SUBJECT: Floodplain Management Plan Progress Report
The purpose of this Letter to Council (LTC) is to transmit the Floodplain Management Plan
Progress Report.
The Bal Harbour Village participates in the National Flood Insurance Program's (NFIP)
Community Rating System (CRS) which is a voluntary incentive program that recognizes
and encourages community floodplain management activities that exceed the minimum
NFIP requirements.
As a result, of the Village's participation in this program, the flood insurance premium rates
for Village residents are discounted to reflect the reduced flood risk resulting from the
community actions meeting the three goals of the CRS. These goals are as follows:
1. Reduce flood damage to insurable property;
2. Strengthen and support the insurance aspects of the NFIP, and
3. Encourage a comprehensive approach to floodplain management.
The Village is required to maintain certain activities throughout the year, in order to ensure
participation in the program. One of the activities required is to prepare a report of the
progress of the Village's projects included in the Local Mitigation Strategy (LMS), which is to
be distributed to the public.
Attached is a Floodplain Management Plan Progress Report, which provides the progress
on 2013 recommendations.

SUBJECT: FLOODPLAIN MANAGEMENT PLAN PROGRESS REPORT
As a participant in the Community Rating System (CRS), the Village of Bal Harbour is required to
maintain certain activities throughout the year.'One of the activities required is to prepare a report of
the progress of the Village's projects included in the Local Mitigation Strategy (LMS). To receive credit
for this report, the report must be distributed to the Mayor, Village Commissioners, and Village
Manager, released to the media and made available to the public at Village Hall with a notice of its
availability on the Village's website. This is the subject of this memo.

The CRS is part of the National Flood Insurance Program (NFIP), which is administered by the Insurance
Services Office Inc. (ISO) and the Federal Emergency Management Agency (FEMA). Participation in the
CRS benefits Village Residents with reduced premiums for flood insurance policies.
FLOODPLAIN MANAGEMENT ACTIVITIES
The Village undertakes the following activities to maintain its CRS rating:
1. Maintains floodplain and emergency management brochures at the lobby area of Village Hall.
2. Maintains the community outreach requirements by mailing the Flood Management Brochure
to all households in the Village of Bal Harbour.
3. Maintains elevation certificates on all new and substantially improved buildings in the Village.
4. Maintains flood insurance rate maps and ensures that they are up to date.
5. Provides flood insurance rate map information to inquirers.
6. Ensures that the public library continues to maintain flood protection materials.
7. Continues to enforce flood plain management ordinances.
8. Continues to enforce drainage system maintenance program.
9. Enforces the ordinances pertaining to dumping in our canals and storm water drainage systems.
10. Continues our outreach program explaining the dumping regulations to the public.

PROGRESS ON 2013 RECOMMENDATIONS
Village staff should continue to implement the Plan's recommendations.
The Village has continued to implement all activities required for participation in the CRS.
Village Building Official should participate in quarterly LMS meetings.
Suramy Cabrera has participated in all of the LMS meetings for 2014.
Village website should be updated to include helpful flood information and links to flood information
websites from Miami -Dade County and FEMA.
The Village has contracted with an outside contractor to update and completely rework its
website. Included in this redesign, the Village plans on including links to flood information including the
LMS plan, FEMA websites and Miami -Dade County Emergency management.
2014 RECOMMENDATIONS
Village staff should continue to implement the Plan's recommendations.
Village Building Official or his representative should participate in quarterly LMS meetings.
Village website should be updated to include helpful flood information and links to flood information
websites from Miami -Dade County and FEMA.
