VILLAGE OF PLAINFIELD
ZONING BOARD OF APPEALS
RECORD OF MINUTES
DATE: December 2, 2014
Chairman Sobkoviak called the Zoning Board of Appeals meeting to order at
7:00 p.m.
ROLL CALL:
Commissioners Seggebruch, Renzi, Heinen, Green, and Chairman Sobkoviak were present.
Commissioners O’Rourke and Kiefer were absent; the Fire, Park, School and Library Districts were
absent.
Also present were Planner Jonathon Proulx, and Secretary Merrilee Trotz.
Approval of Minutes: The ZBA minutes from November 4, 2014 were accepted as presented.
PUBLIC COMMENTS: Chairman Sobkoviak asked for public comments. There was no response.
DEVELOPMENT REPORT : Mr. Proulx stated the Village Board approved the ordinances for the
Swim School on Rhea Drive.
NEW BUSINESS:
Case No. 1668-111214.V Adventist Healthcare
Mr. Proulx stated this is a public hearing for a variance being heard pursuant to public notice being
published and posted in accordance with state statute and all applicable village ordinances. The applicant
is requesting a variance for a replacement ground monument sign in excess of the height and area
limitations.
Mr. Proulx reviewed the adjacent uses and the findings of fact. Staff submits that the grade of Route 59
has been changed due to the improvements and variances for other businesses have been approved to
construct the taller monument signs; this development is comprised of multiple buildings; the request is
not excessive and would allow for better identification of the development and tenants; the proposed sign
will not be detrimental to adjacent properties.
Staff is seeking a favorable recommendation.
Commissioner Sobkoviak swore in Karen Dodge, representative of the development. Ms. Dodge
described the visibility of the development due to the improvement to Route 59.
There were no public comments.
Commissioner Renzi asked about the square footage, height and location of the proposed sign; suggested
the Board look at the sign ordinance due to the reconstruction of Route 59.

Commissioner Heinen concurred with Commissioner Renzi since Route 59 was raised.
Chairman Sobkoviak agreed the taller and larger sign is needed in this location due to the grade of the
road and the speed limit in this area.
Commissioner Seggebruch asked how the multiple tenants would be identified. Ms. Dodge indicated the
message center could identify other tenants.
Commissioner Seggebruch expressed concern with the attention getting device.
Commissioner Green expressed concern for the distraction to drivers; asked if there were ordinances or
regulations by the Village governing the candle power and time frame of the changing images. Mr.
Proulx indicated there are specific regulations or limitations; depending on the type of message board the
message is shown no less than 7 seconds; animation is prohibited; more recently LCD panels have been
allowed with limitations on the light intensity during the day and night time hours.
Commissioner Heinen expressed concern regarding the location of the sign with regard to the site
triangle. Mr. Proulx stated the actual location would be looked at in the permitting process; indicated the
overhang would have to be set back at least 5 feet from the property line.
Commissioner Renzi asked if the motion needed to include language about the daylight and night times
hours for the illumination and the site triangle. Mr. Proulx indicated the motion is only for the size and
height; all other requirements would be evaluated through the permit process.
Commissioner Renzi made a motion to adopt the findings of fact of staff as the findings of fact of the
Zoning Board of Appeals and recommend approval of the request for a variance to permit a ground
monument sign of up to 15 feet in height and 64 feet in sign area at 15728 S. Route 59.
Commissioner Green seconded the motion. Vote by roll call: Heinen, yes; Seggebruch, yes; Green, yes;
Renzi, yes; Sobkoviak, yes. Motion carried 5-0.
Discussion:
There was discussion regarding other signs and the possibility of changing the sign ordinance. Mr.
Proulx stated the height of the sign might have been approved administratively; stated Staff felt it
appropriate to have the Commission review the sign due to the area proposed; indicated there might be a
solution to the change in the Route 59 elevation; some locations would not be appropriate for a 15 foot
tall sign.
