Gonzalez, Village Manager DATE: February 20, 2015 SUBJECT: New Appointment — Ramiro Inguanzo The purpose of this Letter to Council (LTC) is to inform you of a new team member, who will be joining our team Effective Monday, February 23, 2015, Ramiro Inguanzo will be joining Bal Harbour Village as Assistant Village Manager. As you know, there is an existing vacancy in the Village Manager's Office, and Ramiro will fill that position, and serve the Village in an expanded role. As we look to 2015 and beyond, the Village is faced with significant opportunities, and it is important that we have the level of experience and support necessary to address each one in the most effective and efficient manner. As Assistant Village Manager, Ramiro will assist me in the day-to-day functions of Village Administration, as well as providing his expertise to establish policies and best practices within our Human Resources and Risk Management functions. He will also be charged with creating new capacity within the organization, such as grants management, organizational development, as well as providing support for special projects, as needed. I have attached a copy of Ramiro's resume for your information. Ramiro brings almost 20 years of experience in local, state and federal government as well as the field of higher education. Most recently, Ramiro has served as the Senior Advisor to the College President at Miami Dade College where he has worked directly for Mr. Eduardo Padron. In this capacity he developed and implemented strategic plans on legislative matters impacting College programs, initiatives and funding. He also served as liaison with government, community and business groups. Prior to his role with Miami Dade College, Ramiro served in a variety of capacities, including Chief of Staff to the City Manager and Director of Human Resources, Labor Relations and Risk Management for the City of Miami Beach, FL. Ramiro's knowledge and experience will serve our community well, and he will be a valuable addition to our team as we move forward with our various initiatives. Adjunct Faculty /Instructor (January 2005 — Present) o Teach college level courses covering federal, state and local governments. Assistant Dean of Students (August 1994 — October 1996) o Assisted the Dean of Students with providing leadership and guidance to the Division of Student Services and supervised areas including admissions, registration, financial aid, academic counseling, student recruitment, career placement, and student fife activities. o Directed and organized special programs including commencement process and ceremonies; student recognition programs, employee appreciation events; service - learning activities; and mediated conflicts between students and faculty/staff. City of Miami Beach, Miami Beach, Florida (May 2001 — October 2012) Chief of Staff / Director of Human Resources, Labor Relations and Risk Management o Assisted the City Manager in providing executive level leadership to nearly 2,000 city employees; provided policy recommendations to the elected officials; and implemented policy directives in an efficient and effective manner. o Assisted with the daily operations of the city; prepared and administered the city's budget; planned the overall development and administration of the city; and interacted with residents, citizen groups and employees to resolve issues and provide services. o Main point of contact for all five of the city's collective bargaining units (police, fire and three general employee unions) including resolving labor disputes, grievances, arbitrations and providing for interpretation of all collective bargaining agreements. o Chief negotiator for all collective bargaining agreements (2009-2012) with negotiations yielding approximately $15 million in concessions from all employee groups including changes to pension plans, wages, benefits and other pay incentives. o Directed all areas of Human Resources including recruitment, testing, compensation, benefits, employee relations (disciplinary process), labor relations, risk management and provide guidance to the City's organizational development efforts. o Authored city policies and procedures in compliance with federal, state and local laws o Conducted investigations pertaining to employee misconduct, harassment, hostility, etc. o Supervised the Offices of Communications, Organizational Development and Arts, Culture and Entertainment. Council for Excellence in Government, Washington, D.C. (October 1996 — May 2001) Director, Leadership Development o Directed various leadership development programs for senior -level employees throughout the U.S. Federal Government from nearly 50 departments and agencies. o Managed a $1 million budget; worked with a team to design curriculum for programs; supervised logistical arrangements; met and worked with over 100 private and public sector organizations to benchmark best practices to implement at the federal level. Florida House of Representatives, Tallahassee, Florida (May 1992 — May 1993) Legislative Fellow, Appropriations Committee o Selected to participate in this highly competitive paid legislative fellowship for one year which also covered 100% of tuition towards Master's degree at Florida State University. o Researched, analyzed and tracked proposed legislation to determine fiscal/legal impacts o Prepared budget reports and policy recommendations for Deputy Staff Director. Leadership Experience • Miami -Dade County Community Image Advisory Board / Neat Streets Miami Board Member (July 2014 — Present) o County board dedicated to the beautification and maintenance of major transportation gate -ways, corridors and connections throughout Miami -Dade County. • South Florida Workforce Investment Board Board Member (December 2007 — October 2012) o Board responsible for initiating state and federally funded workforce development programs in Miami -Dade and Monroe counties and assisting employers and job seekers with employment and training to assist dislocated workers and individuals in transition. • Miami -Dade City/County Management Association (MDCCMA) President (2006-2008); Vice President (2005); SecretaryfTreasurer (2004) o Served in various leadership roles for this professional association made up of senior - level management from all municipalities throughout Miami -Dade County. Florida Postsecondary Education Planning Commission (PEPC) Commissioner (September 1993 — September 1995) o Appointed twice by Florida Governor Lawton Chiles to this state board responsible for making policy recommendations to the Florida State Board of Education and Legislature. o Advocated the implementation of service-leaming programs in higher education curriculums throughout public and private universities and colleges throughout Florida.
