AN ORDINANCE, appropriating Three Million Four Hundred Thousand Dollars
($3,400,000.00) from the Sanitary Replacement Fund to be used for wastewater treatment plant
construction in Bissell Point WWTF Redundant Sludge Acceptance System (12828) in the City
of St. Louis, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf
of The Metropolitan St. Louis Sewer District to enter into Contract No. 21765 with Plocher
Construction Company, Inc. for the aforesaid wastewater treatment plant construction.
WHEREAS, the bid for said wastewater treatment plant construction is Three
Million Two Hundred Eighty-One Thousand Dollars ($3,281,000.00) and the allowance for
construction change orders and other project expenses is One Hundred Nineteen Thousand
Dollars ($119,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Three Million Four Hundred Thousand Dollars
($3,400,000.00) is hereby appropriated from the Sanitary Replacement Fund for wastewater
treatment plant construction in Bissell Point WWTF Redundant Sludge Acceptance System
(12828) in the City of St. Louis, Missouri; said contract being comprised of such terms and
conditions as have been approved by the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract
No. 21765 with Plocher Construction Company, Inc., as the lowest responsible bidder for
wastewater treatment plant construction in Bissell Point WWTF Redundant Sludge Acceptance
System (12828) in the City of St. Louis, Missouri, pursuant to bids received on the 12th day of
February, 2019.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing ordinance was adopted on April 11, 2019.
