Mr. Solms informed Council that Mr. Sidney Raskin,
Att'y. for Mrs..Qussie Sherman had filed a. claim. against the
Town for injuries sustained by her, he also stated that re-
garding delinquent taxes of Mrs. Marguerite Dooley that they
had paid 4 years and agreed to pay the balance in 90 days,
it was moved, seconded and apeeed' that payment be accepted
without interest and the balance be paid in 90 days from
date.
The Mayor issued instructions that no licenses be
issued for whiskey or beer if parties were in arrears in
their taxes.
It was moved, seconded and passed that the following
persona be named Managers in the election to be held on Mon-
day, April 7, 1952:

A special meeting of Council was held taday at 9;30
P. M. in the Council Room and was attended by Mayor Dutton,
who presided, Councilman Meddin, Lovell, Strong, Hosti, peters,
Coleman and Town Attorney Solms,
The meeting was held for the purpose of receiving a
report of the Managers of the election held today as follows:
We, the undersigned, who were duly appointed as
Managers of the election for Mayor and Councilmen of the Town
of Savannah Beach, by resolution adopted by Council at a meet-
ing held on the llth day of March, 1952, and who have conducted

said election held on April 7, 1952, in accordance with the
provisions of the Charter of Savannah Beach, Tybee Island,
and-the laws of the State of Georgia applicable thereto, do
hereby oertify that said election was held on April 7, 1952,
in accordance with the law, and that the following candidates

It was moved, seconded and passed that the following
Resolution be adopted.
RESOLUTION
WHEREAS, the managers duly named by Resolution passed
by the Mayor and Councilmen of the Town of Savannah Beach, Tybee
Island, Georgia, in Council assembled, on the llth day of March
1952, to conduct the election just concluded and held on this
the seventh (7th) day of April, 1952, at Savannah Beach, Tybee
Island, for the purpose of electing a Mayor and six (6) Council-
men, three (3) of whom shall be bona fide residents and domi-
ciled within the corporate limits of the Town of Savannah
Beach, Tybee Island, and three (3) of whom shall be bona fide
residents and domiciled in Chatham County, outside the corpor-
ate limits of the Town of Savannah Beach, Tybee Island, and
who shall own property at Savannah Beach, Tybee Island, to
hold office until the first Monday in July, 1954, or until
their successors have-been duly elected and qualified, have
made the consolidated returns and /or results to. the Mayor and
Councilmen calling said election, which consolidation was done
in the presence of and together with the several managers; and,
WHEREAS, it appears that EDWARD A. DUTTON received
the highest number of votes for Mayor of the Town of .Savannah
Beach, Tybee Island; and,
WHEREAS, WILLIAM S. LOVELL ALEXANDER MEDDIN,and
JOHN A. PETERS received the highest number of votes for
Councilmen of the Town of Savannah Beach, Tybee Island, who
are bona fide residents and domiciled in Chatham County,_ out-
side the corporate limits of the Town of Savannah Beach, Tybee
Island, and who own property at Savannah Beach, Tybee Island,
and ROBERT S. COLEMAN, BENNO P. HOSTI and JOHN L. STRONG
received the highest number of votes for Councilmen of the
Town of Savannah Beach, Tybee Island, who are bona fide

The regular meeting of Council was held today at
4 p. M. in the Council Room and was attended by Mayor Dutton,
who presided, Councilmen peters, Hosti, Coleman, Strong, Lovell,
Meddin, Town Attorney Solms, Supt. Reed and Chief McCutchen.
Mr. Reed stated that the laying of the water mains
was complete, that 21 new fire plugs had been installed as of
April 16, 1952, he needs 56o Lft' '" reinforcing rods and also
18 new creosoted piling to build steps along the seawall, re-
ferred to Councilman Strong to handle.
Councilman Strong suggested that the rental charge for
bulldozer be raised to $10.00 per hour, it was moved, seconded,
and passed this be done effective at once.

