The regular meeting of Town Council was held today at 4
P. M. in the Town Hall and was attended by Mayor Dutton, who pre-
sided, Councilmen Meddin, Lovell, Brown, Strong, Hosti, Town
Attorney Solms, Supt. Reed, Chief McCutehen, Mr. J. W. Lang and
Mr. Charles Christy.
Mr. Christy protested against the additional $250.00
license fee assessed against him for 1953, he contending that it
was not in line with the license fees charged his competitors. Re-
ferred to the License Committee to handle and report back.
Mr. Reed called attention to several proposed swimming
pools, fish ponds, ect., being installed and recommended that they
be prohibited from emptying into the sewerage system and also that
they be placed on a water meter service. Mr. Reed was instructed
to talk to Mr. J. J. Hutton in connection with this.
Mr. Reed stated that he had the transite pipe for the
effluent line but that he needed more men as there are only seven
prisoners that are able to work, Councilman Strong saw Mr. Kelly.
Burns about getting more prisoners but could not get any at this
time, altho he was promised some. Mr. Reed stated that he would
need at least six men for two weeks. Councilman Strong also stat-
ed that Mr. Reed needs another man to fill a vacancy now exist-
ing, Mr. Reed was authorized to hire someone.
Chief McCutchen recommended ordering fifty (50) Miller
Parking Meters, the Town has two (2) on demonstration now, he
stated they are giving good service, Councilman Meddin asked if
these meters were purchased now could they be installed and used
this season, Chief McCutchen stated that they could. It was mov-
ed, seconded and passed that fifty (50) of these meters be pur-
chased subject to a contract with the Town.
It was moved, seconded and passed that bills for the
month of April for General Government amounting to $4382.14,
be paid, likewise bills for the Water Department amounting to
$1479.46 be paid.
Mr. B. P. Hosti of the Tybee Market requested that an
opening be made thru the plat on Butler Avenue in front of his
store, the Mayor stated that the plat originally was placed on
Butlef' Avenue for a side walk for the safety of pedestrians. It
was moved, seconded and passed that the request be granted.
Councilman Brown called attention to the parking meter
# 16 located on 14th Street that causes the drive at Mr. Paul
Slocomb's property to be blocked and recommended it be moved.
Referred to the Police Committee to check.

Councilman Lovell informed Council that Mr. Fred Doyle
on 9th Terrace has not changed his water line as he promised
to do, he had instructed Mr. Lang to cut him off.
Councilman Brown stated that there are no facilities
at the Skating Rink for drinking water or Rest Rooms. No action
was taken.
A letter addressed to Mayor Dutton by a group of Negroes
in Savannah requesting that an area of the Island be turned
over to them for recreation facilities, was read. The Mayor
called a meeting in his office Tuesday morning with Mr. Solms
and Dr. Henderson in connection with this matter.
Councilman Hosti stated that the Lewis Transfer Company
wanted to operate a freight line to Savannah Beach, the Mayor
stated that he should appeal to the Public Service Commission
for a license. The Mayor instructed Mr. Solms to write to Mr.
McDonald of the Public Service Commission relative to this.
It.was moved, seconded and passed that Henry M. Buckley
be elected Clerk of Council and Ex- Officio Treasurer at an
annual salary of $4200.00, payable monthly; David A. McCutchen
be elected Chief of Police and Ex- Officio Tax Collector at an
annual salary of $3360.00, payable monthly; Thomas Reed be
elected Supt. of Public Works and Manager of the Water Depart-
ment at an annual salary of $4065.60, payable monthly; J. W.
Lang be elected Supt. of the Water Department and Building &
Plumbing Inspector at an annual salary of $3194.40, payable
monthly:
A petition was presented from J. L. Lucas requesting
permission to rent chairs, umbrellas and cabanas on the beach.
Referred to Chairman of License Committee.
It was moved, seconded and passed that the 1953 taxes
on Lot 12, Block 12, Ft. Screven Ward, the property of the
Missionary Franciscan Sisters of the Immaculate Conception be
cancelled and that the property be emempt from future taxation.
It was moved, seconded and passed that the following
taxes on improvements be reduced:
Lot 61 -B, Ward 2 Kathryn Huggins reduce $300.00

