March 11, 1953 The regular meeting of Town Council was held today at 4 P.M. in the Town Hall and was attended by Mayor Dutton, who presided, and Councilmen Peters, Coleman, Strong, Lovell, Meddin, Hosti, Town Attorney Solms, Mr. L. E. Tomkins of the Dinean Parking Meter Corp., Mr. Raymond Fine, Supt. Reed and Chief McCutchen. Mr. Tomkins demonstrated the Miller parking meter put out by his company and wanted us to install about fifty (50) or sixty(60) of these meters at Savannah Beach, the cost per meter is $67.50. Referred to the Police Committee. Councilman Strong reported that to repair the tennis courts it would cost about $$175.00 using asphalt and that if a clay base were used the cost would be about itgOO.00, no estimates were gotten as to shuffle board courts at this time, he would get estimates on putting on another soft ball diamond. Councilman Strong was authorized to have the tennis courts repaired using the asphalt base. Councilman Strong reported that the cost to close up the sides of the shop using metal would cost about $1,100.00, he suggested that the Town purchase a garage from the Fort Screven Development Company for not over $200.00 and raze the building for the material, it was also suggested that he contact W. P. R. Monroe, the building wrecker in Savannah, Councilman Strong stated that if Council would authorize him to do it he will have the job done just as cheaply as possible. It was moved, seconded and passed that Councilman Strong be authorized to have the sides of the shop in Fort Screven repaired. The Mayor informed Council that he had met in the City Hall in Savannah with the Savannah Beach Planning Board and Mr. Johnnie Gray regarding the petition of Johnnie and Juanita Gray for approval of "Ocean Park Sub - Division ", but that the Planning Board and the Health Department had decided that it could not be approved until certain conditions were met by the petitioners. He also informed Council that . he had talked with Congressman Preston and Senators George and Russell and Mr. Green of the F. H. A. in Washington requesting that, the F. H. A. authorize loans at Savannah Beach, he was informed by them that the loans can be gotten if the rules are complied with. Councilman Meddin stated that Mr. Fred Wessels Jr, president of the Atlantic Mutual Fire Insurance Company objects to putting in a water meter at the Amfico Club claming that it is operated by the Company for its employees and is not commercial, Mr. Solms stated that Mr. Dennis Pearce representing Mr. Wessels was to appear before the meeting today but could nOt come but wants to appear at the next meeting of Council. It was decided that Councilman Lovell and Mr. Solms confer with Mr. Pearce relative to this. The Mayor asked Supt. Reed if a Doctor was called to the Convict Camp every time a prisoner became ill, Mr. Reed stated that the Doctors calls were made from the Convict Camp, the Mayor requested Mr. Solms to see Dr. Redmond the County Doctor about treating prisoners at the Tybee Camp. 177 Councilman Lovell asked what was the status of 6th Street Mr. Solms stated that he had the deeds to it. Councilman Lovell stated that the effluent line is not quite complete as some of the material is short, as two lines are required about 456 feet of 1.0 inch pipe is needed preferably Transite, also need some piling to hold the lines up wants 132 creosoted piling 16 feet long 7 to B inches wide at the butt, Councilman Strong requested to see Mr. Postell at the Atlantic Creosoting Company relative to getting the piling, he asked if the job should be finished, it was the opinion of Council that-the job be completed. Councilman Strong stated that the Farmall is worn out, that a new one is needed, a six (6) blade Farmall cost approximately $1,586.00 less 5% for cash, that the present machine be kept as a standby, a chain saw to cut off the piling on the beach is also needed this cost about $300.00. It was moved, seconded and passed that both of these items be purchased now that they be paid for after May 1st. It was moved, seconded and passed that the 1952 Beer License of the Canteen -Drive by E. J. Solomon be transferred to Mike Mikowski also that the 1952 Whiskey License of the Brass Rail by J. M. Haar be transferred to W. H. Haar. Chief McCutchen requested more parking meters to be installed on Butler Avenue south of Izlar Avenue. Referred to the Chairmen of the Finance Committee and Police Committee they to check on the use of other parking meters other than the ones being used at present. Councilman Lovell called attention to the need of a new water main to the 4H Camp to be installed in time for this years operation. The Mayor called attention to several youthsbands that are coming from Tennessee to play in the St. Patricks Day parade in Savannah, these children had never seen the ocean. It was moved, seconded and passed that the Mayor and Chief of Police take care of the matter. A plat showing a portion of the right of way at Estill Station, was presented by Mr. John Counihan, requesting that this be quit claimed to him. Referred to the Town Attorney. It was moved, seconded and passed that the curtain oiler the 'stage in the auditorium be repaired. Supt. Reed called attention to the large 24 inch storm sewer that drained into 10th Street west of Jones Avenue, this line has been closed due to Mr. John E. Register, a drainage ditch in this area which went through privately owned property has also been closed due to dredging operations in this section. Councilman Hosti stated that Mr. Register had agreed to give the Town an easement through his property for an outlet to the creek. Chief McCutchen requested permission to move the radio system from the jail to No. 2 Police Station for use during the summer season, it was asked as to where the system could be placed it was suggested that the rest room be taken out and an addition added to the west side of the building, the Chief.was requested to check on it and report to the Police Committee. 178 aD It was moved, seconded and passed that bills for General Government for the month of February amounting to $2,119.52 and bills for the Water Department amounting to $712.58 be paid. The Mayor informed Council that the improvements on Lot 13, Ward 1 which were acquired from the old Tybee Water Works are de- teriorating, that it is on the market for sale, Councilman Strong asked what the Town would take for it and was informed about $12,000.00. The Mayor called attention to the amounts spent for feeding prisoners while they are confined in the Town Jail, and suggested that they should be changed for it, it was decided that would be done.