Mr. Reed stated there is 6o pounds pressure in the
water lines at this time and recommended connecting the old
pump with the 50 horsepower motor under the water tank. The
Mayor appointed the following committee for this, Councilman
Lovell, Supt. Reed and Mr. J. J. Hutton.
It was moved, Seoonded and passed that the Town purchase
a new DDT Fog Machine at not over $1500.00 and that the old
sprayer be sold.
Chief McCutehen stated a serviceman from Dual Co. is
here now, he hoped to have the meters in place by Saturday,
ready for opening day, also the police Department needs summer
uniforms, Councilman peters asked if he could get by with the
same number of policemen.
Councilman Hosti stated no new whiskey license should
be issued without approval of police Committee and approved
by Council. The present locations are alright. It was moved,
seconded and passed that no new whiskey license be issued with-
out above mentioned approvals.
Dr. H. H. O'Brien appeared before Council and stated
he was planning to open a Drug Store on 16th Street and asked
that Council charge a reasonable license so that his drug store
operations would be protected as he intends operating the
year round. Dr. O'Brien was excused.
Mr. J. W. Rentiers and Mr. Stanley Stark appeared as
representatives of the S. B.. Vol. Fire Dept., Mr. Rentiers
said apparently a misunderstanding existed between the Depart-
ment and the Mayor and Councilmen, that the Chief of the Fire
Department is in charge at fires but nothing beyond that. The
Department operates for the good of the Island, he read a por-
tion of their by-laws and said there are 41 active members
enrolled, he is in charge of finances. The Mayor informed the
Committee that the Town does not have naything to do with the
Fire Department that it operates on its own. Mr. Rentiers
stated that the operation and social life of the Department
are separate, the Chief has charge of equipment and etc. but
the social side he has nothing to do with, he also said when
a member is dismissed from the Fire Department he is likewise
dismissed from the Social Club, ]bhe Mayor asked what about
the article in the Savannah Press, Mr. Rentiers said that now
in speaking before Council he was speaking for the entire or-
ganization, Councilman Strong stated that the Fire Department
was meeting with Council Saturday at 5 P. M. in the Town Hall.
It was moved, seconded and passed that bills for the
month of March for General Government amounting to $1596.90
and bills for Construction Account, Water Department amounting
to $1802.23 and the Revenue Account, Water Department amount-
ing to $491.35 be paid.

AN ORDINANCE
TO PROVIDE FOR THE TAXATION OF REAL AND PERSONAL
PROPERTY . IN T1. TOWN OF . SAV,ANNAH BEACH, TYBEE _
ISLAND, GEORGIA, .FOR THE FISCAL YEAR COMMENCING
MAY 1st, 1952, AND FROM YEAR TO YEAR UNTIL RE-
PEALED; AND FOR OTHER PURPOSES.

