of the Town, Councilman Medlin asked which was best Group In-
surance or Social Security. Town Attorney Solms was requested
to check on this matter.
Mr. B. P. Hosti requested that he be allowed the dis-
counts on the 1951 and 1952 taxes. It was moved, seconded and
passed that they be allowed, provided he pays up all his tax-
es thru April 30, 1953.
A petition was presented from Mr. William H. Strong
offering to purchase a tract of land adjoining the property
of John L. Strong, owned by the Town, it is approximately
1501 x 150'. Mr. William H. Strong offered $200.00 for this
parcel of land, referred to the Assessment Committee to
check and report back.
There being no further business, Council adjourned,
subject to the call of the Mayor.

The regular meeting of Town Council was held today at
4 P.M. in the Town Hall and was attended by Mayor Dutton, who
presided, Councilmen Meddin, Coleman, Strong, Lovell, Town
Attorney Solms, Supt. Reed, Chief McCutchen and Mr. J. W. Lang.
The minutes of the meeting held on October 8th were read
and adopted.
Councilman Lovell informed Council that. the Whitmire Tank
Company's men were dismantling the water tower at Fort Screven,
he also stated that in connection with the costs of correcting
the discharge of the effluent line at the Treatment Plant that he
had gotten estimates and suggested having Thomas & Hutton check
it, he estimated that a pumping station with the pump and motors
etc costs $3,182.00 and to run another line of concrete pipe
would cost about $1,800.00, it was moved, seconded and passed
that the matter be referred to the Sewerage Committee with power
to act. .
It was moved,- seconded and passed that James Guy Burke be
appointed Chief of the Fire Department.
Councilman Coleman presented an estimate from Thomas plumb-
ing Company to convert the coal burning system in the Jail to an
oil burning system which also included installing an electric hot
water heater for the sum of $580.00, it was moved, seconded and
passed that this be authorized.

Councilman Strong suggested that the hot water heater now
at the Jail be put in the Convict Camp, and that $!apt. Reed could
have it moved.
Mr. Lang informed Council that the water pipes connecting
Mr. Fred A. Doyle' s property .are connected to the water pipes of
Dr. Reid Broderick and that Dr. Broderick wanted Mr. Doyle to dis-
connect the pipe fro:h line, 'Mr. Lang also stated that Councilman
peters had requested him to permit the line to stay connected for
the time being as there were people living in Mr. Doyle's cottage
who would have no water supply, the Mayor instrueted Mr. Lang to
notify Mr. Doyle that he has until the First of the year to connect
to the Towns Water System.
Supt. Reed stated that the garbage dump that had just recently
been started in Fort Screven and which a number of the property
owners and residents in that section had protested against, has now
been moved from that location and an area on Camp Hammock owned by
the Town is being used for garbage disposal. He stated that Council-
man Lovell and Mr. Troy Meeks had authorized the use of their land
in that vicinity also for the disposal of garbage.
Supt. Reed informed Council that the $flop at Fort Screven is
about to fall to pieces and that most of the siding and some of the
roof is gone, Councilman Lovell asked if the roof could not be lowered.
Mr. Reed stated that it could. He also stated that valuable equipment
is stored in this shop, Mr. Reed was instructed to get an estimate as
- to the cost of repairing the roof.
Councilman Strong mentioned that there were a considerable
number of young pine trees growing on Camp Hammock, some of them had
been cut down to be used in protecting the beach in front of the
South parking area, due to the level of the beach having been lowered
caused by the erosion action of the sea and which exposed some of
the old piling that were dangerous and should be cut off, he had
talked with a party with a view of selling the trees for use at some
of the pulp mills but was informed that there was not a sufficient
number of trees to make it profitable, he then made a proposition
that if this party would cut off the old piling at beach level the
trees would he sold to him to off set the cost, Supt. Reed suggested
that cutting off the piling at beach level could be dangerous, Mr.
Teed was instructed to contact the U. S. Engineers to ascertain if
this work would be permitted.
The Msyor asked about the status of the delinquent taxes of
G. F. Garis, B. P. Hosti and J. A. Brown, he was informed that Mr.
Garis and mr. Brown had paid some of their back taxes and Mr. Hosts
had paid all of his. The Clerk was instructed not to collect any
back taxes from these parties without authority of Council.
Bills for the month of October for General Government amounting
41' to $2,032.05 and hills for the Water Department amounting to $789.28
be paid.
Rev. John J. Kehoe requested that a street light be placed on
-8th Street between 1st and 2nd Avenues in the vicinity of St. Michaei's
school.. The request was granted.
The Mayor informed all Department Heads that anyone who makes a

purchase for the Town without authority that he will not sign a
check to cover the transaction.
A map showing the strip of land owned by the Town adjoining
the property of John L. Strong was presented, Town Attorney Solms
recommended that it be sold.

