Savannah Beach, Tybee Island, Ga.
February 13, 1952
The regular meeting of Town Council was held today at
4 P. M. and was attended by Mayor Dutton, who presided,
Councilmen Hosti, Brown, Strong, Meddin, Town Attorney Solms,
Supt. Reed, Chief McCutchen and Mr. Lang.
Minutes of the meeting of January 8th were read and
adopted.
Supt. Reed reporting on the laying of the water mains
stated that Thomas & Hutton had underestimated on the amount
of cork and lead that was to be used, that it would take about
three more weeks to finish the job as the Town has the use of
the new bulldozer, at the present time there are seven prison-
ers doing outside work, there is other work to be done before
the season opens such as the Treatment Plant, installing the
18"" pipe on 12th Street to provide an emergency•outlet for the
Sewerage System, he doesn't have sufficient men to do the work.
The Mayor appointed a committee consisting of himself and
Councilman Strong to contact Mr. Burns with the view of getting
more prisoners.
Chief McCutchen. stated that the repairing of the park-
ing meters is proceeding nicely and that he expected to have
them up by April 1st, he referred to Council a request from
Leo Lane to be permitted to operate a group of trained mon-
keys on the Board Walk, the matter was referred to Dr. Hender-
son, Health Officer. Town Attorney Solms informed Council that
the Dual Company had extended the agreement on the trial period,
for the parking meters thru September, 1952, Chief McCutchen
stated that the Dual Company had a representative here for
over a month going over all parking meters, cleaning, oiling,
and replacing parts where necessary, the Mayor informed Council
that the Chief has too much to do besides repairing parking
meters and stated that the Dual Company will instruct another
man at cost to the Town, which will be about $20.00 per day,
it was decided to send either Officer Summerlin or Durden to
Canton, Ohio for instruction,. it was stated that the course
can be completed in one week. Councilman Hosti suggested that
Officer Summerlin be sent the first Monday in April.
Robert Lee Thomas (colored) stated that he had a notice
from the Town to move out of the building in which he had been
living located near the Treatment plant, he stated that he had
no place to move his furniture and asked that he be given un-
til next Sunday to get out, he also said that he had a place
on John William's property where he can put his house. Chief
McCutchen and Mr. Lang were instructed to see where the would
put the house and also to check on sewerage, water and etc.

The Mayor asked Mr. Lang how many requests had been
made for meters, Mr. Lang stated he had received eleven (11)
so far, Mr. Lang said he was waiting: on the forms recommended
by Councilman Lovell, it was decided that these would be.mim-
eographed.
The Mayor informed Council that he had disposed of
the old TD -9 Bulldozer and had purchased a used HD -5 Bulldozer
at a cost of $6500.00 less $2250.00 allowed for the TD -9, that
payment was to be made after May 1, 1952 to the George park
Tractor Company, Macon, Ga.
The Mayor stated that a date should be set for the
official opening of the season, he stated that Alee Temple
had agreed to hold their ceremonial here on Monday, May 19th,
it was decided that the season be opened officially on Satur-
day, May 17, 1952.
It was moved, seconded and passed that bills for the
month of February for General Government amounting to $2,686.60
and bills for the Water Department amounting to $1,577.91 be
paid.
Councilman Strong reporting for Councilman Lovell
stated that the Whitmire Tank Company would start work on
March 20th and that the Ordinance relative to the cost of
Water Meters is in error and should be corrected, also discounts
are allowed to users of flat rates but not to meter users, he
also recommended that owners of new houses not be charged for
water service until the house is occupied, (this question of
charges referred to the Water Committee), he also stated that
Dr. Henderson suggested that the Town get a fog machine before
the season gets under -way, Councilman Brown was appointed to
get data, prices and etc. on a fog machine.
Councilman Hosti stated that the Town employees
should be given the privilege of having Social Security Bene-
fits, the Mayor stated that the matter should be given study,
Councilman Hosti also stated that the Savannah Electric and
power Company should be contacted regarding the low voltage
that is causing so many motors of the sewerage System to burn
out. Mr. Solms was instructed to have Mr. K. S. Lassiter of
the Savannah Electric Company to contact Mr. Dutton relative
to this matter. Councilman Hosti also stated that Mr. L. 0.
Gann wants to put in one water meter to take care of all the
buildings on the property of Mrs. Lily B. Frost, Mr. Solms
stated that there are precedents for this, also that the
Southern Bell Telephone Company, be contacted with a view of
installing straight line telephone service to the beach and
doing away with long distant toll charges.
Mr. Solms informed Council that Mr. Sidney Raskin,
Attorney for Mrs. Gussie Sherman, had retained him to file

a claim against the Town for injuries sustained by her when
she fell over a piece of pipe in the street at smith Road
and the Strand at 8 p. M., August 8, 1951, the claim is for
1192.95,. which mr. Raskin claimed if it is not settled, then
he will sue for $2500.00. It was moved and seconded that the
claim be denied.
it was moved, seconded and passed that eighteen
(18) Venetian Blinds be purchased from the.Kool Vent Co.,
as per their estimate, for 1135.00, installed.
At the last meeting of Council the Santa Elena
Company petitioned for permission to subdivide Beach Lot 114,
Ward 5, this permission was granted, but the question has
subsequently come up as to whether the planning Board should
pass on this matter first. The matter was referred to the
Town Attorney for his opinion.
There being no further business, Council adjourned,
subject to the call of the Mayor.

The regular meeting of Town Council was held today
at 4 p. M. in the Council Room and was attended by Mayor Dutton,
who presided, Councilmen Meddin, Lovell, peters, Coleman, Town
Attorney Solms, Supt. Reed, Chief MoCutohen, Mr. Lang, Mr. Frank
Futrelle and Mr. Milton Ard.
Dr. Robert S. Coleman was administered the oath of
office by Mayor Dutton as follows:
I, Robert 8. Coleman, do solemnly swear that I will
faithfully and, honestly perform the duties of Councilman of the
Town of Savannah Beach, Tybee Island, to the beet of my skill
and ability, without favor or affection, so help me God.
