December 12, 1951 The regular meeting of Town Council was held today at 4 p. M. in the Council Room and was attendedlby Mayor Dutton, who presided, Councilmen peters, Meddin, Lovell, Strong, Brown, Hosti, Town Attorney Solms, Supt. Reed and Chief McCutchen. The minutes of the meeting held November 14th were read and adopted. The Mayor asked Chief McCutchen what was the status of the parking meters, the Chief stated that they would be taken down next Monday and that he had talked with Mr. Lawton Shaw of the Dual parking Meter Company,. who had written relative to the machines. Mr. Solms stated that the Town should have in writing from the Dual Co. as to just what they will do in connection with the meters. Chief McCutchen informed Council that the police car was not running properly, he had Ray Clanton Motors check it and found that two of the cylinders were out of line and it was necessary to get a new clutch and a complete job would have to be done on the valves. He was instructed to have it repaired. Councilman Brown called attention to the dog situation stating there are too many stray dogs on the Island, that they turn over garbage cans,' etc., and have frightened several people. Mr. Solms was instructed to talk to Dr. Henderson with a view of having the dog catcher come to the Island and pick up stray dogs. Supt. Reed stated he was making good progress in laying the new water mains and that he had gotten to 14th on Jones Avenue and was awaiting the ditch digger. He also stated he has fourteen prisoners. It was moved, seconded and passed that the Town fur- nish cigarettes and tobacco to the guards and prisoners at the Convict Camp as has been the custom in past years. Supt. Reed stated that Mr. Leonard Sterne, who is building a home on Center Terrace, wanted to run a sewer line 1 1 121 1 1 121 from the northern side of this street to the southern side so as to stub into his property, Mr. Reed said that this would ne- cessitate cutting across this street. It was decided Mr. Solms and Reed would handle the matter. The matter of a water line to the property of Fred A. Doyle on 9th Terrace was also discussed. Mr. Reed was instructed to check on this. Councilman Strong reported that he had checked on the protest of Mr. Edmund 3. Solomon against the assessments on Lots 50 & N. 51, Ward 1 and suggested that it be left as is. It was moved, seconded and passed that bills for General Government for November amounting to be paid, likewise bills for the Water Department amounting to $648.57, be paid. Mr Solana tinformed iCbuk1bll ttl at in connection with the rates charged by the Savannah Electric & power Company for elec- trical service for the Water Department that he and Mr. Tom Smith had discussed the matter with them. The Mayor appointed himself and Councilman Meddin to look into the matter further. It was moved, seconded and passed that the Town contribute $100.00 to the Soldiers Social service of Savannah. The Mayor informed Mr. Lang that he was in charge of the collecting and checking of installing of meters, effective May 1, 1952. He was also informed that he was in charge of heating the Town Hall Building. Councilman Lovell instructed Mr. Lang to check on heating work to be done at the jail, that M. 0. Seckinger did not include connecting the boiler in his estimate. The Mayor stated any pro- posed new heating system in the jail should be held off at this time. Council Lovell informed Council that he had received a letter from Thomas & Hutton relative to the value of the water tank, his Committee met last Saturday with a Representative of the Whitmire Tank Company, who agreed to put the Butler Avenue tank in first class condition at a cost of approximately $5,000.00, that he had obtained rtwo other bids but wants one more. He stat- ed that he would confer with the Whitmire Company and ascertain what they will offer for the Fort Screven tank. A letter of thanks was received from Rev. F. Bland Tucker of Christ Episcopal Church, thanking Council for the use of the Auditorium during the summer months for services. It was called to the attention of Council that the old Central of Georgia. Right -ofWay was blocked off adjacent to prop- erty of Wm. F. Whalen and also by a party named Mathews, at Estill Station. The Town Attorney was instructed to notify parties to re- move obstructions. 122 122 It was moved, seconded and passed that the assess- ment on the improvements on Lot 1, Block 15, Ft. gereven Ward, be reduced by $500.00, effective May 1, 1951. This is the prop- erty of Estroff & pomerance. It was moved, seconded and passed that the fee to be paid A. F. Solms, Jr. for legal work in connection with the Water Works System be $4500.00. It was moved, seconded and passed that the following Resolution be adopted. 