The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Chairperson Robinson called the meeting to order at 5:00 p.m. Roll call was taken by Eduardo Sarmiento, Interim Office Assistant. Commissioner Attendance: Present—Bradley, Battle, Robinson, Flores Absent—Hardie Staff: Present—Sara Nazir Absent—Cynthia Stafford, Yolanda Delgadillo PLEDGE OF ALLEGIANCE Led by Board Member Battle. INVOCATION Reflection by Chairperson Robinson. APPROVAL OF MINUTES The motion was made to approve the minutes of the August 30, 2018 regular Board Meeting with the noted corrections on page 3. The Board moved to accept the minutes as corrected. All in favor. Motion carried. Vote 4/0. PUBLIC ORAL COMMUNICATIONS - None NON-AGENDA PUBLIC ORAL COMMUNCIATION—None PERSONNEL BOARD ORAL AND WRITTEN COMMUNICATIONS The Board would like to see a poster or flyer on safety and evacuation measures in all public buildings and emergency drills. The Board also indicated that a resident fell in the Senior Center and staff did not know what procedures to take. Sara Nazir, Risk and Safety Manager introduced herself to the Board. Vice-Chairperson Bradley made the motion and seconded by Board Member Battle to approve the Eligibility List for the position of Street Maintenance Worker and Public Safety Officer. All in favor. Motion carried. Vote 4/0. Board Member Battle made the motion and seconded by Vice-Chair Bradley to approve the job specification and the request for open/closed recruitment for the position of HR & Risk Analyst. Motion carried. 4 CITY OF LYNWOOD SENIOR ACCOUNTANT DEFINITION Under the general direction of the Finance Director, to provide a high level of technical and complex financial support in the accounting functions to the City and the Successor Agency; and performs related duties as required. DISTINGUISHING CHARACTERISTICS This position works under general supervision and is expected to perform the full range of the accounting functions. Incumbent may also exercise lead supervision over technical or office support personnel. The duties and responsibilities listed below are intended to provide a representative list of the various types of work that maybe performed. LQF YE,,, �i" \U r U yn . 1 FUR City of Lynwood TITLE: Water Service Wastewater Class I-Ill DEFINITION: Under general or direct supervision, constructs, operates, maintains, inspects and repairs water treatment, water supply and water distribution facilities such as wells, Metropolitan Water District (MWD) connections, pumping stations, reservoirs, treatment plants and components. REPORTS TO: Water Service Wastewater Lead; or Water Service Wastewater Supervisor DISTINGUISHING CHARACTERISTICS: Grade Level I: This is the first level classification in the Water Service/Wastewater Worker series. Positions allocated to the classification perform the full range of Water Service and Wastewater duties. Under direct supervision, performs the entry-level duties of the classification as listed under the example of duties below; and must possess at least a Grade I Water Distribution Operator Certificate Grade Level II: This is the second level classification in the Water Servicelwastewater Worker series. Positions allocated to the classification perform the full range of Water Service and Wastewater duties. Under the general supervision, performs the journey-level duties of the classification as listed under the example of duties below; and must possess at least a Grade II Water Distribution Operator Certificate and a Grade 1 Water Treatment Certificate Grade Level III: This is the third level classification in the Water Service/Wastewater Worker series. Grade Level II: • Minimum of two years on the job experience as Grade Level I Water Service Wastewater Worker or performing above job descriptions. • Able to proficiently perform all of Grade Level I duties. • Performs field water quality testing such as color, turbidity, pH, and chlorine residual. • Conducts water quality sampling for all source water and water distribution systems • Maintains and repairs chemical feed equipment and analytical equipment. • Makes calculations dealing with quantity, rate and volume of water flow. • Evaluates system functions through recording and indicating instruments. • Installation and modification of plumbing and piping systems which regulate water flow through the system. • Repair, maintain and replace water facility components. • Understand water distribution system hydraulics and adjust as necessary under supervision. • Understand water system demand and adjust flow as necessary under supervision. • Performs other related duties as required. Grade Level III: • Minimum of three years on the job experience as Grade Level II Water Service Wastewater Worker or performing above job descriptions. • Able to proficiently perform all of Grade Level II duties. • Understand water distribution system hydraulics and make changes as necessary. • Makes decisions to ensure water quality and water pressure, such as adjust flows as needed that are critical to maintaining quality and quantity water throughout the system. • Regulates and controls reservoir systems and controls, including the operation of water wells and associated pumping equipment. • Operates the water distribution and/or treatment systems through SCADA control systems • Receives and dispatches requests for emergency service assistant. • Handling of bulk chemicals necessary to run the system. • Ability to be on-call and respond to after hour calls and SCADA system alarms • Maintains daily operator log for the water distribution system • Performs other related duties as required MINIMUM REQUIREMENTS: Must possess a valid Grade I (or higher) Water Distribution Operator Certificate issued by the State of California Department of Public Health. DISTINGUISHING CHARACTERISTICS The position allocated to this class is distinguished by the assigned responsibility for assisting in the direction, supervision and work of Water Service/Wastewater Workers engaged in City-wide water and sewer system maintenance, repair, and construction wastewater work and related activities. Lead responsibility over other Water personnel is assigned on a continuous basis to this class and the incumbent is expected to perform or demonstrate the more difficult or complex tasks and independently carry out work assignments to completion. The incumbent also assists in work planning, purchasing, recordkeeping, report preparation and employee selection activities. A typical way to obtain this knowledge and abilities is: Experience: Three years of experience in the installation, repair, and maintenance of water and sewer services, mains, meters, valves, pumps and related equipment, including experience in a lead or supervisory capacity. Or One year of experience as a Senior Water Service Worker with the City of Lynwood. Education: Possess a high school diploma or G.E.D. equivalent SPECIAL REQUIREMENTS Possession of a Class B driver's license issued by the California State Department of Motor Vehicles with airbrake and tank endorsements. Loss of a valid Class B CDL will cause the incumbent to revert to the classification and compensation of Water Service Worker II. Possession of a Grade 2 Water Distribution Operator Certificate issued by the State Health Department required and Grade 3 Certificate required within 18 months of hire or promotion. Possession of a Grade 1 Water Treatment Operator Certificate issued by the State Health Department required and Grade 2 Certificate required within 12 months of hire or promotion. Inability to obtain the necessary certifications within the specified timeframe will result in termination.
