M., in the Council Room and was attended by Mayor Dutton, who presided, Councilmen Peters, Strong, Lovell, Meddin, Brown, Town Attorney Solms, Superintendent Reed, Chief McCutchen, Mr. J. W. Lang, Mr. Sam Varnedoe, Mr. James McNeal and Mr. E. C. Bobo. Mr. McNeal requested that Council reconsider his petition to sell beer at his stand at 16th Street and the Strand, Council having denied his petition previously, the petition was again denied, Mr. Bobo requested that something be done to stop the noise and indecent situations at the Beach Combers Club, Councilman Brown stated that Chief McCutchen had previously been instructed to stop the noises at all night spots but that it has continued, that he also has had several complaints about this place, the Chief was askid about it and he stated that he heard protests against the place were to be presented at this meeting of Council, Mr. Bobo requested that the loud music and other noises be toned down around 11 P. M., that he does not want the music to continue until 2 A. M., the Mayor stat- ed that Mr. Bobo has a big investment and that he should call the police, he wants to keep the Town clean, and the Mayor informed Mr. Bobo that he would take care of the situation. Mr. Bobo was excused. Mr. Varnedoe enlightened Council on some of the activities in connection with the proposed new toll road to Tybee. A represen- tative group appeared before the County Commissioners on July 10th, there have been several surveys made that show that the road can be financed and also be built, estimates were made by two nation- ally known Firms, Friedman has.been employed to get esti- mates, he stated that he wanted to assist, it has taken lots of time, he has gone as far as he can and now he needs some help, he suggested asking the Town of Thunderbolt to come in, he also sug- gested that Mr. Cliff Davenport of the Savannah Chamber of Commerce be requested to give several spots on the radio for Mayor Dutton and Councilman Brown, he also stated that it would be well to get the help of the Wilmington, Whitmarsh, and Oatland Island :residents to cooperate. It was moved, seconded and passed that the following Resolution be adopted. 1 195 Councilman Lovell stated that Mr. Dan J. Sheehan protest- ed against his water bill and says he will not pay it, the Mayor said to cut his water off, Mr. Solms was asked to write to Mr. Sheehan informing him of this. Councilman Brown asked if there was any way of eliminating the bad odor in the drinking water, Supt. Reed stated that it could not*be done, as it has sulphur in it. Mr. Lang stated that Mr. T. S. Chu had paid for three water meters only used two and he wants to return one. It was moved, seconded and passed that the request be granted. Mr. Lang stated that Mr. L. Simmons wants to put a house trailer on a lot, remove the wheels and connect to the Town's water and sewerage mains, he was informed that it is a violation to park any trailer on a lot. Referred to Town Attorney Solms, the Mayor instructed Mr. Lang to put Mr. Ira Brinson on the doc- ket for having a trailer on his lot. Mr. Lang called attention to the need of an Electrical Inspector, stating that at this time the position is vacant. It was moved, seconded and passed that the Mayor be authorized to appoint on on a fee basis. Chief McCutchen reprted that fifteen (15) new Miller Parking Meters have been installed on Butler Avenue south of Millers Store, he suggested that the motorcycle be disposed of and that a new police car be purchased in place of the motorcycle, no action was taken. Mayor Dutton instructed Chief McCutchen to place all o those who owed for licenses on the docket. It was moved, seconded and passed that bills for General Government for the month of June amounting to $3,416.99 be paid, likewise bills for the Water Department amounting to $2,240.83 be paid. Councilman Brown wanted to know as to what is to be done regarding the Beach Combers Club, Councilman Peters stated that if they create a disturbance the police will handle and if necessary the operators of the Place will be put on the docket. Councilman Meddin suggested that a traffic actuated light be placed at Thunderbolt at the location where the present light is used and that the officials of the Town be requested to cooper- ate. The matter was referred to the Town Attorney to handle. A petition was presented from Mr. John M. Brennen re- questing the Town to remove some of the old rotten wooden sea wall and jetties that at the present time do not serve any good purpose on the beach in the area from Tilton Avenue to let Street. Referred to Town Attorney Solms. 196 Mrs. Rose Sablowski requested permission to hang a metal sign, 22" x 36" over the door at her place of business, also Williams Venetian Blind Company requested permission to erect a 41 x 51 sign on the south -east corner of Butler and Atlantic Ave- nues on the property of L. May, also a petition from Mrs. Gladys B. Johnson to erect a 101 x 251 sign on her lot 229, Ward 1. It was moved, seconded and passed that the petitions be granted. Mr. Reed stated that the extensions of the lines for the sewerage system had been completed. Councilman Strong stated that both the Sewerage and Water Systems are functioning alright at this time. Councilman Lovell reported that Officer Summerlin had given a parking ticket to a person who had permission from the property owner to block his drive, he stated that police officers should use discretion, Chief McCutchen stated that he had sent Officer Summerlin to check this street and that the automobile in question was not in the driveway, he stated that Officer Summerlin tried to explain the situation to them. A letter was read from Mr. Spencer Connerat suggesting that parking on 13th Street <between Butler - Avenue and the Strand, be prohibited by ordinance. Referred to the Town Attorney. Councilman Strong recommended that the petition of Harry Diamond, Operator of the Standard Oil Station, Butler Avenue and 14th Street, to install a 5000 gallon fuel oil tank be granted, subject to his complying with existing ordinances. It was moved, seconded and passed that the petition be granted. It was moved, seconded and passed that a refund of $27.00 be paid to due to duplicate entry on the Police Court Docket. The Mayor reported to Council the incident of Officer Bishop arresting a group of boys from Statesboro, Chief McCutchen stated that he investigated the matter and found that Officer Bishop was in the wrong, tho he did not handle the boy roughly, es was stated, but merely pushed him down, then the group threat- ened to jump on Officer Bishop, they were brought to a Superior Officer and were not arrested. The Chief was instructed to repri- mand Officer Bishop and that he be given extra time to do.
