HomeMy Public PortalAboutRES 83/01RESOLUTION NO. 83 -1 A RESOLUTION OF THE TOWN OF GULF STREAM, FLORIDA OPPOSING THE RELOCATION OF THE OCEAN AVENUE BRIDGE (STATE ROAD 804) IN THE TOWN OF OCEAN RIDGE, FLORIDA AND URGING THAT NO FURTHER FUNDS BE EXPENDED ON THE PROPOSED PROJECT; AND SUPPORTING THE REPAIR OR RE- PAIR OR REPLACEMENT OF THE EXISTING BRIDGE. WHEREAS, The Florida Department of Transportation (FDOT) has determined the relocation of the Ocean Avenue Bridge in Ocean Ridge to a location only 700 feet north to align with Second Avenue in Boynton Beach is high priority project referred to as State Job Number 93200 -1504 and has allocated state funds for right -of -way acquisition and applied for Federal Funding for the project assigned Federal Job Number M -3406 (1); and WHEREAS, such relocation would place the intersection of the bridge approach with State Road A1A within 200 feet of the Ocean Ridge Town Hall, Police Department and Fire Department and in close proximity to the entrance and exit to the Boynton Beach Public Beach, causing a serious congestion of traffic; and WHEREAS, such relocation would require the widening of State Road AIA for a distance of 300 feet north of the proposed bridge which would result in the loss of the south egress and ingress to AlA from the Police and Fire De- partment and add an additional lane of traffic to be crossed from the only remaining access to AlA, both of which will seriously affect the operation, effeciency and response time of the police and fire department; and WHEREAS, the Town of Gulf Stream, Florida contracts with the Town of Ocean Ridge, Florida for police, fire and first aid services and vehemently opposes any project or circumstance that may alter the excellent response and quality of service that is currently being received and, WHEREAS, the estimated project will exceed $15,000,000.00 whereas the estimated cost of replacement of the existing bridge would be only ten percent (10 %) if that figure which is of primary ,importance and concern esp- ecially in view of the current economic situation; and WHEREAS, the Federal Department of Transportation (FDOT) disclosed that there are 248,500 structurally deficient bridges in need of repair and rehabilitation in the United States at an estimated cost of $47.6 billion with only a fraction of this amount available for the highest priority pro- jects; and WHEREAS, there are five (5) bridges within ten (10) miles, one of which is within one (1) mile of the existing bridge, available as alternate routes during reconstruction or repair of the existing bridge making it un- necessary to expend funds for a temporary bridge; and, WHEREAS, destruction of major stands of mangroves and damage to the adjacent woodlands and wetlands would be extensive if the relocation were to be accomplished with the new right -or -way as projected passing thru these endangered areas, NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF GULF STREAM, FLORIDA. Section 1. The Town of Golf Stream vehemently opposes the re- location of the Ocean Avenue Bridge (State Road 804) in the Town of Ocean Ridge, Florida. Section 2. The Town of Golf Stream urges that no further funds be expended on the proposed relocation of the bridge, State Job Number 93200- 1504 and Federal Job Number M -3406 (1) for right -of -way, bridge or roadway. Section 3. The Town of Gulf Stream supports the repair or re- placement of the existing bridge in the existing location on Ocean Avenue in the Town of Ocean Ridge and the City of Boynton Beach. Section 4. The Town Clerk is hereby directed to transmit copies of this resolution to the Federal Highway Administration, Federal Department of Transportation, Florida Department of Transportation, Town of Ocean Ridge, Florida and City of Boynton Beach, Florida Section 5. This Resolution shall take effect immediately upon adoption.
