Savannah Beach, Tybee Island, Ga.
September 10, 1952
The regular meeting of Town Council was held today at
4 P. M. in the Town Hall and was attended by Mayor Dutton, who
presided, Councilmen peters, Coleman, Meddin, Lovell, Town Attor-
ney Solms, Supt. Reed, Chief McCutchen and a Committee consist-
ing of Mrs. Eula Stark, Mrs. Agnes Ericksen, Mrs. John Hunter,
Mrs. E. M. Carpenter, Mrs. Ethel Sponseller, Mrs. Chester Mays,
and Mrs. Meyer, also Mr. Glenn of the Health Department.
Mrs. Hunter speaking for the Committee protested against
the new location that is to be used as a garbage dump near their
homes in Fort Screven, they were not consulted, the odor is very
bad and they fear that their property will decrease in value by
being close to the garbage dump, that when they purchased that
property they were not informed that something like this would
be placed so near them. The Mayor informed the Committee that
the Health Department instructed the Town to move the dump from
the old location and that he felt that under the new method that
is being used for the disposal of garbage and also that since
the old dump that was used by the authorities when Fort Screven
was a Military post that this would serve the purpose and es-
pecially so since some of the low area in that section would
finally be raised and the land be reclaimed. Mr. Glenn stated
that the garbage has not been placed there long enough to breed
flies or rats or create any odors as the garbage that is hauled
there each day will be covered with sand and packed, he stated
that the area can be kept sanitary. Mrs. Hunter contended that
this dump was right under their noses and that they did not
want it there. The Mayor stated that he would have Mr. Jessup
of the Georgia Department of Health meet with them at a later
date and go into the matter with them thoroughly, that they
would be advised just as quickly as it could be arranged to
have Mr. Jessup come to Tybee. The Committee was excused.
Mr. Reed reported that the seawall in the area in front
of the Solms Hotel has become exposed to the point where the
footings supporting the wall are showing due to the beach hav-
ing eroded to such a low level in this area, he stated that he
did not know how long the wall will hold up, the temporary groin
that was erected on the beach in front of the Solms Hotel is
practically gone, sand bags should be placed in this area at
once and that he needed about 5,000 bags. It was moved, seconded
and passed that they be purchased.
Mr. Reed stated that the Sewer System is functioning
alright except at the plant and that the effluent line needs
to be enlarged. Referred to the Sewerage Committee.
Councilman Lovell called attention to the Sewerage &
Water School to be held at Georgia Tech on September 24th thru
26th and moved that Supt. Reed attend at the Town's expense,
which was seconded and passed.

Councilman Lovell suggested that the present cast iron
effluent line be salvaged if and when the present, condition of
the effluent line is remedied. Referred to Councilman Lovell.
Chief McCutchen recommended that the parking meter
heads be left in places on the streets, that they be greased,
that the clocks be taken off, also that the anchor wedges be
left in the pipe supports as they are hard to get out. Council-
man Meddin asked if they wouldn't corrode if left in place, the
Chief .stated that they are corroded now, Councilman Meddin ask-
ed how it would affect the guarantee with the Dual Co., Mayor
Dutton requested Mr. Solms to write Dual and find out.
Chief McCutchen stated that coal was needed for the Jail,
work was needed on the boiler and that a heater was needed for
the police Car. Referred to Councilman Peters.
The minutes of the meeting of August 13th were read and
adopted.
It was moved, seconded and passed that bills for the
month of August for General Government amounting to $1721.56
and for the Water Department amounting to $49.70, be paid.
Councilman Lovell informed Council that the Whitmire
Tank Co. had returned their crew And painted the water tower
where it was needed, and therefore, the surety bond could be
released.
It was moved, seconded and passed that the future regu-
lar meetings of Town Council be held at 4 P. M. on the meeting
day.
The Mayor informed Council that on August 1, 1953 the
final payment on the Town of Tybee Street Paving Bonds, that
were issued on August 1, 1923, amounting to $14,000.00 will
be due. and he suggested that as the Town now has a surplus
it would be a good idea to earmark $10,000.00 of this and
place it on deposit in one of the banks where it could earn some
interest. It was moved, seconded and passed that the mayor be
authorized and empowered to do this.
It was moved, seconded and passed that tax receipt #499,.
covering 1950 taxes of the Tybee Water Works amounting to $24.44
and also tax receipt #688, covering 1946 taxes of Mary E. Reynolds
amounting to $4.44, be charged off.
In connection with the petition of Mr. G. F. Garis for a
refund he claims is due him from the old Tybee Water Works cover-
ing the installation of a water line to the old Camp Sabeca and
for which he has never been reimbursed, it was moved, seconded
and passed that the Town purchase this main for $75.00, with the
proviso that he must pay all of his taxes not later than November
1, 1952.

