not for the sewer. Moved by Harold Winterhalter that the engineer be authorized to proceed on drafting specifications for the purpose of seeking bids for the sewer project. Seconded by Rayburn Anderson. Council polled - Harold Winterhalter, yes; Rayburn Anderson, yes; Arthur Theis, yes; Raymond Bosch, No. In a case of this kind it is necessary to have a 4/5 vote of the entire Council, so the Mayor cast a vote - Wayne Neddermeyer, Yes. Motion carried. Applications for cigarette license were submitted for the following: Ray Schmid of Schmid Grocery, Robert I. Feser of Medina Golf Course, K. L. Johnson of Ken's Liquors, Fred Glampe of Glampe's Resort and Cafe, Beverly Pettit of the "55 Club", Gladys B. Vollmer of Glad -Mar Cafe, and George Castonguay of Caso Independent Oil Company. Moved by Arthur Theis to grant 1968 cigarette license to the seven above mentioned applicants. Seconded by Raymond Bosch. Motion carried. Application for 1968 license for the Drive -In Theater presented. Moved by Raymond Bosch to grant a 1968 license to the Jeff -Jon -Robb Amusement Co., Inc. Seconded by Raybtbrn Anderson. Motion carried. Moved by Harold Winterhalter that a letter be written to the Jeff -Jon -Rob Amusement Co., Inc. stating that the Council is concernedthat they maybe operating in violation of the Drive -In Theater ordinance 910:35, paragraph 1, regarding the good morals relating to the subject of their movies, and ask that they please consider this in obtaining future bookings. Seconded by Raymond Bosch. Motion carried. Moved by Rayburn Anderson to grant Glampe's Resort and Cafe a set-up license from February 1, 1968 to July 1, 1968. Seconded by Arthur Theis. Motion carried. Moved by Rayburn Anderson to adopt tie following resolution: Whereas, it is the considered opinion of the Council that for the protection of its citizens, additional tr= ficeControls are needed at the Depot Hill - Soo Line Railroad Crossing, at ::uue1, in the Village of Medina. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF MEDINA, MINNESOTA: That the Minnesota Public Service Commission investiage whether or not additional traffic controls are necessary at the aforesaid crossing for the protection of its citizens when using the Depot Hill Railroad Crossing at Hamel, Minn- esota, and for the said Commission to order the installation of additional traffic controls at said crossing affording necessary protection. Seconded by Harold Winterhalter. Motion carried. Moved by Rayburn Anderson that the Village become a member of the Northwest Chamber of Commerce and instruct the Clerk to issue a check for $10.00 to pay the dues. Seconded by Arthur Theis. Carried, with one No vote. Moved by Harold Winterhalter that the Chairman of the Roads be instructed to contact Mr. Mills to prepare specifications for the purpose of obtaining road grading bids. Seconddd by Raymond Bosch. Motion carried. Letter read from Hennepin County Land Department with regard to tax forfeited lands in Village. Moved by Harold Winterhalter for the adoption of a resolution giving the County the authority to sell the tax forfeited land designated as List "642C" in the Village of Medina. Seconded by Rayburn Anderson. Members polled as follows: Harold Winterh lter voted "no", Wayne Neddermeyer voted "no",Arthur Theis voted "no", Rayburn Anderson voted "no" and Raymond Bosch voted "no". 78 Letter read from the Commissioner of Weeds, Mo. regarding a meeting to be held in February or March. • Letter from Village of Minnetrist read. Wants infdrmation with regard to salaries, which will be forwanddd to them. Moved by Arthur Theis to pay the bills as follows: Payroll in the amount of $1150.99 and order'checks in the amount of $3054.05. 'Seconded by Harold Winterhalter. Motion carried. Moved by Raymond Bosch to reimburse Finank Molitor for the unused portion of his on -sale intoxicating license in the amount of $625.00/ Seconded by Rarold Winterhalter. Motion carried. Moved by Arthur Theis that we authorize the Planning Commission to investiggie the building inspection fee and look into the whole building permit set-up and give us a recommendation. Seconded by Rayburn Anderson. Motion carried. Gerald Dykhoff explained the situation of three small lots in Hamel owned by Bill Deziel. Moved by Harold Winterhalter that Bill Deziel be allowed to divide the three lots in Hamel into two equal loins. Seconded by Raymond Bosch. Motion carried. A letter with regard to the sewage project from C. O. DorWeiler waasread. Discussion with regard to fiscal consultants for the sewage project. M:.ved by Harold Winterhalter that we retain the services of Ehlers and Associates for the sewer project. Seconded by Raymond Bosch. Motion carried. Moved by Raymond Bosch to have a special meeting on February 20, 1968 at 7:30 P. M. with regard to police matters. Seconded by Rayburn Anderson. Motion carried.
