It was moved,and seconded and passed that $4,000.00 be
transferred from the Groin Sepwall account to General Funds.
It wPs moved, and seconded and passed that the piano in
the Auditorium be repaired.
A Resolution from the Garden. City methodist Church was
read regarding gambling in the County. Referred to police Com-
mittee.
There being no further business, Council adjourned,
subject to the call of the Mayor.

January 14, 1953
The regular meeting of Town Council was held today at
4 P. M. in the Town Hall and was attended by Mayor Dutton, who
presided, Councilmen Peters, Hosti, Coleman, Strong, Meddin and
Lovell, Town Attorney A. F. Solms, Jr., Chief McCutchen, Supt.
Reed and Mr. J. W. Lang.
The minutes of the meetings held November 12th and
December 17th were read and adopted.
Councilman Lovell reported that the construction of the
new effluent line at the Treatment Plant was proceeding alright.
Councilman Strong reported that the repair job at the
Shop was proceeding on schedule and that it should be finished
in about thirty days. The next Job was the repair of streets.
Councilman Hosts stated that in connection with the
fire hose needed for the Fire Department that of several bids
submitted the bid of John D. Robinson Company for approximately
$1500.00 was the lowest. It was moved, seconded and passed that
the fire hose be purchased from the John D. Robinson Company.
Councilman Hosts will handle it.
The Tybee Market thru Benno P. Hosts retested permission
to extend the present building up to the street line on Butler
Avenue, the Mayor asked Mr. Lang if he knew anything about it,
Mr. Lang stated that he did not, it was moved, seconded and
passed that permission be granted subject to the Town Attorney
and the Building Inspector.
Councilman Hosti informed Council that a Real Estate
Organization known as Johnny Gray wants to buy all of Camp

Hammock that is owned by the Town. Referred to the Finance
Committee and Councilman Hosti.
Councilman Lovell moved that the area of 6th Street
necessary to build a bridge and open the street be condemned.
Referred to the Town Attorney.
Superintendent Reed stated that it would cost about $50.00
to repair the roof at the Jail. He was instructed to go ahead and
fix it.
The Mayor asked Mr. Lang if he had had any responses in
connection with the installing of water meters at commercial
locations, he stated he had not as yet.
Councilman Lovell stated that Mr. Fred Wessels, Jr., had
protested against the charge for a meter for the Amfico Club con-
tending that it is a non - profit organization. The Town Attorney
stated that he had a letter from Mr. Wessels that he would like
to have a representative appear before Council.
Councilman Lovell stated that plans should be made now
to change the charge for the number of water fixtures to be
allowed on a fiat rate basis effective May 1, 1953, the Mayor
instructed Mr. Lang that when the 1953 notices are sent out that
a letter be sent along with the notices calling attention to the
survey made in 1952. It was decided that the water Committee would
have a meeting and that Town Attorney Solms and Mr. Lang would
also be there.
Chief McCutchen stated that work at the Jail was about
thru and that in connection with the new police car that the
sellers would like to get the old police car in March, if possi-
ble, the Mayor stated that it would, save the Town money to trade
in the old car, the Chief was instructed to see what Ray Clanton
Motors would allow on a new police car and report back to Mayor
Dutton and Councilman Meddin.
The Clerk was instructed to return to the Savannah Beach
Volunteer Fire Department the ten (10) tickets to the oyster roast
that was sent to the Mayor. and Councilmen.
It.was moved, seconded and passed that the 1952 whiskey
license issued to Scrumpy's by C. L. LaCour be transferred to
T. B. Mc Carroll upon the payment of $25.00 to cover the transfer
fee.
It was Moved, seconded and passed that bills for General
Government for the month of December amounting to $703.91 be paid
and also bills for the Water Department amounting to $1582.38
be paid.
Councilman Meddin called attention to the surplus of the
Town and after some discussion it was moved, seconded and passed
that the Finance Committee be authorized to invest up to $25,000.00
in income producing investments.

