LETTER TO COUNCIL
The purpose of this Letter to Council (LTC) is to inform you that I have appointed John Oldenburg as the
Parks and Public Spaces Director effective Monday, March 10, 2014. 1 have asked John to oversee
public appearance and infrastructure, as well as recreation programming for the Village. I have attached
a copy of John's resume for your information and review.
John joins our team with 26 years of experience in local government management, serving in a variety of
capacities in parks and recreation administration.
Most recently, John served as the Assistant Director of Parks and Recreation in the City of Miami Beach.
In this role, he oversaw the Greenspace Management Division, which is responsible for the landscape
maintenance of over 520 acres of City parks, facilities and public rights -of -way, as well as landscape
planning and design. A certified arborist and nursery professional, John understands the importance of
green aesthetics, and will ensure that best practices in landscape maintenance and design are instituted
within our public areas.
John also served on the Miami -Dade County Community Image Advisory Board, whose mission is to
develop and implement a comprehensive plan for the maintenance and improvement of major roadways
and transportation terminals throughout the County.
John's knowledge and experience will serve our community as we strive to improve the appearance and
aesthetics of our public spaces. Please join me in welcoming John to the Bal Harbour team.

I offer 26 years of progressive verifiable experience as a municipal government professional, while working for
a nationally accredited (CAPRA), parks and recreation agency at a Sterling Award -winning city. The City of
Miami Beach is home to a diverse population of 88,000 residents and hosts over 7,000,000 yearly visitors.
During my tenure, it was my top priority was to ensue the world-renowned green aesthetics of Miami Beach
flourish, while directing the landscape management for all city controlled parks, municipal building grounds,
parking facilities, and rights of way.

Developed and continuously administered the landscape maintenance program since 1995, for over 520 acres of
parks, municipal building sites, parking facilities and city rights -of -way, with a current budget of approximately
$8 million annually, including $2 million in contracted landscape management services.
Substantially contributed during the design, construction and subsequent maintenance of parks and facility
improvement in excess of $125 million to include; 30 parks, 14 playgrounds, and five dog parks, three community
gardens and two nationally recognized 18 hole golf courses.
Extensively contributed during the design, construction and subsequent maintenance of rights -of -way
improvements in excess of $115 million.
Utilized available resources to maintain an operating budget of $8 million within 1% since 2007, while increasing
the number of managed locations and meeting organizational goals

Attained over 26 years of experience in the recruitment, training, and direction of bargaining unit -represented
employees numbering, a high of 140 and averaging 67 full time employees
Extensively contributed during the planning, preparation and subsequent cleanup for City Special Events
ranging fiom the Pavarotti concert in 1995, Five Super Bowls, 19 Art Deco Weekends, 12 Art Basel hosting's
to Earth Day 2013.
Served as the city representative for nine years on the Miami -Dade County Community Image Advisory Board,
(CIAB) and the Street Tree Sub -Committee Chair that produced; the adopted Miami -Dade County Street Tree
Master Plan, The Guide to Tree Planting and Maintenance, Seven regional Miami -Dade County Tree Summits,
and the ongoing "Million Trees Miami", regional reforestation campaign
Functioned as the first certified arborist within the city; co -developed the first City of Miami Beach Street Tree
Master Plan, attained Tree City USA status, directed the planting of over 10,000 trees and initiated the city's first
street tree inventory
Service as the Department's Emergency Operations Officer, and significantly participated in the preparation for
the possible effects of ten named hurricanes and co -led recovery field operations for three hurricanes, including
Hurricane Irene, Wilma, and Katrina
