HomeMy Public PortalAbout11-03-2014 Village Board Minutes VILLAGE OF PLAINFIELD MEETING MINUTES NOVEMBER 3, 2014 AT: VILLAGE HALL BOARD PRESENT: M.COLLINS, P.FAY, B.LAMB, G.PECK, J.RACICH, D.RIPPY, AND M.BONUCHI. OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; S.AMANN, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 30 persons in the audience. PRESIDENTIAL COMMENTS • Senator Jennifer Bertino-Tarrant presented a Senate Recognition Award to Walter Voyt for receiving the 2014 Senior Illinois Hall of Fame award in the Labor Force category. TRUSTEES COMMENTS None PUBLIC COMMENTS on items not on the Agenda (3-5 minutes per topic) Ms. Dawn Bullock, President of the Association of Plainfield Teachers, stated that the Plainfield School District’s teachers are leaving due to salary and workload. Ms. Bullock asked why the Village continues to hold on to the mom and pop mentality and what are the Board members doing to solicit name brand businesses and new revenue to this town? Administrator Murphy stated that the Village of Plainfield has been aggressive in its approach in encourage economic development. Three out of the last five years, the Village has been recognized by Will County for its efforts. Mr. Murphy pointed out several businesses that have expanded or relocated to the Village including Diageo, Logoplaste, and Kuusakowski. Mr. Murphy also mentioned that the Village is currently working with a business that could bring 500 jobs to the area. Mr. Murphy pointed out that the Village of Plainfield represents only 30% of Plainfield School District’s 64-square mile service area and encouraged Ms. Bullock to have the same conversation with the other jurisdictions. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Peck. Vote by roll call. Second by Trustee Racich. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 3) PRESERVE OF PLAINFIELD (1659-070914.AA.SU.PP.SF) Trustee Fay moved to adopt Ordinance No. 3180, authorizing the execution of an Annexation Agreement. Second by Trustee Peck. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to adopt Ordinance No. 3181, annexing the subject property. Second by Trustee Peck. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to adopt Ordinance No. 3182, approving a Special Use for a Planned Development. Second by Trustee Peck. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 4) 2014 TAX LEVY Trustee Fay moved to acknowledge the preliminary estimate of the 2014 Tax Levy in the amount of $5,486,100. Second by Trustee Peck. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report. MANAGEMENT SERVICES REPORT No Report. ENGINEER’S REPORT Mr. Steve Amann presented the Engineer’s Progress Report. PLANNING DEPARTMENT REPORT No Report. BUILDING DEPARTMENT REPORT No Report. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. Trustee Fay moved to authorize Associated Technical Services to complete the Water Leak Survey for the total amount of $23,760.00. Second by Trustee Bonuchi. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. POLICE CHIEF’S REPORT No Report. ATTORNEY’S REPORT No Report. Mayor Collins read the reminders. EXECUTIVE SESSION Trustee Fay moved to adjourn to Executive Session as permitted under the Open Meetings Act under Section 2 (c)(1) to discuss the appointment, employment, compensation, discipline, performance, or dismissal of employees or legal counsel, not to reconvene. Second by Trustee Bonuchi. Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.