Supt Reed dtated that some of the Fire Hose-used on the Fire
Engines should be checked as it has not been used in some time, he
stated that some of the hose is single jacketed, the mayor instructed
that Fire Chief Burke test it and report to him within a week, Mr. Reed
stated that he would test it
Chief McCutchen stated there was a bad leak in the Court Room
at the Jail and it was ruining the floor, Mr. Reed was instructed to
repair the roof, Chief McCutchen stated that the cost of the double
decker beds was y$31.62 apiece, the price is too high he could get a
single steel bed for S7.80 each, he also stated that he needed some
blankets, the mayor instructed him to get some War blankets from some
of the surplus Stores, the Chief stated that as regards the parking
meters all of them were out and that he had made cabinets to house
the meter equipment.
The mayor informed Council that Councilmen Strong, peters,
Meddin and himself appeared before the Board of the County Commis-
sioners and were informed by them that the Tybee Camp and some of
the other County Camps were going to be abolished, due to the ex-
cessive cost of operation, Councilman Medd.in stated that Mr.
Solomon of the Commissioners asked if the Town could pay half of
the cost of operation if the Camp remained, the Mayor informed him
that the Town could not do it:
It was decided that Mrs. Catherine Blackburn, whose services
were temporary, would be relieved es of November 15th.
Councilman Meddin informed Council that he was approached by
Mr. Sam Varnedoe, of Varnedoe- Chisholm & Company requesting that the
Town share some of the expenses incident -ial to the preliminary works
in connection with the proposed new road to the beach, the Mayor
stated that Mr. Varnedoe paid out of his pocket expenses which is
always paid out of receipts of a bond iesue, Councilman Meddin stated
that Mr. Varnedoe wanted to know how far the Town would go.
The Mayor informed Council that to relieve the Finance Com-
mittee and himself of some of his duties that he had placed Council-
man Strong in charge of taxes.
Mr. R.B. Bragg petitioned for permission to sell beer at # 38
First Street. Referred to police Committee.
Mr. John J. Counihan petitioned for a Quit Claim f®om:the
Town for a portion of the old Central Railroad Right of Way that
abutts his property which is located in Garden Ward. He was_re-
quested to submit a map showing the area that he wanted.

The Clerk informed Council that sixteen pieces of property was
sold at the Court House in Savannah on Tuesday, November 4th, for de-
linquent taxes and costs and were all bid in by Town Attorney Solms
as Agent for the Town.
There being no further business, Council adjourned, subject to
the call of the Mayor.

The regular maeting of Town Council was held today at 4 p.M.
in the Council Room, and was attended by Mayor Dutton, who presided,
and Councilmen Peters, Coleman, Strong, Meddin, Hosti, Lovell, Town
Attorney Solms, Supt. Reed, Chief McCutchen, and Mr. J. W. Lang.
Chief McCutchen requested that curfew regulations applying to
Teen -Agars be adopted as it was difficult to get some of the parents
to cooperate. Referred to Town Attorney Solms.
Supt. Reed stated that an old Fort screven sewerage map that
he was now using should be replaced.
To repair andlower the roof at the Shop the following bids
were received: $4,814.00 Charles H. Walsh
Beach Contracting Co. $4,769.50
Councilman Strong moved that as the bid of the Beach Contracting
Company was the lowest that the contract be given them, this was
seconded and passed. Councilman strong will handle the matter.
Councilman Lovell moved that the survey of Thomas & Hutton
for the repairing and enlarging of the effluent line at the Treat-
ment plant which they estimated will cost about $5,400.00 to do the
worm, which if a dregline were used would bring the cost down to
about $3,000.00, the Town doing this worts, that it be authorized
and the work done, this was seconded and passed.
It was moved and seconded and passed that the final payment
of $500.00 due Thomas & Hutton in connection with their engineering
services in rehabilitating the Water Department be paid as the work
was now complete.
It was moved, and seconded and passed that the bill of Thomas &
Hutton for engineering services in connection with the aurvey,of the
effluent line et the'preatment plant be paid.
The Mayor stated that the water meters for Commercial users
must be installed not later than marb19 1, 1953 but that no reading
would be taken until after May 1, 1953. Referred to Town Attorney.