1 1 123 1 1 123 A RESOLUTION WHEREAS,, Slotin and Company presented to the Town of Savannah Beach an American Flag to be used and displayed at the Town Hall in said Municipality and re- quested that the Mayor and Councilmen accept this in memory of the late Morris Slotin, who for so many years served as Councilman of said Municipality with distinc- tion and honor to his fellow members of the board and the citizens of Savannah Beach; and WHEREAS, the Mayor and Councilmen of the Town of Savannah Beach felt deeply honored with the thought- fulness of the family of the said Morris Slotin. NOW THEREFORE ICE IT RESOLVED, that the thanks of the Mayor and Councilmen, as well as, the citizens of the Town of Savannah Beach be extended to the family of Morris Slotin and also Slotin and Company for the American Flag presented to the Municipality in his memory; and BE IT FURTHER RESOLVED: that a copy of this resolution be spread upon the minutes of the Council and a copy thereof be sent to the family of the late Morris Slotin. It was moved, seconded and passed that the following Resolution be adopted. A RESOLUTION WHEREAS, the Chatham County Commissioners have recently loaned to the Town of Savannah Beach a dragline for the purpose of making improvements to the water system and fire protection system of said Municipality, and the use of said dragline has been of great service to said town and has saved it considerable money; BE IT THEREFOR RESOLVED by the Mayor and Coun- cilmen of Savannah Beach, Tybee Island, in Council assembled, that the thanks of the Mayor and Councilmen be extended to the Chatham County Commissioners for the loan of said drag - line. BE IT FURTHER RESOLVED that a copy of this reso- lution be sent to the Chatham County Commissioners. 124 124 1 1 It was moved, seconded and passed that the following 124+ -A ordinance be adopted. AN ORDINANCE AN ORDINANCE TO AMEND AN ORDINANCE TO CREATE AREAS WITHIN THE CORPORATE LIMITS OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, AND TO ZONE THE SAME IN ACCORDANCE WITH THE PROVISIONS OF ACT III, SECTION VII, PARAGRAPH XXIII, OF THE CONSTITUTION OF THE STATE OF GEORGIA OF 1945, AND THE ACTS APPROVED JANUARY 31, 1946, AND FOR OTHER PURPOSES. BE IT ORDAINED by the authority of the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby ordained by authority of the same: SECTION I. That "K1' of Section 13 be and the same is hereby amended to read as follows: "Kt Fences and walls may be erected on any property lines provided that wire fences do not exceed eight (8) feet in height above the average of the ground along which the fence is placed; and walls or fences other than wire fences may be erected on any property which do not exceed four (4) feet in height above the average of the ground on which the same is placed. SECTION 2. All ordinances and parts of ordinances, in conflict herewith are hereby repealed. 125 I It was moved, seconded and passed that the follow- ing Ordinance be adopted. /T AN ORDINANCE TO AMEND AN ORDINANCE ESTABLISHING THE WATER DEPARTMENT: PRESCRIBING IN,THE.RULES AND REGULATIONS . FOR. THE OPERATION ` OF THE _ WATER WORKS AND WATER DEPARTMENT; PROVIDING FOR THE • ELECTION..OF A MANAGER.AND SUPERINTENDENT; ESTAB LISHING THE RATES FOR WATER SERVICE AND.WATER SUPPLY; .PROVIDING FOR HEALTH ,REGULATIONS PER- TAINING TO THE,WATER SYSTEM; ALL IN.ACCORDANCE WITH THE PROVISIONS OF AN_ACT ADOPTED IN 1922 _ AND. THE . ACTS AMEND ING .. THE SAME;. ANL . FOR OTHER PURPOSES. 125 BE IT ORDAINED by the authority of the Mayor and Councilmen of -the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby ordained by authority of the same. SECTION 1. That the cost of water meters to be used by any person, firm or corparation connected with the Municipal Water System shall be as follows: Five, Eighths (5/4 inch meter $50.00 One (1) inch meter $904.00: Customers of the water department are required to purchase said meters from the Municipality and may make application for the same to the Water Department, Savannah Beach, Tybee Island, Georgia. SECTION 2. Any person violating the provisions of this ordinance, upon conviction thereof, shall be subject to be fined not to exceed $100.00 and imprisoned not to exceed 30 days, either or both. SECTION 3. That all ordinances or parts of ordinances conflicting with the provisions of this ordinance are hereby re- pealed. 126 126 1 1