174-A It was moved, seconded and passed that the following 174 -A
Resolution be adopted.
A Resolution
WHEREAS, U. S. Highway 80 and Georgia Highway 17, a part
of which is the road from Savannah, Georgia to Savannah Beach,
Tybee Island, Georgia, is in an 'extremely poor state of repair at
the point over Chimney Pot Creek within the corporate limits of
Savannah Beach, Tybee Island; and,
WHEREAS, condition of said highway at this location has
been brought to the attention of the maintenance Department of the
Highway Department on several occasions and recently it was neces-
sary that the Police of the Municipality assist in the movement
of traffic over this portion of said Highway at Chimney Pot Creek
due to the condition of said roadway; and,
WHEREAS, the condition of said Highway at the point consists
of a large culvert running beneath the Highway, the exact size of
which is unknown to this body, but said culvert according to the
Maintenance Department of the Highway Department of Georgia is in-
sufficient to carry the water which accumulates due to the rise
and fall of tides; and, further, the suction of the water passing
through said pipe causes the sand from the road bed to be washed
away due to the loose connection between the links of said pipe,
all of which, has caused an extremely large excavation in the
built -up bed of the highway. This excavation under the surface of
the Highway is now estimated to be between six and eight feet and
the hard paved surface of the roadway now amounts only to a crust
over this large excavation which surrounds the drainage pipe,
hereinbefore mentioned. Said hard surface of the roadway is
caused to sink and develop into dangerous and deep holes in the
road as a result of the action of said waters; and,
WHEREAS, in the past this condition has been temporarily
repaired by re- surfacing and filling in said holes in this Highway
surface by asphalt or other temporary means but this extreme con-
dition now exists whereby serious danger to the users of said road
may result by the complete cave -in ct this portion of said Highway
while being used and in the event of such a cave -in the heavy flow
of traffic will be seriously impeded because this is the main
artery and only present available road between Savannah and
Savannah Beach, Tybee island, and the re- routing by means of a
detour would be extremely questionable in view of the fact that
this part of this Highway is a causeway through a marsh area.
NOW THEREFORE, BE IT RESOLVED by the mayor and Councilmen
of Savannah Beach, Tybee Island in Council assembled, and it is
hereby resolved by authority of the same that the conditions set
forth in this resolution be brought to the attention of the State
Highway Department and it is hereby sincerely requested to take
immediate action to correct this condition before any serious ac-
cident or tragedy may occur.
BE IT FURTHER RESOLVED that the thanks of the citizens and
the iriayor and Councilmen of Savannah Beach,. Tybee Island be and
they are hereby extended in advance to the Highway Department in
appreciation of their splendid maintenance of the said Highway
and with full knowledge that this condition will be promptly
corrected.

A R ESOLJTION
which is the road from Savannah, Georgia to Savannah Beach, Tybee
land, Georgia, is in an extremely poor state of repair at the
point over Chimney Pot Creek within the corporate limits of Savannah
Beach, Tybee Island; and,'
ERAS, condition of said Highway at this location has been
brough to the attention of the Maintenance Department of the
Highway epartment on several occasions and recently it was neces-
sary that the Police of the Municipality assist in the movement
of traffic over this portion of said Highway at Chimney Pot Creek
due to the .edition of said roadway; and,
WHEREAS, he condition of said Highway at the point consists

It was moved, seconded and passed that the following
Resolution be adopted.
A RESOLUTION
WHEREAS, the Chatham County Commissioners recently made
available to the Town of Savannah Beach the use of a sufficient
number of prisoners and assigned said prisoners to the Public
Work Camp in Savannah Beach, Tybee Island; and,
WHEREAS, the generous, efficient and unqualified support of
Honorable L. C. Burns, County Warden was very material in the
allocation of said prisoners to said public Work Camp; and,
WHEREAS, the availability and use of these prisoners to and
by the Town of Savannah Beach, Tyree Island is a very material
factor in the operation of the public work, health and sanitation
of our Municipality.
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tyree Island in Council Assembled, that the thanks
of the Mayor and Councilmen be extended to the Chatham County
Cor_unissioners and to Honorable L. C. Burns, Warden of Chatham
County for their cooperation in this matter.
BE IT FURTHER RESOLVED that a copy of this resolution be spread
upon the minutes of Council and a copy thereof be sent to the
Chatham County Commissioners and also a copy be sent to the Honor-
able L. C. Burns, Warden of Chatham County.

