VILLAGE OF PLAINFIELD
October 21, 2014
Chairman Sobkoviak called the Plan Commission meeting to order at 7:00 p.m. and led
the pledge to the flag.
ROLL CALL
Commissioners Seggebruch, O’Rourke, Renzi, Kiefer, Heinen, Green, and Chairman
Sobkoviak were present. The Fire District was present.
The Park, School, and Library Districts were absent.
APPROVAL OF MINUTES: The Plan Commission minutes from October 7, 2014 were accepted as presented.
PUBLIC COMMENTS: There was no response.
DEVELOPMENT REPORT
Mr. Proulx stated the Village Board directed the village attorney to draft the ordinances for the annexation
and special use for the Preserve of Plainfield by a vote of 6-0; approved the preliminary and final plats for
the Preserve of Plainfield subdivision by a vote of 6-0; and approved the landmark designation ordinance
for the Masonic Lodge located at 24050 W Lockport Street.
OLD BUSINESS
Case No. 1663-082914.SU/SPR My Properties, LLC
The applicant has asked for this case to be continued to November 4, 2014.
Commissioner Kiefer made a motion to continue Case No. 1663-082917.SU/SPR to November 4, 2014.
Seconded by Commissioner Green.
Vote by roll call: Heinen, yes; Renzi, yes; O’Rourke, yes; Seggebruch, yes; Green, yes; Kiefer, yes;
Sobkoviak, yes.
Motion carried 7-0.
NEW BUSINESS
Case No. 1665-100214.AA.REZ Goldfish Swim School
Mr. Proulx stated this is a public hearing for annexation and rezoning which is being heard pursuant to
public notice being published in accordance with state statute and all applicable local ordinances; the applicant is
seeking annexation and rezoning to B-3, Highway Business District. The applicant proposes to annex the parcel into
the Village of Plainfield for access to municipal water and sewer service and to operate a swim school for children
in an existing industrial building. Mr. Proulx indicated the parcel is approximately 1.2 acres improved with a
building of approximately 12,000 square feet building with a paved parking lot; the parcel is contiguous with the
Plainfield Business Park; and described the uses of the adjacent properties. Staff submits the property is a logical
extension of the Village boundary; water and sewer is along Rhea Drive across the parcel’s frontage. Mr. Proulx
stated the applicant is requesting B-3 zoning which would permit a private recreation use. Mr. Proulx reviewed the
findings of fact. The B-3 zoning would permit the best use of the property and would be consistent with the plans
and policies of the Village; would be compatible with the uses in the adjacent buildings; provides sufficient parking
and access; the B-3 zoning would be more appropriate than residential in the industrial park.

Staff suggests the proposed annexation is a logical extension of the Village’s boundaries; and believes the findings
of fact to support a recommendation for approval have been demonstrated.
Chairman Sobkoviak swore in Randall Barba. Mr. Barba stated he is the contract purchaser for this
property; the contract is contingent on the annexation and rezoning; and he is also the owner of a similar
swim school located in Naperville.
Chairman Sobkoviak asked for public comments. There was no response.
Chairman Sobkoviak asked how they would accommodate a pool in the building. Mr. Barba said the
floor would be dug out and the pool would be in the ground.
Commissioner Seggebruch asked if the well and septic would be abandoned and capped; asked if the
loading dock would be used or removed. Mr. Barba agreed the well and septic would be abandoned and
capped; indicated they would not be using the loading dock but they will not change or remove it.
Chairman Sobkoviak agreed this annexation was a logical extension of the Village; and agreed that both
the industrial uses and the B-3 zoning districts have worked together well in this industrial park; thought
this could be a good use for an existing building.
Commissioner O’Rourke asked if the utilities and capacity were sufficient; asked about the required
parking. Mr. Proulx explained the location of the utilities and capacity should be sized accordingly. Mr.
Barba said they operate 6 days a week; the busy times are typically evenings and weekends; stated there
are 46 parking spaces currently; stated they would only be using approximately 8,500 to 9,000 square feet
for the swim school; the remainder may be office space. Commissioner O’Rourke asked how this site
compares to the facility in Naperville. Mr. Barba said this space will be about 1,000 square feet smaller
and there are 46 parking spaces at the Naperville location; stated they originally had 36 parking spaces
and had to add 12 parking spaces. Mr. Proulx indicated private recreational use would require 1 parking
space for every 600 square feet so it would be 20 parking spaces for 12,000 square feet. Mr. Barba
stated there is also a baseball academy in this industrial park.
Commissioner O’Rourke appreciated the interest in the swim school. Mr. Barba said they teach infants
from 4 months to 12 years of age.
Commissioner Seggebruch asked if there would be swim meets. Mr. Barba said this is lessons only.
Commissioner Seggebruch mentioned with the 46 parking spaces they will need two spaces to be
accessible and one of the two to be marked as van accessible.
Commissioner Renzi asked about the recreational swim team. Mr. Barba said they offer recreation swim
team to keep children in the program for an additional year; this is for a non-competitive swim team.
Commissioner Heinen asked about the prior use for this building. Someone in the audience mentioned it
was a distribution facility. Commissioner Heinen mentioned industrial buildings were built for industrial
uses and expressed concern for the loss of the industrial locations; welcomed the swim school to
Plainfield but would prefer it was in a retail type facility rather than the industrial building.

Commissioner Kiefer agreed with Commissioner Heinen on the loss of the industrial uses but felt this
particular use fits well in this area.
Commissioner Seggebruch thought this was a good alternative use.
Commissioner Green stated the building is currently empty; located in unincorporated Will County; this
will bring the building into the Village and be a positive addition to the community.
Commissioner Renzi felt there is a fair amount of unused industrial space throughout the village and felt
this use serves a good purpose.
Commissioner Green made a motion to recommend approval of the annexation of the parcel at 12315 S.
Rhea Drive as a logical extension of the Village of Plainfield. Seconded Commissioner Renzi.
Vote by roll call: Kiefer, yes; Heinen, no; Seggebruch, yes; O’Rourke, yes; Renzi, yes; Green, yes;
Sobkoviak yes. Motion carried 6-1.
Commissioner O’Rourke made a motion to adopt the findings of fact of staff as the findings of fact of the
Plan Commission and, furthermore, recommend approval of the requested map amendment (re-zoning) of
the parcel at 12315 S. Rhea Drive from the default R-1 zoning to B-3 – Highway Business District.
Seconded by Commissioner Seggebruch.
Vote by roll call: Renzi, yes; Kiefer, yes; Heinen, no; Green, yes; Seggebruch, yes; O’Rourke, yes;
Sobkoviak, yes. Motion carried 6-1.
DISCUSSION
Chairman Sobkoviak stated he called the school district transportation department, and learned
kindergarten children are picked up in front of their house when it is possible, however, when the street is
a dead end stub street or a cul-de-sac that a school bus cannot turn around then children will be picked up
at the corner. The transportation department indicated it is not a state law it is a local policy.
Commissioner O’Rourke asked what we learned about the construction traffic off Ridge Road for
Dillman Estates.
Chairman Sobkoviak mentioned Indian Boundary turns into Creekview Drive as you drive south, he
thought Creekview Drive is a minor collector, suggested parking be limited to one side in the future due
to the width of the street.
