The regular meeting of Town Council was held today at
8 P. M. in the Town Hall and was attended by Mayor Dutton, who
presided, Councilmen Peters, Hosti, Brown, Strong, Lovell, Meddin,
Town Attorney Solms, Supt. Reed, Chief McCutchen, and a Committee
consisting of Mr. Stanley Stark and Mr. A. P. Caldwell. Also Mr.
Lawrence Gann and Mr. Perry Brannen.
Mr. Stark speaking for his Committee requested that a cur-
few be put into effect in the area on the ocean front in the Ft.
Screven area in an effort to stop the Public from using it as
acts of index ncy.roccur in this section and garbage, .beer cans
and trash is lettered all over the place. The Mayor informed
them that the Town would put up thi necessary sign and would
block off the several roads and also that the policemen will pa-
trol this area. The Committee was excused.
A petition from James G. McNeal to sell beer at 16th St.
and the Strand was refused.
Mr. Perry Brannen representing Mr. Lawrence Gann request-
ed that the Town convey to Mr. Gann a deed to the strip of land
that he purchased some time ago. The Town Attorney stated that
Mr. J. W. Sirmans has contended that he owns this strip also,
the Mayor stated that the Town should give a fee simple deed for
this property to Mr. Gann, and that Mr. Solms and Mr. Brannen get
together on the matter.
Mr. Brannen again representing Mr. Gann requested that on
the buildings on his property that used water that they all be
placed on one meter, the Town is requiring separate rate charges
on several of these buildings. It was decided to check in to the
- matter further.
Mr. Lawrence Gann protested against the noise in the
Beachcombers Club, next to his property, that goes on all night,
into the next morning and wants it stopped. Councilman Brown
stated that if one should be closed all of the night spots should
be closed. It was moved, seconded and passed that all live and
mechanical music must be stopped at 2 A. M. each morning, and
that all music must be quieted in these places by mid -night
each night, and that the Police Department be instructed to see
that this is enforced.
The petition of William D. Sapp to operate a Restaurant
on Lots 8 -9 -10, Block 12, Ft. Screven Ward, was granted, on mo-
tion made, seconded and passed.
Supt. Reed called attention to the bad condition of a
number of the Town streets and private drives, which are badly
in need of repair. A number of the property owners of the

private drives contend that some of this damage is done by the
Town's trucks. It was decided that if the property owners will
buy the material the Town will furnish the labor to repair the
private drives.
Councilman Lovell referring to the water meter at the
Mozelle Apts., 9th St. & 2nd Ave., asked that the lines that are
now inter - connected could be separated, Mr. Solms stated that the
Town had the legal right to go on property and cut off water, he
stated that they were paying the flat rate now but should be on
a meter. The Mayor instructed Mr. Lang to inform the property
owner that the lines must be separated.
Councilman Lovell called attention to the constqnt use of
sprinklers during the continued dry spell. Mr. Lang, Mr. Reed and
the Police Department were instructed to check on sprinklers being
used at times other than that permitted by the Ordinance and report
to Mr. Lang and Mr. Lovell. Councilman Lovell also stated that he
would check with the Savannah Electric & Power Company with a view .
to getting an industrial rate for services to the 14th St. Station.
Mr. Reed called attention to cars parking at the ends of
streets blocking occupants from getting into their cottages, the
property owners had requested that signs be placed at vantage points.
Councilman Brown stated that some of the residents in the
vicinity of 15th St., & 2nd Ave. had requested that a street light
be placed at that intersection. No action taken at this time.
It was moved, seconded and passed that discounts on the
last half of 1952 taxes in the name of R. B. Young, also discounts
on the first half of 1953 taxes of Frances G. Messinger, Anthony J.
Scarwid and H. C. Murray, Sr. be allowed.
Chief McCutchen requested that he be allowed to employ an .
extra man to be used in spotting automobiles with a view to catch-
ing some of the thieves who are breaking into them. The salary
would be $6.00 per day, it was moved, seconded and passed that
this be authorized.
Chief McCutchen stated that his salary for 1952 was $28O.oO
per month plus $4.50 per month to pay for membership in.the Georgia
Peace Officers Association but that on the 1953 budget this had not
been included, the total annual amount being $54.00, it was moved,
seconded and passed that the extra $54.00 be allowed.
Chief McCutchen recommended that where motorists park their
cars on dead end streets that the police department be authorized
to_have a wrecker move them away at cost to the owner of the car,
on motion made, seconded and passed.
It was movedaand seconded and passed, that the following
Resolution be adopted.

RESOLUTION
WHEREAS, LAWRENCE A. GANN, has offered to purchase the
marsh land hereinafter described for the sum of One Hundred
and 00 /100 ($100.00) Dollars; and
WHEREAS, said offer has been considered by the Mayor and
Council of Savannah Beach, Tybee Island, a municipal corporation
organized and. existing under the laws of Georgia, at a regular
meeting, and is a reasonable and fair offer for said lands;
NOW, THEREFORE, BE IT RESOLVED: That Savannah Beach, Tybee
Island, a municipal corporation organized and existing under the
laws of Georgia, accept the said offer of Lawrence A. Gann and
that the mayor execute and the Clerk of Council.attest and affix
the seal of the corporation to a deed without warranty to the
said Lawrence A. Gann, conveying
ALL that certain lot, or parcel of Marsh land situate,
lying and being on the Island of Great Tybee, Savannah
Beach, Chatham County, Georgia, containing 0.27 acres,
more or less, bounded on the North by First Street; on
the Northeast by Lot Thirty -six (36), Camp Hammock Sub-
division, on the South and Southwest by Marsh lands and
on the West by the center of Horse Pen Creek and having
the metes and bounds as shown on that certain map of said
marsh lands made by H. M. Garmany, dated February 17, 1953,
recorded in Plat Record Book , Folio , of the
records of the Clerk of the Superior Court of Chatham County,
Georgia, which is made a part hereof.
