October 8, 1952
The regular meeting of Town Council was held today at
_p. M. in the Town Hall and was attended by Chairman of Coun-
cil Meddin, who presided, Councilmen peters, Hosti, Coleman,
Strong, Lovell, Town Attorney Solms, Supt. Reed and Chief
McCutchen.
Councilman Lovell stated that the present effluent
line at the Treatment plant is inadequate as the water does
not get out of the Plant fast enough, he suggested using the
present cast iron pipe line and putting in a pump to push the
water into the South Channel faster and that he was getting
prices on this now. Matter referred to Councilman Lovell and
Supt. Reed to handle.
Chief McCutchen asked what was to be done about heat-
ing the Jail, what kind of fuel was going to be used as it
is now the men have to clean out the ashes of the furnace and
get dirty, he suggested that it be converted to an oil burner,
he would also like to paint the inside of the Jail. Supt. Reed
was requested to get three (3) estimates as to the cost of con-
verting the furnace to an oil burner. Chief McCutchen stated
that he needs twelve (12) beds at the Jail, Councilman Peters
asked if he could use cots, he stated that he could. It was
moved, seconded and passed that twelve (12) cots and mattress-
. es be purchased for the Jail.
Chief McCutchen read a letter from Dual Company about
two sample heads sent to them, he claims the heads were sent
on July 18th, this is the first reply he has received relative
to them, the meters are still not operating correctly, the
meters operated about 80% of efficiency after the Dual Com-
pany's two men were sent here to work on them, Councilman
Meddin suggested waiting until the heads that were sent to
Dual have been returned to see if they are alright, if not,
then handle further, Councilman Peters stated that they should
be written to now to return the two heads that the Town Attor-
ney handle the matter with Dual, Councilman Meddin offered
the use of the old Company "Du building to store the meters.
It was moved, seconded and passed that bills for the
month of September for General Government amounting to $1972.13,
and that bills for the Water Department, Revenue, amounting to
1177.05 and bills for Groin and Seawall Account amounting to
$600.00, be paid.
Councilman Strong called attention to the need of
additional prisoners to carry on the work.
Councilman Hosti stated that some thought should be
given to adopting Social Security benefits for the Employees

of the Town, Councilman Medlin asked which was best Group In-
surance or Social Security. Town Attorney Solms was requested
to check on this matter.
Mr. B. P. Hosti requested that he be allowed the dis-
counts on the 1951 and 1952 taxes. It was moved, seconded and
passed that they be allowed, provided he pays up all his tax-
es thru April 30, 1953.
A petition was presented from Mr. William H. Strong
offering to purchase a tract of land adjoining the property
of John L. Strong, owned by the Town, it is approximately
1501 x 150'. Mr. William H. Strong offered $200.00 for this
parcel of land, referred to the Assessment Committee to
check and report back.
There being no further business, Council adjourned,
subject to the call of the Mayor.

The regular meeting of Town Council was held today at
4 P.M. in the Town Hall and was attended by Mayor Dutton, who
presided, Councilmen Meddin, Coleman, Strong, Lovell, Town
Attorney Solms, Supt. Reed, Chief McCutchen and Mr. J. W. Lang.
The minutes of the meeting held on October 8th were read
and adopted.
Councilman Lovell informed Council that. the Whitmire Tank
Company's men were dismantling the water tower at Fort Screven,
he also stated that in connection with the costs of correcting
the discharge of the effluent line at the Treatment Plant that he
had gotten estimates and suggested having Thomas & Hutton check
it, he estimated that a pumping station with the pump and motors
etc costs $3,182.00 and to run another line of concrete pipe
would cost about $1,800.00, it was moved, seconded and passed
that the matter be referred to the Sewerage Committee with power
to act. .
It was moved,- seconded and passed that James Guy Burke be
appointed Chief of the Fire Department.
Councilman Coleman presented an estimate from Thomas plumb-
ing Company to convert the coal burning system in the Jail to an
oil burning system which also included installing an electric hot
water heater for the sum of $580.00, it was moved, seconded and
passed that this be authorized.