It was moved, seconded and passed that the following
Resolution be adopted.
A RESOLUTION
WHEREAS, the Summer Season of Savannah Beach, Tybee
Island, Georgia has terminated, and during this successful _
season many thousands of visitors, summer residents and per-
sonnel of the Armed Forces, stationed in this area, have en-
joyed all facilities of said Municipality; and
WHEREAS, the great multitudes of visitors to the Island
created an unprecedented volume of supervision and work by the
Savannah Beach Police Department; and
WHEREAS, Brigadier General Sydney D. Grubbs, Jr.,
Commanding Officer of Hunter Air Force Base, through Major
Arthur D. Stockdale and Major Kenneth G. McQuire, who succeeded
Major Stockdale, in a spirit of community co- operation, authorized
the Provost Marshall's Office to detail personnel from the Air
Force stationed at Hunter Field, for the purpose of assisting the
Savannah Beach Police Department in supervising and maintaining
discipline for, and protection of, the Armed Forces, on the
Island, when necessary; and
WHEREAS, Staff Sergeant Robert H. Zampini, Staff Sergeant
George L. Robinson and Staff Sergeant Andrew S. Toth were detailed
and assigned to said duty at Savannah Beach, Tybee Island, for
the Summer Season of 1952; and
WHEREAS, the said Staff Sergeant Robert H. Zampini, Staff Sergeant
Ceorge B. Robinson and Staff Sergeant Andrew S. Toth performed

This extraordinary duty with the high ideals, standards and
principles which exemplify the Air Force Branch of the Armed
Forces of our Country; and
WHEREAS, the said Staff Sergeant Robert H. Zampini,
Staff Sergeant George L. Robinson and Staff Sergeant Andrew S.
Toth on repeated occasions extended themselves beyond their line
of duty in assisting the Police Department of Savannah Beach, Tybee
Island, far and beyond the requirements of police supervision for
military personnel,
NOW, THEREFORE, BE IT RESOLVED by the Mayor and
Councilmen of Savannah Beach, Tybee Island, Georgia, in Council
assembled, that the sincere thanks and deep appreciation of the
Mayor and Councilmen, the Police Department, and the Citizens of
Savannah Beach, Tybee Island, Georgia, be extended to Brigadier
General Sydney D. Grubbs, Jr., Major Arthur C. Stockdale, Major
Kenneth G. McQuire, Staff Sergeant Robert H. Zampini, Staff Sergeant
George L. Robinson and Staff Sergeant Andrew S. Toth for their
collective and individual co- operation and assistance in contributing
to an enjoyable and gratifying 1952 Summer Season of the Municipality.
BE IT FURTHER RESOLVED: that a copy of this Resolution
be spread upon the minutes of Council and a certified copy thereof
be sent to Brigadier General Sydney D. Grubbs, Jr., Major Arthur
G. Stockdale, Major Kenneth G. McQuire, Staff Sergeant Robert H.
Zampini, Staff Sergeant George L. Robinson and Staff Sergeant
Andrew S. Toth, as an expression of the gratitude, thanks and

high esteem held by the Mayor, Councilmen, Police Department
and Citizens of Savannah Beach, Tybee Island, Georgia for each
individual.
It was moved, seconded and passed -that the claim of
Mr. E. D. Hood, thru his Attorney, Mr. John M. Brennan amount-
ing to $36.20 be paid.
It was moved, seconded and passed that all delinquent
taxes that have not been paid excepting 1951 taxes be advertis-
ed, levied and sold, that they be advertised in October for
sale in November.
Mr. Homer Peeples, Jr. requested that a shade be placed
on the street light at Butler Avenue and 12th Street. Mr. Alex
Meddin requested that a shade be placed on the street light at
15th Street and Chatham Avenue.
The Fire Committee reported that telephone # 58 -J, now
in the home of Ex -Fire Chief Edmund J. Solomon, be discontinued.
It was moved, seconded and passed that the Town pay
for the telephone in the home of Supt. Reed.
A petition from Mrs. pearl M. Bowen requesting that
the unsanitary condition caused by the adjoining property of
T. S. Chu, that he be compelled to correct this, was read.
Referred to Councilman Strong and Mr. Lang.
Mrs. Pearl M. Bowen requested permission to erect a
small sign 1 *'X2', on the property of Mrs. Margaret L. Thompson
on the S. E. corner of Butler and Izlar Avenues, referred to
Town Attorney Solms.
It was moved, seconded and passed that the 1952 taxes
of Miss Leila Googe amounting to $7.50 be refunded to her.
It was moved, seconded and passed that the 1951 license
covering the sale of soft drinks charged to R. A. Goodman amount-
ing to $10.00 be charged off.
The Clerk was instructed not to transfer any whiskey
licenses of UScrumpysf until the balance of the 1951 license
amounting to $120.00 be paid.
Mr. J. A. Brown protested against the assessment on

the improvements on Lots 19, 20, 21, 22, Ward 4, it was moved,
seconded and passed that the assessment on the improvements
be reduced by $5,000.00 provided he pays his taxes in full.
Councilman Coleman called attention to the operation
on Tybee of several professional bondsman and stated that
they should be licensed to do business. Referred to the Town
Attorney.
It was moved, seconded and passed that the following
Ordinance be adopted.
AN ORDINANCE
AN ORDINANCE TO AMEND AN ORDINANCE TO PROVIDE FOR
THE RATE OF LICENSES FOR DOING BUSINESS IN THE TOWN
OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE
FISCAL YEAR ENDING APRIL 30, 1953; FIXING PENALTIES
FOR THE VIOLATION; AND FOR OTHER PURPOSES.
SECTION 1. Be it ordained by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, Georgia, in Coun-
cil assembled, and it is hereby ordained by the authority.of
the same that the first paragraph of subparagraph "Att of Sec-
tion 1 be amended to read as follows:
SECTION 1. "A" - Each and every keeper engaged in
the business of renting to transient guests or an apartment
house or building, containing four (4) or more apartments, or
a tourist court or camp each dwelling unit $3.00 with a mini-
mum license of (this section includes one or more buildings
operated by one person, firm or corporation as a single busi-
ness or under a single proprietorship or under a single trade
name.)
SECTION 2. That all ordinances or parts of ordinances
conflicting with the provisions of this ordinance are hereby
repealed.
There being no further business, Council adjourned,
subject to the call of the mayor.
