HomeMy Public PortalAbout2014-10-09 HPC Minutes Village of Plainfield Meeting of the Historic Preservation Commission Record of Minutes Date: October 9, 2014 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:05 p.m. Roll call was taken; Commissioners Schmidt, Olsen, Hendricksen, Barvian, Hagen, and Chairman Bortel were present. Commissioner Kachel, Derrick, and Rapp were absent. Also in attendance: Michael Garrigan, Village Planner and Merrilee Trotz, Recording Secretary. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Hendricksen made a motion approving the agenda. Commissioner Olsen seconded the motion. Voice vote. All in favor. 0 opposed. Motion carried APPROVAL OF MINUTES: Commissioner Schmidt made a motion to approve the minutes from September 25, 2014 as presented. Commissioner Hagen seconded the motion. Voice vote. All in favor. 0 opposed. Motion carried 2015 SCHEDULE The 2015 schedule was presented. CHAIR’S COMMENTS: Chairman Bortel introduced Janine Wilkosz, Will County Historic Preservation Manager. Ms. Wilkosz is drafting a CLG Grant which is due November 14th; Will County is soliciting for grant funds to cover the camp training session, there would be a nominal fee charged to cover the catering. The session will be open to Aurora, Naperville, Lockport, and Lemont; if the numbers are low the invitation will be extended to other communities with Historic Preservation Commissions. Chairman Bortel stated there is a new owner of the Trolley Barn, they have done some landscaping in front and the building has been secured. COMMISSIONERS COMMENTS: Commissioner Olsen asked if the commissioners were offered a membership from Landmarks Illinois. PUBLIC COMMENT: (Items not on the Agenda) No one approached the microphone. TRAINING SESSION Mr. Garrigan presented 3 different scenarios for the training session. The training is intended to raise a number of potential issues for discussion. The cases are exaggerated to raise some challenges or issues on how you would balance different interest and priorities as it comes to landmarking or COA applications or to determine whether a building is historically appropriate. Historic Preservation Commission Minutes October 9, 2014 Page 2 of 2 The first case involved an international style structure that was constructed in front of a very old historic house; both structures were significant for different reasons. The Commissioners then discussed the case and suggested that the modern structure could be relocated or suggested other ways that both structures might work together. The second case was new construction of a modern Victorian house to be built on a vacant lot in the historic district. The Commissioners discussed how the house as proposed did not fit with the character of the area and how the applicant might be able to make some changes to better fit in the historic district. The third case was new construction of a church on a prominent lot in the downtown. The Commissioner discussed the materials used and possible modifications. ADJOURN: Commissioner Olsen made a motion to adjourn. Commissioner Schmidt seconded the motion. Voice vote. All in favor; 0 opposed. Motion carried.
