Applicant: Sand and Sunnie Sheff
Background/Summary: Sand and Sunnie Sheff are applying for an Annual
Vendor Permit to Conduct Moab Backyard Theater at 56 West and 100 South. A
performance permit application has also been submitted and has been approved
by City Staff. The applicants were approved for both permits in 2012 to conduct
the same activities at the same location. No issues were noted for 2012 and staff
requests that the same conditions be attached to the approval of this year's
Vendor License.
Options: Approve, Approve with conditions, Deny or postpone
Staff Recommendation: City staff recommend approval of the request for an
annual Vendor License with the same conditions that were applied to the 2012
Vendor License as outlined in the attached memo from May 9, 2012.
Recommended Motion: "I move to Approve a Local Vendor License for
Sand and Sunnie Sheff to conduct the Moab Backyard Theater subject to
the conditions listed in the staff memo of May 9, 2012"

City Staff has met with the applicant and reviewed the applications for a Local Vendor License
as well as a Performance Permit for Sand and Sunnie Sheff. Staff has worked with the
applicant to find the best possible solution for licensing the entertainment event as well as
incidental retail sales. Staff recommends the following conditions be attached to the approval
of this license and permit as follows:
1. Retail sales structures be limited to no more than two tables for sales during
performances only. Tables must be removed daily.
2. if food sales are conducted, applicant must coordinate with the Grand County Health
Department to abide by all applicable health regulations.
3. Parking proposed by the applicant (eight spaces) is acceptable as detailed on the
application.
4. All sales tax collected for retail sales shall be reported to the State Tax Commission in the
proper jurisdiction (within city limits).
5. Marketing and advertising of artwork at this location is limited to products and services
under the Local Vendor's License for Sunnie Holland Design. The proposed tipis would be
covered under this license and could be displayed with purchase information. Marketing,
advertising and/or sales of other artwork for businesses other than Sunnie Holland Design
will be conducted as per the first condition listed (no more than two tables) at this
location.

Zax Restaurant agrees that Sand and Sunnie Sheff - Moab's Dog and Pony Show, may allow their patrons
and staff to use Zax restrooms during times when they are preparing for, and during a show, music
concert, or other pre determined venue, given that it is within Zax regular business hours. Sand and
Sunnie Sheff - Moab's Dog and Pony Show, will provide a schedule of shows to Zax in advance, and will
help maintain the restroom facilities during those shared use times, (take out garbage, make sure the
restrooms are clean and stocked, before , during and after all shows). Zax reserves the right to cancel
this agreement at any time.

Hello, My name is Chris Blackmon, I have reserved the Old City Park for the date of
June 7th, 2013 so that I can have my wedding take place there. I thank you for the opportunity to
use this beautiful park, I have attended weddings there before and they have been wonderful. I am
writing to request that I be able to have music allowed at my wedding in the Old City Park. I
don't foresee that it should cause any problems and most likely the music wont be very loud as
what I am looking at using is a house stereo and speakers so that we can have the wedding march
and have music afterwards while people visit and pictures are being taken. I would truly
appreciate it if you would allow me to have music during my time at the park. Thank you for your
