Re: Requesting Extended Work Hours for Remainder of GEFA’s Deep Well Project
Dear Ms. Schleicher:
I am writing on behalf of the Georgia Environmental Finance Authority to request permission for our
contractor to work 24-hours a day seven-days a week as needed for the remainder of the project.
Compared to the current schedule, which already includes some overnight work during technically critical
periods, we anticipate approximately 20 to 30 additional days of overnight work if this request is approved.
Currently the contractor is prohibited from working over Memorial Day weekend and July 4th, and we are
NOT requesting any changes here. No work will occur during these periods.
The project is currently behind schedule, and we are at risk of missing a key permitting deadline for pump
testing during July and August 2016. While the well drilling will be completed this year no matter what,
missing this limited test window may result in pump testing being delayed until July and August 2017. This
would in turn delay the final report by a year, which outlines the information the city needs when
considering future use of the well and water treatment options.
Your approval will help us stay on the following schedule:
July 2016 – Finish drilling and demobilize the drill rig
August 2016 – Pump test the well at approximately 650 gallons per minute
Fall 2016 – Low-volume demonstration of reverse osmosis using temporary treatment works
Winter 2016 – Finalize report of findings on potential treatment and use of deep water well
Even with the city’s approval of the extended work hours we are requesting, there is still a chance the
project will be delayed. We continue to look for other ways to save additional time, but every day that we
can gain is critical.
GEFA initially spent $220,000 on noise mitigation measures, and based on the one noise complaint
received to date, our contractor recently installed six additional noise panels around the mud pump system.
If the city approves this request, GEFA will work with its contractor to install additional noise panels in
strategic locations and plan work in a way that limits noise overnight.
