Savannah Beach,Tybee Island, Ga.
August 13, 1952
The regular meeting of Town Council was held today at
4 P. M. and was attended by Mayor Dutton, who presided, Council-
men peters, Lovell, Meddin, strong and Coleman, Town Attorney
Solms, Supt. Reed, Mr. Lang and Lt. Durden.
A committee of five Negro men appeared before the Board
representing several Negro Organizations, requesting an area
on the beach front for bathing and recreational facilities for
colored people, they asked for a section near Ft. Sereven, they
were informed that this was all privately owned property, they
were excused. A Committee consisting of Councilmen peters, Lovell,
Strong and Attorney Solms were appointed to check on the matter
and report back.
The minutes of the meetings held March llth, April 7th,
April 17th, July 7th, July 16th, May 13th, and June 18th were
read and adopted.
It was moved, seconded and passed that bills for General
Government for the month of July amounting to $1721.56 be
paid and for the Water Department, Revenue Account amounting to
$2088.01 be paid.
The audit for the fiscal year ending April 30, 1952
was submitted by O'Brien & Spillane and showed favorable opera-
tion of the Town Government.
Mr. Lang reported that the average number of water fix-
tures to a house is approximately 10 to 12, also that all houses
were being checked for the number of fixtures.
Councilman Lovell stated that Whitmire Tank Co. was not
required to dismantle the water tower at Ft. Sereven, purchased
by them, until after the season had closed, which was fortunate
as it was necessary to put this tower to use so as to handle the
water situation, he stated that pumps had to be changed and that
he would get an estimate on this, also that a pump will have.to
be maintained at Ft. Screven to handle the load.
Councilman Lovell informed Council that Edmund Solomon
had run a 2 inch Later line at his own expense to his property
and in the purchase of the Tybee Water Works it was included
in its assets, it was moved, seconded and passed to let him
have a meter with out cost provided he pay for installation.
Councilman Lovell stated that Miss Melva Register had
protested against being billed for eight water fixtures, claim-
ing she has only six, she also stated she will pay for only six.
Mr. Lang stated that she might put in a meter and pay for month-
ly service until meter is installed, Councilman Lovell stated
if she installs meter by September lst, then charge for May,
June, July and August, otherwise that the water be out off, which
was made as a motion, s lconded and passed.
Mr. Lang stated that Mr. George Altman had built a
car port onto his house in Venetian Terrace which is encroach-
ing. Referred to Town Attorney Solms.
Councilman Lovell stated that the U. S. Coast Guard
has not paid for water service since the Town took over the
Water System and asked what should be done.
Mr. Reed reported he had partially completed Alley #3
so that boats could be launched into the river from trailers,
also the new side walk on the east side of Butler Avenue from
Izlar Avenue to 17th Street had been completed, that he was
waiting now to ascertain what the State Highway Department
was going to do. He stated that there were several lengths
of transite pipe left over from the water extension lines
that could be used in the business section where there are
only a few fire plugs. He also stated that plans should be
formulated for the winter program. A Committee was appointed
consisting of Councilman Strong, Lovell and Hosti. Mr. Reed
would handle with them.
Mr. Reed stated that he had designed a new street marker
of concrete that was inexpensive, there are also some streets
on the Island that need repairing very badly, the Water Depart-
ment pumped 44,000,000 gallons of water during the month of
July.
Mrs. Katie D. Thomson protested against a bill of $8.00
submitted to her by C. E. Thomas to clean out her sewer line
which she claims the stoppage was in the Town's line, Mr.
Reed stated that only one -half of the plumbing is vented,
that the plumbing is not properly installed, that he had
reported this to Mr. Lang. It was decided to hold the matter
up at this time.
The Mayor informed Council that Chief McCutchen's
Mother was very ill and he had gone to her home in Indiana
and would be back on Friday.
It was moved, seconded and passed that insurance of
the Water Department with C. F. pPowers be renewed.
A letter was read from Mayor Dutton thanking the mem-
bers of Council for the telegram and beautiful basket of
flowers sent to him in New York upon his being made Grand
Treasurer of the Elks.

It was moved, seconded and passed that the following
Resolution be adopted.
A RESOLUTION

WHEREAS, on July 22, 1952, Mrs. Westburn Petree and Ellaine
Sockwell were in distress and in danger of being drowned while
swimming in the Atlantic Ocean near 16th Street;
AND, WHEREAS, Miss Lurline Mikowski, who had just completed
a Red Cross Course in Water Safety and Life Saving, was at work in
a department store fronting on the beach and her attention was called
to the situation of Mrs. Petree and Ellaine Sockwell and that Miss
Mikowski, without hesitation and without regard for her own personal
safety, went immediately to the rescue of the two who were in danger;
AND, WHEREAS, the action taken by Miss Mikowski was directly
responsible for the saving of the lives of these two people and it
was through her cool level headed efforts that. this feat was accom-
plished;
BE IT, THEREFORE, RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, that the rescue efforts of Miss
Lurline Mikowski be commended and that the thanks of the Mayor and
the Councilmen be extended to her for her heroic action,,
BE IT FURTHER RESOLVED that a copy of this resolution be
spread upon the minutes of council and that a copy be sent to Miss
Lurline Mikowski.
