Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Bonuchi, Trustee Fay, Trustee Lamb, Trustee Peck, Trustee Racich, and Trustee Rippy. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works
Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci
Pleckham, Management Services Director; and Anthony Novak, Police Commander. There were
approximately 20 persons in the audience.
Trustee Fay moved to approve the Minutes of the Special Meeting and Committee of the Whole
Workshop held on October 13, 2014. Seconded by Trustee Lamb. Voice Vote. All in favor, 0
Opposed.
PRESIDENTIAL COMMENTS Mayor Collins stated that he has received several positive phone calls regarding the Village of
Screamfield.
TRUSTEES COMMENTS Trustee Bonuchi encouraged everyone to visit the Village of Screamfield and commented on her visit
to Plainfield North High School.
Trustee Racich commented on several community events he attended including the train depot annual
picnic, the Police Explorer Open House, and the Village of Screamfield.
Trustee Rippy commented on the Plainfield High School Band Booster’s craft show and thanked
Trustee Bonuchi for all of her work coordinating the event.

WORKSHOP MEETING
#1 2014 TAX LEVY
Mrs. Traci Pleckham stated that each year, the Village Board must approve the annual property tax levy ordinance. Tax levy revenue and rate projections are largely a product of the Village’s overall
Equalized Assessed Valuation (EAV). Based on the preliminary information received from Will and
Kendall Counties, the overall EAV is estimated to decrease again this year by approximately 2%.
The Village’s official EAV will not be available until spring of 2015.
Staff has calculated the 2014 levy by attempting to maintain the same 2013 rate of .4669, rather than
calculating the tax based on the same dollar amount. The Village approves the annual tax levy based
on dollars, and that the County Clerk then calculates the tax rate needed to produce the amount of
revenues requested by each taxing jurisdiction. Because of this, staff is using in its calculations a
higher overall EAV. This higher EAV estimate is to ensure the Village captures the entire amount of the Village’s EAV, while still maintaining the 2013 tax levy rate.

There were no objections from the Board for maintaining the tax levy rate. Staff will move forward
with preparing the tax levy and will hold the necessary public hearings and bring the ordinance back
for formal adoption.
#2 HRM DEVELOPMENT/DRAUDEN & ROUTE 126 Mr. Michael Garrigan stated that the applicant is looking for input from the Village Board on a
proposed concept that would include commercial and multi-family development on 38 acres at the
southwest corner of Drauden and Route 126.
Mr. Harold Oliver gave a brief overview of the concept plan. The concept includes a fuel station and car wash, 20,000 square foot retail building, 40,000 square feet of commercial/office space, and 336
apartments. Mr. Oliver stated that the community will be gated, have a club house, swimming pool,
and dog park. They are considering lowering the density to include more parking. Mr. Oliver stated
that they would be marketing towards the 44-64 age group and are working with a high end user for
the office space.
Trustee Fay expressed concern regarding the density and stated that he favored commercial over
office space. Trustee Racich expressed concern regarding density and building residential and then
not building the commercial. Mr. Oliver stated that he would agree to build the commercial portion
prior to the residential. Trustee Racich also expressed concern on whether or not that many apartments are needed in the Village, and wanted more information. Mayor Collins suggested
meandering the driveway to help avoid speeding. Mr. Oliver stated that this is a concept and he is
willing to make changes. Trustee Rippy expressed concern that the concept does not fit into the
Village’s Comprehensive Plan and also expressed concern regarding the number of apartments.
Trustee Peck stated the he likes everything but the apartments and suggested townhomes. Trustee Bonuchi stated that she is in favor of the gas station, but expressed concern with the apartments.
Trustee Lamb stated that his support would be conditional. He expressed concern with the density as
well as whether or not the apartments are appropriate at this location. Trustee Lamb also stated that
density and elevations will be important. He would be interested in having more information.
Mr. Oliver thanked the Board for their input and stated that he will continue working with staff.

Trustee Fay moved to adjourn. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed.