Resolution be adopted.
A RESOLUTION
WHE.Li!,AS, the Honorable Olin F. Fulmer, Layor of the City of
Savannah and his Board of Aldermen made available to the Town of
Savannah Beach, Tybee Island a road grading machine, commonly
known as a 'goad patrol "; and,
WHEREAS, this "road patrol" was extremely needed by the
Municipality due to the fact that it does not own one and that
many streets within the Municipality were in dire need of grading,
which can only be done by the use of said machine; and,
WHEREAS, the generous cooperation of the honorable Olin F.
Fulmer, Layor of the City of Savannah and the Aldermen of the
City of Savannah were the prime factors in the said "road patrol"
by loaning it to the Town of Savannah Beach, Tybee Island for
such occasions;
BE IT THEREFORE RESOLVE by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, and Council assembled that
the thanks of the Mayor and the Councilmen and those of the citi-
zens of said Municipality be extended to the Honorable Olin F.
Fulmer, Mayor of the City of Savannah and the Aldermen of the City
of Savannah for the loan of said "road patrol ", which was s'o vital
and necessary for the improvement of the streets of the Municipality.
BE IT FURTHER RESOLVED that a copy of this resolution be spread
upon the minutes of Council and that a copy of the same be sent to
the Honorable Olin F. Fulmer, Mayor of the City of Savannah.

Savannah Beach, Tybee Island, Ga.
February 11, 1953.,
The regular meeting of Town Council was held today at 4 P.M.
in the Council Room, and was attended by Mayor Dutton, who presided,
and Councilmen Peters, Hosti, Coleman, Strong, Meddin, Lovell, Town
Attorney Solms, Chief McCutchen, Acting Supt. Blair and Mr. Huddle
McCollum.
• Mr. McCollum requested that the tennis courts in the park be
conditioned and put in use so that they could be used and suggested
that the overhead lights also be restored putting in a money meter
that would operate the lights when they were needed he also sug-
gested-that some more soft ball diamonds and also several locations
for the use of shuffle boards be installed. The Mayor appointed
the following committee to handle the matter Councilman Strong, as
Chairman, Councilman Coleman and Mr. McCollum. Mr. McCollum was
excused.
It was moved, seconded and passed that bills for General Gov-
ernment for the month of February amounting to $1,311.21 and bills
for the Water Department amounting to $1,117.05 and bills for.the
erection of the effluent line amounting to $418.28 be paid.
Councilman Lovell informed Council that Mr. Reed was in the
hospital and that he had done e. good job on the effluent line and
should be commended for it.
Councilman Strong stated that the bulk of the back taxes had
been collected and that only a small amount is unpaid and asked what
action should be taken, the Mayor advised not to push these at this
time, Councilman Strong also stated that the work on the roof at
the shop had been finished and that a good job had been done there
by Mr. Perry Solomon, 3rd, Councilman Strong suggested that the ends
and sides of the shop should also be repaired now that he had Mr.
Reed make up an estimate of the cost which amounts to $1,764.00 for
a complete job. It was moved, seconded and passed that a Committee
consisting of the Mayor and Councilmen Meddin and Strong be author-
ised and empowered to have the work done.
Petition of Mrs. Sub B. Cook operator of the Georgiana Inn and
Mr. Diamond operator of the Esso filling station requesting that an
opening be made in the grass plat in front of their properties on
Butler Avenue near 14th Street. Referred to Councilman Strong.
