The Council of the Village of Medina met in regular session on Tuesday,
February 6, 1973 at 7:40 P. M.

Moved by Robert Franklin that we increase the salary of the.. Village Clerk
from $4200.00 to $4800.00 and thpt we ask the Clerk to hire additional help
at S2.50 for up to 20 hours a L:onth and we instructithe Planning Commission
to be responsible fbr its own minutes.

Don Stotts appe<:red with regard to the road to his property. Donald Des
Lauriers is to contact the United Fund Agency with regard to removing the
fence which is on the road property.
Anne Dorweiler read a letter from Mr. Day of Medina Properties. Moved by
Thomas Stevens that Anne Dorweiler take all the information on the John
Day maiter to the Village Attorney and the Council refers the matter to
the village attotney for legal action.

Received the following quotes for a new police car: Rouston $3834.00, Velie
$3753.22 and:Lupient $3714.00. Moved by Robert Franklin that we accept the
quote of Velie Oldsmobile for a 1973 Oldsmobile Delta 88, unmarked police
car for $3753.22 under the second low -bid, with trade in of 1970 Oldsmobile,
in co,sideration of past experience of past service by Velie.

the building inspector's salary by $10.00 per building permit.

Beadh project and the Council and Planning Commission with meet together
on February 22nd on this mattet.
Moved by Thomas Stevens to grant a Sanitary Landfill permit to the Boyer
Garbage Landfill as the fee of $750.00 has been paid.*

Robert Franklin read a long letter from Robert Feser's attorney with regard
to Acquisition of the golf course by the County Park and setting out alternates
and possibility of lawsuit.
Discussion of legislative matters. Mooted by Thomas Stevens to pass Resolution
73415 as follows: Concerning Legislative Issues; WHEREAS the 1973 Minnesota
Legislative is exp6tted to consider proposals that thuld directly affect
residents of the 'Village of Medina; and WHERAS The Medina Village Council has
had an opportunity to carefully consider some of these issues and to assess
theme Effects; NOW, THEREFORE, BE IT RESOLVED that the Medina Village Council,
in the interest of the citizens of Medina, does adopt the following positions
on legislative issues; WE SUPPORT: Redistribution of hiwhway aid funds so
that they are shared by communities of under 5,000 population in the same
proportion as they are now distributed to larger municipalities. Legislation
that will give municipalities better tools for dealin_M with problems of zoning,
development and the environment. S. F. 112 is an example of such legislation.
Efforts to continue and further the use of tax and assessment plicies to enable
farmers to stay on their land and to prevent premature development. Positions
of the Hennepin County League of Municipalities in regard to tax-exempt property,
establishment of a metro area trails system, and powers of the Metrpolitan
Council. Legislation to further property tax relief, including asmumption by
• by the state pf a greater sb..re of education and welfare costs. WE OPPOSE:
Legislation that would give any county or metro body the power to condemn
prope-ty for open space or other purposes or to fix park boundaries without
municipal consent. We oppose any such proposals in the strongest possible
terms. Consolidation of municpal prosecutions under the Hennepin County
attorney's office, thus removing local control of zoning enforcement. Termition
of the towns& up welfare system for general relief. Legislation threatening
independence of the Suburban Nursing Service.

Legislative represents to be reimbursed for expenses, including traveling
expenses at 100 per mile, not to exceed 320.00 for both of them per week.