SECTION 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in Council
assembled, and it is hereby ordained by the authority of the
same, that the rate of taxation upon real estate and personal
property within the limits of the said Town of Savannah Beach,
Tybee Island, Georgia, for the fiscal year commencing May 1st,
1952, shall be TWO AI:>TD TWL JTY -TWO HUNDREDTHS (2.22) PER CENT
upon the assessed or returned value of same, the value of real
estate improvements to be ascertained from the returns of the
Committee on Assessments of said Mayor and Councilmen, and the
valuation of personal property to be ascertained from the re-
turns of the owners thereof, in pursuance of the scheme and
plan contained in Sections One, Two, Three and Four of the
Ordinance to provide for the assessment of taxable property in
the Town of Savannah Beach, Tybee Island, Georgia, and the mode
of valuing such property for taxation and to carry into effect
the provisions of the Act of the General Assembly of the State
of Georgia, approved August 19, 1922, Section 21, passed Council
assembled October 13, 1922; and it is further ordained that if
any person or persons shall refuse to pay any DOUBLE TAX as-
sessed as above provided within thirty (30) days after same
shall become due, the Clerk of Council, as ExOfficio Treasurer
of said Town, shall issue execution therefor and the further
sum of One Dollar 01.00) for costs, and the Chief of Police
and Ex- Officio Tax Collector shall proceed with such execution
in the same manner as now provided by law in such cases of exe-
cution lodged with the Sheriff of Chatham County.
SECTION 2. Every person who shall pay one -half (1/2) of
his taxes on or before the 15th day of May 1952, and the.bal-
ance of said taxes on or before the 15th day of November 1952,
shall be entitled to a deduction of ten (10) percent on account
thereof, and the Clerk of Council and Ex- Officio Treasurer of
said Town is hereby authorized to make such deduction upon re-
ceipt of tax. The provisions of this Section shall not apply to
licenses for doing business in said Town, the rate for such
licenses being net. The provisions of this Section shall apply,
however, to those persons or companies required by the provisions
of Section 92 -5902 of the Code of Georgia to make returns to the
Comptroller General of Georgia.
SECTION 3. This ordinance shall continue in effect for each
and every fiscal year hereafter unless and until repealed or
changed by ordinance.

SECTION 4. All ordinances or parts of ordinances
conflicting with the provisions of this ordinance are here-
by repealed; provided, however, that so much and such parts
of ordinances passed as provided for the execution of tax
assessments, or part thereof, shall continue and remain in
force so as to authorize the Clerk of Council and Ex- Officio
Treasurer to issue executions and the Chief of Police and
Ex- Officio Tax Collector to collect same until said taxes or
assessments shall be fully paid.

TAX ON-AN AMUSEMENT BOARD OR AN AMUSEMENT BOOK
USED AS A TRADE STIMULATOR AND NOT PROHIBITED. BY
LAW. IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA, FOR THE FISCAL YEAR ENDING APRIL 30th,
1953; PROVIDING FOR A STAMP TO BE AFFIXED TO EACH
SUCH TRADE STIMULATOR, FIXING FOR THE COST OF EACH
STAMP. AND ITS USE, PROVIDING FOR THE APPROVAL OF
USE AND LOCATION OF EACH TRADE STIMULATOR: FIXING
PENALTIES FOR THE VIOLATION: AND FOR. OTHER PURPOSES.
SECTION 1. Be it ordained by the Mayor and Coun-
cilmen of the Town of Savannah Beach, Tybee Island, Georgia,
in Council assembled, and it is hereby ordained by the author-
ity of the same, that for the fiscal year ending April 30th,.
1953, on any amusement board or book, before the same is placed
in use within the corporate limits of the Town of Savannah
Beach, Tybee Island, there shall be affixed by the person using
the same as a trade stimulator, a registration stamp, which
stamp shall be provided by the Office of the Clerk of Council
of Savannah Beach, Tybee Island, on payment to said Clerk of
the required registration fee by the person operating such trade
stimulator. It shall be the duty of any distributor of any such
amusement boards or books to affix such registration stamps to
any such board or book before the same is distributed and shall
also place on said stamp the date of such distribution and mark
the same "cancelled" and shall affix the name of said distribu-
tor thereon, all of.which shall be done in ink, Such registrat-
ion stamps shall be provided by the Clerk of Council who shall
not sell said stamps in quantities of less than p25.00 at any
one time, and shall not sell the same to anyone other than a
distributor duly licensed and authorized to-do business within
the corporate limits of the Town of Savannah Beach, Tybee
Island, and said registration stamps shall be in the amount of
1.00, each, and shall be affixed before such boards or books
are placed in use. Said registration stamps shall bear, on its
face, the words "Town of Savannah Beach, Tybee Island, Regis-
tration Stamp" and the amount thereof.

