Under existing language in the Village Charter, the Village Manager is authorized to purchase goods and ser vices costing up to $2,500.00 without the approval of the Council. This section of the Char ter was last amended in 1986 upon approval from the electorate via referendum, increasing the Village Manager’s purchasing authority from $500.00 to $2,500.00. This threshold has not kept pace with inflation over the years, and requires Council action on any expenditure over $2,500.00. Based on the Council Meeting schedule, items for approval may wait over a month, which can create delays in the daily maintenance and operations of the Village. This ballot question, if passed, would amend the Village Charter to provide the Village Council the authority to establish the purchasing limits of the Village Manager by ordinance. n Election Day, November 4, 2014, registered Bal Harbour Village voters will vote for county, state and local contests, including the Council Member for Bal Harbour Village District 1, as well as a ballot question regarding the Village Manager’s Purchasing Authority. This Voter’s Guide has been prepared to explain and educate all Bal Harbour Village voters on the ballot question, and provide a copy of the sample ballot.
