The objective of this proposal is to summarize and outline the comprehensive scope of work Buxton will provide as Wayne County pursues its retail attraction and expansion goals. Please note that in this proposal the term "retail" is inclusive of restaurants. Utilizing data, methods and proprietary technologies developed specifically for matching retailers with communities; Buxton will assess the potential for Wayne County to recruit and expand its retail sector, and will identify and provide marketing packages for specific retail targets. Buxton's initial analysis of up to three (3) distinct retail locations, selected by Wayne County, will yield a recommendation of the site best positioned for retail recruitment. With that recommendation, Wayne County will make a final determination of the retail site to be selected for retail matching. Once the site for retail matching is determined, Buxton will compare the site's trade area with the established locations of individual retailers. This analysis results in a preliminary list of matched retailers. Only retailers with locations in trade areas similar to Wayne County's trade area will be identified as potential matches. The preliminary match list is then refined by Buxton on the basis of other retail location criteria to yield a final list from which up to twenty (20) can be selected by Wayne County for the development of marketing packages. Buxton will provide the list of matched retailers to Wayne County for review and discussion. A marketing package will be prepared for each targeted retailer. The marketing packages are intended for presentation to retailers, as well as developers, potential franchisees, or other persons in a position to support Wayne County's retail goals. Each marketing package is unique to the specific targeted retailer, providing compelling and precise information that demonstrates Wayne County's qualifications as a location. Additionally, Buxton will contact each targeted retailer on behalf of Wayne County. Buxton will notify the retailer that Wayne County has been identified as a potentially viable location. An additional Destination Retail analysis has also been included as part of this agreement. A complete and comprehensive scope of work accompanies this proposed analysis. Buxton is forward to identifying retail and other �yommunit ID® SCOPE OF SERVICES CommunitylD Analysis 1. Overall analysis of retail potential for up to three (3) selected sites in Wayne County. Factors to be considered must include (but not be limited to): • Psychographic analysis of households • Demand for retail goods and services • Existing retail and retail trends in the trade area and surrounding region • Site setting, situation and configuration • Growth plans and relevant developments • Retail goals of the community 2. Development of drive -time trade areas around each selected site. Drive -time analysis to factor in the following components: • Time of day • Street networks • Traffic flows 3. Determine psychographic profile of each trade area studied 4. Assess the retail trade potential (over 400 consumer products and services) for each trade area studied. 5. Provide list of all national credit tenant retailers (4500+) that match Wayne County's psychographic profile. 6. Work with Wayne County to narrow listing of preliminary matches to twenty (20) desired retailers that could be attracted to Wayne County. 7. Prepare a recruiting package with pertinent market information that, specific for Wayne County and to each identified match, can be included as supplemental promotional and marketing materials for the Wayne County's marketing efforts. Each package shall include: • Map of the retail site and trade area • Map of potential customers for the retailer • Retail match report that compares the site's trade area characteristics with the retailer's similar existing locations • Demographic and psychographic analysis of the trade area • Explanation of methodologies employed BIIN on 47 Community /n, SCOPE OF SERVICES (contin 8. Provide names and contact information for real estate representatives and decision makers for each of final twenty (20) retailers selected by Wayne County. 9. Make other recommendations as seen pertinent to the study. The consultant's review may consider the following information as resource material in conducting the study. Those documents maintained by the Wayne County will be provided to the consultant upon request. 1. Wayne County Population and Demographic Study 2. Wayne County Comprehensive Land Use Plan and Zoning Map 3. Updated Traffic Counts throughout Wayne County 4. Digital Street Networks In addition to the aforementioned resource information, staff will provide any additional data or information requested by the consultant The end product from the selected consultant will be a written report that addresses the issues and concerns herein and makes recommendations based on the consultant's analysis. Additionally, the client will receive a reference binder that includes information provided in the retailer marketing packages. Each marketing package contains: 1. Map of the retail site and trade area 2. Map of potential customers for the retailer 3. Retail match report that compares the site's trade area characteristics with the retailer's similar existing locations 4. Demographic and psychographic analysis of the trade area 5. Explanation of Buxton's methodology k CommunitylD, SCOPE OF SER VICES DESTINATION RETAIL ANALYSIS The purpose of this analysis is to provide Wayne County with an understanding of its ability to support and attract certain "destination" retailers. These retailers are as follows: • Bass Pro Shops • Cabela's The following scope outlines the process by which this will be done: 1. Establishment of multiple retail trade areas for the site profiled 2. Analysis of the suitability of each site and its trade area. Factors considered include but are not limited to: a. Psychographic analysis of households b. Demand for retail goods and services c. Existing retail and retail trends in the trade area and surrounding region d. Site setting, situation and configuration e. Growth plans and relevant developments f. Retail goals of the community 3. Define comparable counties/geographies to Wayne County. 4. Perform Benchmark Analysis, comparing Wayne County site to defined comparable geographies. 5. Determination of viability of certain destination retail concepts. PUBLISHING OF RETAIL MARKETING PACKAGES (Optional) Buxton will assemble individual marketing packages for each targeted retailer. Additionally, the client will receive a reference binder that includes information provided in the retailer marketing packages. Each marketing package contains: 1. Map of the retail site and trade area 2. Map of potential customers for the retailer 3. It is based from the day following the project launch meeting. The project launch meeting will be a conference call between the client and Buxton teams. The project launch meeting occurs after a contract and initial payment is received, and after Buxton receives requested and necessary information from the client (such as the three sites selected for study). This schedule is nominal, and does not account for periods during which the client reviews Buxton's recommendations. The schedule does not consider additional or custom research that may be required, or other unusual circumstances. 1. Recommended list of matching retailers 15 business days* 4. Retail marketing packages 10 business days Each step listed above requires a decision and/or approval from Wayne County, so that Buxton can proceed with the next step in the process. Delay in decision -making on Wayne County's end can result in lengthening of the project timeline (and completion of deliverables). *NOTE - It is strongly suggested that Wayne County makes their retail selections within 60 days from receipt of the Retail Match List (RML). All deliverables will be furnished as contracted upon receipt of the retail selections. Destination Retail Analysis 1. Phase I: Retailer Investigation 2. Phase II: Retailer Pursuit Packages 10 business days* 10 business days** *NOTE — Work cannot commence on the destination retail analysis until the retailers for the CommunitylD analysis have been picked by Wayne County. **Retail pursuit packages must be selected within ninety (90) days of completion of Phase I of Destination Retail Analysis. Bwaon, fl -0".g Gn- CommunitY ID, FEE FOR SER VICES The cost of CommunityID and the Destination Retail Analysis is $65,000; payable as follows: l . $25,000 due upon execution of this agreement 2. $10,000 due upon determination by the client of the site for retail matching 3. $20,000 due upon delivery of initial ten (10) retail marketing packages 4. $10,000 due upon delivery of final ten (10) retail marketing packages (no later than nine months from date of execution of agreement) For additional copies of a retailer marketing package or reference binder, a fee of $200 will apply. The Parties agree that an independent contractor/employer relationship is created as a result of this agreement. Buxton will not be considered an agent or employee of Wayne County for any purpose. The term of this agreement is one (1) year. This agreement may be terminated by either party at any time upon written notice of thirty (30) days. If this agreement is terminated, Buxton will be paid for services performed up to the date the written notice is received, and Wayne County will be reimbursed any unearned fees up to the date the written notice is received. This agreement shall be administered and interpreted under the laws of the State of Texas. In order to avoid paying State of Texas Sales and Use Tax, Wayne County may be required to provide Buxton with a certificate indicating it is a non-profit corporation and not subject to Texas Sales and Use Tax.
