Gonzalez, Village Manager c�a� DATE: February 27, 2015 vJ SUBJECT: Beach Re -nourishment Project -Update The purpose of this Letter to Council (LTC) is to provide a status update regarding the Beach Re -nourishment Project and provide supplemental information to the previously submitted (LTC) No-034-2015 dated February 20, 2015. The revised mobilization date for this project is now set for Monday March 2, 2015 and the affected Property Managers are again receiving this information in advance by way of the attached e-mail. On Friday morning representatives from the General Contractor, Coastal Construction and John Oldenburg, Director, Parks and Public Spaces, met onsite with the State of Florida Department of Environmental Protection (FDEP) field inspector, Christian Lambright and toured the areas scheduled to receive the sand. The group noted the existing site conditions and reviewed the protocols detailed within the (FDEP) Permit Number DA-652 M1 issued on October 3, 2014 and re -affirmed on February 25, 2015 (See Attached). Since the FDEP is the regulatory agency in this case that will provide official compliance inspections, the Village staff, namely John Oldenburg will function in a representative role to observe the process and coordinate the provision of information to the affected properties. The following further defines the process to be followed by the contractor to ensure the sand is of the approved quality and installed in compliance with the approved permit. • A survey will be completed of the beach prior to sand installation noting; o The seasonal high water line o The toe of the dune (Eastern edge) o The existing elevations of the placement area Samples of the supplied sand will be taken at 1,000 cubic yard intervals before placement and verified in writing by the Geotechnical Engineer of record that compliance has been met • The truck weight tickets will be retained and submitted to verify the actual volume of sand received onto the site Page 2 of 2 • A survey will completed post sand installation noting the resulting elevation changes to the placement areas As stated above, Christian Lambright, field inspector with (FDEP), will be conducting twice weekly sites inspections with John Oldenburg in attendance to ensure compliance under the terms of the permit. Additionally, the attached revised schedule provides the dates when each area of beach will be closed. As detailed in the attached schedule, in order minimize the impact of this project to the public, the Contractor plans to complete each section in a timely manner starting next Monday March 2,2015 with mobilization and actual sand placement beginning on Wednesday March 4, 2015 with a scheduled completion date of April 24, 2015 (See Attached). If changes occur with regard to the schedule, John Oldenburg will contact the properties and provide any needed updates. If you have any further questions, please feel free to contact me. I have recently received an updated schedule for the sand placement project. The official date for commencement of mobilization for the project is Monday, March 2, 2015 with the first actual sand placement scheduled to occur on Wednesday, March 4th I have attached the revised schedule for your information and dissemination. Please note that the trucks moving the sand along the beach will need a clear path and we ask that all furniture is placed back from the Eastern edge of the Beach as far back as possible to allow for a clear path and limited disruption to our beach patrons. Additionally, survey stakes will be installed at the vegetation line along the dune edge which will need to remain until the project is completed.