Lot 41 -A, Ward 3 H. Saul Clark reduce $500.00

Lot 74-A, Ward 2 Kathryn Carson reduce $500.00

AN ORDINANCE
AN ORDINANCE TO PROVIDE FOR THE RATE OF LICENSE
FOR DOING BUSINESS BY_RENTING FLOATS, RAFTS, AND
OTHER FLOATING EQUIPMENT IN THE TOWN OF SAVANNAH
BEACH, TEE ISLAND, GEORGIA FOR THE FISCAL YEAR
ENDING APRIL 30, 1954; FIXING QUALIFICATIONS,
REGULATIONS, AND OTHER REQUIREMENTS: FIXING
PENALTIES FOR THE VIOLATION AND FOR OTHER PURPOSES.
SECTION 1. Be it ordained by the Mayor and Councilmen of
the Town. of Savannah Beach, Tybee Island, Georgia, in Council
assembled, and it is hereby ordained by the authority of the
same that a license for the renting of floats, rafts and other
types of floating equipment for use in the waters along the
beaches of the Town of Savannah Beach, Tybee Island, Georgia,
for the fiscal year ending April 30, 1954, shall be payable on
or before the commencing of such business. The amount of . such
license of this business is 025.00.
SECTION 2. Any person, firm or corporation applying for
a license provided for in the preceding section, shall first
file an application with the Clerk of Council requesting such
license and it shall be the duty of the Mayor of Savannah Beach,
Tybee Island, Georgia, to personally approve the application after
due investigation before the issuance of such license.
SECTION 3. Any person
this section, or any of his
guards, must be a qualified
duty at all times that said
equipment are in use in the
applying for an application under
employees who are acting as life -
Red Cross life guard, and be on
floats, rafts or other floating
surf.
SECTION 4. It shall be unlawful after passage of this
ordinance for any person, firm or corporation who have been
issued a license t0 do business by renting floats, rafts or
other floating equipment to operate said business in any other
locations within the corporate limits of said Municipality,
with the exception of the following:
(a) The beach area from 15th Street on the North to
the Tybrisa Pavillion on the South; and
(b) The beach area from Tybrisa Pavillion (16th Street)
on the North to 17th Street on the South.
SECTION 5. It shall be the duty of the Mayor of Savannah
Beach, Tybee Island, Georgia, to approve all charges and the
method of the operation of said business under this ordinance.
SECTION 6. In the event of disapproval on the part of
the . Mayor of the Municipality, an appeal to Council of such
applicant., may be made. The refusal or denial of an application
for such license by Council is final.

SECTION 7. The provisions for the preceding sections 3
and 4, are made for the purpose of regulatlrlg this business
under the police powers of the Municipality, in_. ail powers in-
herent toward health and protection of citizens and visitors
to the beaches, it being considered. that the rental of such
devises as provided in this.ordinance is necessary as a pre-
cautionary measure in the use of the same.
SEC'ION -8. Any person violating the provisions of this
ordinance, upon conviction, shall be subject to be fined not
to exceed. 0100.00 and imprisonment not to exceed 30 days, either
or both.
SECTION 9. That all ordinances or -parts of ordinances
conflicting with the provisions with this ordinance are hereby.
repealed.

It was moved, seconded and pessed that the following Resolution
be adopted:
RESOLUTION
WHEREAS, JOHN J. COUNIHAN has requested that a portion of
the abandoned railway right of way of the Central of Georgia
Railway, adjacent to his property in Garden Ward be conveyed
to him,
WHEREAS, said request has been considered by the Mayor and
Councilmen of Savannah Beach, Tybee Island at a regular meeting
of Council and it has been the policy of said municipality to
convey its interest in said abandoned railway lands to adjacent
property owner, excepting sufficient space for a roadway through
the center of said right of way.
NOW THEREFORE, be it resolved: That Savannah Beach, Tybee
Island, municipality corporation, organized and existing under
the laws of the State of Georgia, approves the said request of
John J. Counihan and hereby authorizes the Mayor to execute
and the Clerk of Council to attest and to affix the seal of
said municipality to a Quit Claim Deed to the said John J. Counihan,
conveying:
ALL that certain lot, tract, or parcel of land situate,
lying and being in the Town of Savannah Beach, Tybee Island,
Chatham County, Georgia, known as a portion of the southern
one -half of the abandoned railway right -of -way of the Central
of Georgia Railway,' which said portion of said abandoned right -
of -way lies adjacent to Lot Number 1, Lot Number 4, Lot Number 5
and Lot Number 6, Garden Ward, and which has a common boundary
with said Lots Number 1, 4, 5, and 6, Garden Ward, of 282.21
feet with a depth of 40 feet, measured from the intersection of
the aforesaid common boundary line of the right -of -way and said
Lots with the side Lot lines of Lots Number 1, 4, 5, and 6, said
Ward, all of which is more particularly shown on a survey made
for John J. Counihan on February 17, 1953 by H. M. Garmany, C.E.,
the original of same being recorded in plat record book
folio , in the office of the Clerk of the Superior Court of
Chatham County, Georgia.
It is expressly understood and agreed between the parties here-
to, that there remains an easement or right -of -way of 10 feet
in width for the length of said southern one -half (2) of said
right -of -way reserved by the said party of the first party, im-
mediately south of the center line of the said abandoned railway
right -of -way, the southern forty (40) feet of which is hereby
conveyed.
