OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; R.JESSEN, PUBLIC IMPROVEMENTS SUPERINTENDENT; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 75 persons in the audience. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS None PUBLIC COMMENTS on items not on the Agenda (3-5 minutes per topic) None BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Racich. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting and Executive Session held on November 3, 2014. b) Bills Paid and Bills Payable Reports for November 17, 2014. c) Cash & Investment, Revenue, and Expenditure Reports for October, 2014. d) Ordinance No. 3184, reducing the number of Class “C-2” Liquor Licenses to zero (0) and the Class “K” Liquor Licenses to 16 to reflect the closing of Ewa’s Market & Deli. Second by Trustee Racich. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. 3) DEMOLITION ORDINANCE Trustee Fay moved to open a Public Hearing regarding a text amendment to the Demolition Ordinance. Seconded by Trustee Rippy. Voice Vote. All in favor, 0 Opposed. Trustee Fay moved to adopt Ordinance No. 3185, approving the Demolition Ordinance. Second by Trustee Lamb. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. 4) GOLDFISH SWIM SCHOOL (PC CASE #1665-100214.AA/Z) Trustee Fay moved to open the public hearing for the proposed annexation agreement. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed. Trustee Fay moved to direct the Village Attorney to prepare the necessary ordinances for approval of the annexation agreement and annexation of the parcel located at 12315 S. Rhea Drive. Second by Trustee Racich. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. Trustee Bonuchi moved to adopt the findings of fact of the Plan Commission as the findings of fact of the Board of Trustees and to direct the Village Attorney to prepare an ordinance granting approval of the requested map amendment (re-zoning) of the parcel at 12315 S. Rhea Drive from R-1 to B-3. Second by Trustee Racich. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. 5) 24326 W. BLAZING STAR FENCE VARIANCE (ZBA Case #1666-101314.V) Trustee Fay moved to adopt Ordinance No. 3186, allowing a variance for a corner side yard fence at 24326 W. Blazing Star Court. Second by Trustee Racich. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report. MANAGEMENT SERVICES REPORT Trustee Fay moved to adopt a supplemental ordinance, Ordinance No. 3187, authorizing the issuance of Water and Sewer System Revenue Refunding Bonds of 2015, of the Village of Plainfield, Illinois. Second by Trustee Racich. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. Trustee Bonuchi moved to to authorize the Village President to execute a License Agreement with New World Systems dated October 22, 2014 for the implementation of the additional software modules and training/travel. Second by Trustee Lamb. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. ENGINEER’S REPORT No Report. PLANNING DEPARTMENT REPORT No Report. BUILDING DEPARTMENT REPORT No Report. PUBLIC WORKS REPORT No Report. POLICE CHIEF’S REPORT Trustee Lamb moved to authorize the purchase of 1,400 DARE tee-shirts from Boomer Tee’s for the total amount of $6,650.00. Second by Trustee Racich. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. Chief Konopek presented the Operations Report for October, 2014. ATTORNEY’S REPORT No Report. Mayor Collins read the reminders. Trustee Fay moved to adjourn to Executive Session as permitted under the Open Meetings Act under Section 2 (C) 11 to discuss pending litigation, not to reconvene. Second by Trustee Peck. Vote by roll call. Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes. 6 yes, 0 no. Motion carried. DEMOLITION ORDINANCE Mayor Collins called the meeting to order at 7:01 p.m. Present roll call stands. Mr. Garrigan stated that the proposed changes have streamlined the demolition process in order to expedite those applications which have no historical significance and to make the process clearer for those applicants who own a potentially significant structure. Mr. Garrigan pointed out that the demolition permits shall be transferable provided the same proposed plan is still being proposed. Trustee Lamb asked how many outstanding demolition permits there are. Mr. Garrigan stated that there are no outstanding permits. The demolition permit that was issued to Fazio has expired and would need to be reapplied for. Trustee Bonuchi questioned the language regarding an architect and fees. Mr. Garrigan stated that an architect is not required and if the applicant wants and architect, they would be responsible for the costs. There were no public comments. Trustee Fay moved to adjourn the Public Hearing and return to the regular business meeting. Seconded by Trustee Rippy. Voice Vote. All in favor, 0 Opposed. GOLDFISH SWIM SCHOOL Mayor Collins called the meeting to order at 7:09 p.m. Present roll call stands. Mr. Garrigan stated that the applicant is proposing to operate a swim school for children in an existing industrial building in unincorporated Will County. The applicant is request approval to annex the parcel into the Village for access to municipal water and sewer service. The applicant is the contract purchaser. Trustee Fay asked if there were any concerns raised by the adjacent business owners. Mr. Garrigan stated that staff has not received any concerns. Trustee Racich asked the applicant to clarify that his intent is to have swimming lessons, not pool parties. Mr. Randall Barba, applicant, stated that it is a swim school and will be for swim lessons only from ages 4 months to 13 years old. There were no public comments. Trustee Fay moved to adjourn the Public Hearing and return to the regular business meeting. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed.
