SUBJECT: Recent Repairs to Water Main Breaks on Collins Avenue and 961h Street
The purpose of this Letter to Council (LTC) is to advise you of two emergency repairs to the
existing 8" water main in the right of way of 10201 Collins Avenue and to provide you with
an update to the 12" water main break repair on 96th Street LTC dated, November 24, 2014.
Recently two water main leaks were discovered in the right of way of 10201 Collins Avenue,
the site of the new Consultatio Construction Project. Upon discovery, the leaks were
evaluated and plans made to conduct the required work. On Monday afternoon December
15t, notices were delivered to the affected buildings advising that water service disruption
would be necessary to complete the repairs. The buildings notified included;
• The Carlton Terrace-10245 Collins Avenue
• The Bellini-10225 Collins Avenue
• The Kenilworth-10205 Collins Avenue
• The Plaza-10185 Collins Avenue
• The Tiffany-10175 Collins Avenue
The notices advised that water service would be disrupted on Tuesday evening December
2nd beginning at 11:00 pm until Wednesday morning at 5:00 am. Additionally, the electronic
notification system was utilized to send all resident subscribers the same information.
Village staff, along with C & I Construction and Craig A. Smith and Associates employees
began the site preparation for the needed repairs at 6:00 pm the evening of December 2nd
as planned. The water service was disrupted at 12:30 am Tuesday morning, repairs to both
locations were completed and water service restored to all affected properties shortly before
6:00 am. In this instance no "Boil Water' order was required.
Additionally, the 12" water main repair along 96`h Street as previously discussed, was first
discovered on Sunday November 23, 2014 at 10:00 am, on the North side of the West
bound lane of 96'h Street. The process to determine the source of the leak and the ensuing
repair accomplished in the late afternoon of Tuesday November 25, 2014 involved over 38
hours of actual work to successfully complete.

The cooperative efforts of the Parks and Public Spaces Staff, the Bal Harbour Police
Department, the Surfside Police Department, Craig A. Smith and Associates and the
Contractor, C & I Construction, ensured the work was completed expeditiously, and safely.
I am pleased to report that the process utilized to isolate the water break from the Village
water system as a whole, prevented the disruption of water service to the entire Bal Harbour
Shops, Village Hall, adjacent Facilities and a large portion of the residents within the
residential gated section, during this time period and no subsequent "boil water" order
issuance.
I'd like to personally commend John Oldenburg and the entire team for their immediate and
diligent response to these incidents. Because of their action and rapid response, further
damage and disruption to the Village was averted.
