Gonnzaale ge M ger t DATE: December 31, 2014 SUBJECT: New Hires in the Police Department The purpose of this Letter to Council (LTC) is to inform you of two new hires in the Police Department. In furtherance of the goal of creating a more efficient and effective police agency and the continued reorganization of the Bal Harbour Police Department two Lieutenants have been hired to enhance the level of managerial control over all police operations. Lieutenants Amago and Flowers will begin their new assignment with the Village on January 4th 2015, and will be assigned to the night shifts. These two highly trained law enforcement professionals have decades of proven experience in all aspects of policing including the managerial functions of planning, organizing, motivating, controlling and coordinating the complex and difficult enterprise of public safety. Moreover, this action of flattening the levels of command will greatly enhance the ability of the Chief of Police to ensure that the administration's new philosophy of high visibility proactive community policing, along with its policies, procedures, goals and objectives are consistently applied across all shifts. Furthermore, the presence of managerial personnel on all shifts will dramatically increase the Police Department and the community's ability to communicate with one another. This will have a positive impact on the level of service the Police Department delivers, and ensure a more uniformed level of response and follow up to incidents of concern. Formulating a path of distinguished service in law enforcement for a community of over 225,000 Hialeah residents. 1996-2008 Promoted to the rank of sergeant in 1996 and assigned to the Public Safety Communications Dispatch Center. 1997 assigned to the Patrol Division Canine Unit. In 2006 I was chosen to lead the newly created Crime Suppression, Community Response Team. 2008-2012 Police Commander, City of Hialeah, Florida. Command of the specialty patrol units within the department including the Crime Suppression Section, Special Patrol Operations, and District 2 Station. Current Assignment Commander of District 1, Community Policing Sub Station and City of Hialeah's downtown and Government Center. MAJOR ACCOMPLISHMENTS • Managed all traffic studies from 2008-2012 for the City of Hialeah and implemented enforcement strategies to target problem areas • Raised DUI awareness by conducting 12 Multi -Agency DUI Checkpoints and Saturation patrols in 2010, significantly reducing DUI crashes • Developed a Critical Driving Course with the emphasis on reducing officer involved traffic accidents • Implemented a crime suppression unit, Community Response Team (2006) with primary objective of reducing property crimes and crimes against persons, increasing traffic enforcement, and decreasing illegal drug activity within the City of Hialeah. Between the years of 2006 and 2012, CRTs impact assisted in drastically reducing crime throughout the City of Hialeah. Robberies were reduced by 30.48 %, burglaries by 37.36%, and vehicle thefts by 53.5°R%. • The success of the Community Response Team, allowed for a second crime suppression unit to be implemented. The Crime Suppression Team (2010) had the same goals and objectives as CRT, as well as making the City of Hialeah a safer community for all of the citizens. • Introduced a training objective for the Crime Suppression Section to enhance awareness, improve driving skills, and implement rapid action tactics. • Command all aspects of police Special Patrol Operations/ Crime Suppression Division • Oversight of all shift commanders and patrol operations for afternoon and midnight shifts • Managed the community enhancement aspect for the department to include code enforcement, licensing, and quality of life of the citizens • Incident Commander for many of City of Hialeah's major events to include Fourth of July, Art on Palm, Palm Classic Car and Motorcycle Show, and Iron. Man Miami Triathlon • Created the Elderly Pedestrian Safety Initiative, reducing the number of pedestrian related crash fatalities • Committee chair person of the Hialeah Police Annual Awards Gala MAJOR ACCOMPLISHMENTS (con't) • Platoon Supervisor for the Hialeah Police Department's response to Free Trade Area of the Americas (FTAA) Miami • Created the Hialeah Police Canine Training Center facility • Solely managed the Canine budget which included the purchasing of canine dogs, obtainin�,P all required equipment for handling and training, and the veterinary budget for all dogs in the unit • Expanded the Canine Unit from 7 teams to 12 teams during a 4 year span • Re-established the Explosive Odor Detector Canine teams and a implemented a Bloodhound team for search and recovery Significantly reduced Canine Use of Force and lawsuit involved incidents by broadening training within the unit and creating multi -agency partnerships, establishing policies by reviewing case studies and working in conjunction with the City of Hialeah Law Department • Coordinated and supervised the operational activities of the public safety emergency communications dispatch center. Trained and evaluated employees as well as established and maintained a proactive approach with customer service relations for the public.