It shall be the duty of any person using such registration
stamp to destroy the same after the merchandise so vended
has been sold. No Stamp shall be used more than one time
on any such board or book and the same is not permitted to
be transferred from one board or book to another. No such
board or book used as a trade stimulator shall be placed in
use within the corporate limits of the Town of Savannah Beach
until the same has been first approved by the Chairman of the
Police.
SECTION 2. Be it further ordained that.it shall be unlaw-
ful for any person, firm or corporation to sell, use or place
in any place of business a trade stimulator, that pays out
money said boards commonly known as "Money Boards"..
SECTION 3, Any person, firm or corporation violating any
of the provisions of this ordinance shall, upon conviction be-
fore the Mayor's Court of said Town, be subject to be fined in
the sum of not more than 1100.00 or be imprisoned not more than
thirty (30) days, either or both, or any portion of either or
both, in the discretion of the Court.
SECTION 4. Any such board or book used as a trade stimula-
tor within the corporate limits of the Town of Savannah Beach,
Tybee Island, on the date of passage of this said ordinance
shall immediately have attached thereof a registration stamp
as provided and set forth in Section 1, hereinabove.
SECTION 5. Any board or book used as a trade stimulator
within the corporate limits of Savannah Beach on which there
is no registration stamp as hereinabove provided shall be
immediately subject to confiscation by the Police officers
of said municipality.
SECTION 6. All ordinances or parts of ordinances con-
flicting with the provisions of this ordlnance are hereby
repealed,. .

SECTION 1. Be it ordained by the Mayor .and Councilmen
of the Town of Savannah Beach, Tybee Island, Georgia, in
Council Assembled, and it is hereby ordained by the authority
of the same that the occupational license tax for each and
every person, persons, firm or corporation engaged in the busi-
ness of distribution or placing on location on owning any one -
ball vending machine costing five cents (5/) per play, or any
other vending machine except those with a five -ball play, one
or more machines in the Town of- Savannah Leach, Tybee Island,
Georgia, shall be the sum of p2,500.00 for the fiscal year
ending April 30th, 1953 and shall be payable on or before the
commencing of such business.
SECTION 2. Any person, firm or corporation violating
any of the provisions of Section 1 of this ordinance -shall
upon conviction before the Mayor's Court of said Town, be
subject to be fined La -the sum of not more than 100.00
or be imprisoned not more than thirty (30) days, either or
both, or any portion of either or both, in the discretion
of the Court.
SECTION 3s, Be it further ordained by the authority
aforesaid that before any type vending machine shall be
placed on any location within the corporate limits of said
Town same must be approved by the Chairman of -the Police
Committee in writing.
SECTION 4. All ordinances or parts of ordinances con-
flicting with the provisions of this ordinance are hereby
repealed...

SECTION 2. Any person, firm or corporation, engaged in
or doing business under such license shall also be required to
report to the Clerk of Council of Savannah Beach, the name and
address of each and every person from whom salvage or junk is
purchased and said report shall further indentify the article
purchased as junk or salvage. The said report to the Clerk of
Council of this Municipality shall be made within 24 hoixs after
the completion of said trade, purchase, or acquisition of said
junk or salvage.
SECTION 3. In the event any business.or calling not speci-
fically mentioned in the above list set forth shall be established
in the Town of Savannah Beach, .Tybee Island, Georgia, the Mayor and
Councilmen reserve the right to establish a license fee for came by
ordinance, which fee is to be of equal dignity as the license
specifically mentioned in the above Section, provided, however, that
such license shall not be more than the sum of Five Hundred
0500.00) Dollars.
SECTION 4. This ordinance shall be subject to alteration
or repeal in whole or in part at any time during the fiscal year
beginning Ivlay 1, 1952, should it be deemed advisable, and no such
amendment or repeal shall be construed to impair the right of
Council to assess or levy tax for the whole of such year when
ever made.
SECTION 5 Any person, firm or corporation owning or oper-
ating any riding device, or passenger vehicles for hire, before
being issued a license therefor, shall deposit with the Clerk of
Council a policy of insurance against personal injury and property
damage, with a receipt showing that the premium thereon has been
paid for the length of time covered by the license, in such company
and in such amount as may be approved by the Mayor and Councilmen
for the benefit of any person or persons who may be killed or
injured or sustain damage to property by the reason of operation
thereof.
SECTION 5 -A. In lieu of such policy of insurance, any
person, firm or corporation owning or operating passenger vehicles
for hire, before being issued a license therefor, shall deposit
with the Clerk of Council a surety bond in the amount of Five
Thousand 0,5,000.00) Dollars for each vehicle operated by said
person, firm or corporation signed by surety company acceptable
to the Mayor and Councilmen oe Savannah Beach, said bond guarantee-
ing the payment of any loss or damage sustained any person or
persons by reason of the operation of such vehicle, the exact
form of such bond to be approved by the Mayor and Councilmen of
Savannah Beach.
SECTION 5 -B. In lieu of such policy of insurance and /or
such surety bond, any person, firm or corporation owning or oper-
ating a passenger vehicle for hire, before being issued a license
therefor, shall deposit with the Clerk of Council a real estate
bond in the amount of Five Thousand 0;5,000.00) Dollars for each
vehicle operated by said person, firm or corporation, signed by
an owner of real estate who holds merchantable fee simple title
to the same and acceptable to the Mayor and Councilmen of Savannah

Beach, said bond guarantees the payment of any loss or damage
sustained by.any person or persons by reason of the operation
of such vehicle, the exact form of such bond to be approved
by the Mayor and Councilmen of . Savannah Beach. If said
real estate bond is approved by the Mayor and Councilmen the
applicant for license shall pay the fee for recording of said
bond in the. Clerk's office of the Superior Court of Chatham
County, Georgia.
SECTION 6. The Mayor and Councilmen reserve_the right
to refuse to issue to any one any licenses for any purposes
for reasons sufficient by them..
SECTION 7, Any person procuring a license on or after
November 1, 1952, shall pay one -half the fee therefor set
forth in this ordinance.
SECTION S. Any person, firm or corporation violating
' any of the provisions of Section 1 of this ordinance._ shall,
upon conviction before the Mayor's Court of said Town, be
subject to be fined in the sum of not mare than One. Hundred
(¢p100.00) Dollars or be imprisoned not more than thirty (30)
days either or both or any portion of either or both in the
direction of the Court.
SECTION 9. All ordinances or parts of ordinances
conflicting with the provisions of this ordinance are hereby
repealed.

Councilman Hosti requested a purchase order for the Fire
Department for the new ambulance so they could get a rebate on
taxes, it was decided to hold off on this.
It was moved, seconded and passed Councilman Alex Meddin
be elected Chairman of Council and Councilman William 8. Lovell
be elected Vice- Chairman.
It was moved, seconded and passed that Henry Buckley
be elected Clerk of Council and Ex- officio Treasurer at an
annual salary of 0200.00, payable monthly, David A. McCutchen
be eleoted Chief of police and Ex- officio Tax Collector at an
annual salary of •3360.00, payable monthly, Thomas M. Reed be
elected Supt. of public Works Department and Manager of the
Water Department at an annual aalary of 0065.60, payable
monthly, J. W. Lang be elected Supt. of the Water Department
and Building & plumbing Inspector at an annual salary of
$3194.40, payable monthly.
It was moved, seconded and passed that before a license
is issued to a place of business handling food and drinks that
a health permit be posted in the place of business.
Edmund J. Solomon submitted his resignation as Chief of
the Savannah Beach Volunteer Fire Department, which upon motion
made and seconded, was accepted.
The Southern Bell Telephone & Telegraph Company request-
ed permission to move the booth of the public Telephone in the
Town Hall to the front porch of the Town Hall. It was moved,
seconded and passed that permission be granted.
