SUBJECT: Bal Harbour Police Department Weekly Report for the week of
February 27, 2015 — March 5, 2015.
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Collins Avenue & on 96 Street
Narrative
On Saturday February 281" 2015 the area experienced heavy downpours which resulted in slight
flooding. The flooding resulted in traffic delays along Collins Avenue and along 96 Street. Officers
from the three jurisdictions coordinated in order to mitigate the incident and aid in the flow of
vehicular traffic. The flooding receded by 2:30 P.M. and all traffic returned to normal.

Traffic Delays
96st Westbound
Narrative
On this date, significant traffic congestion was encountered along 96 Street due to ongoing roadway
improvements in Bay Harbor Islands. The congestion impacted Bal Harbour Village as well as the
Town of Surfside along 96 Street until Collins Avenue. Officers from the three jurisdictions
coordinated, manually directing traffic and operating the traffic signals in order to mitigate the traffic
congestion to the area.

Writing on Sidewalk

Narrative
On March 02nd and 03rd writing, (in chalk), was discovered on the sidewalk in front of the Seaview
Hotel and the Bal Harbour Collins Avenue Apartments. The writing on both occasions was "Formalist
Sidewalk Poetry Club". The chalk writing was promptly removed and a broadcast for the description of
the individual observed writing it was issued to all neighboring agencies.

9800 Block Collins Avenue
Narrative
Bay Harbour Islands Police Department issued a broadcast for a possible impaired driver last observed
driving on 96 Street. A Bal Harbour police officer observed the vehicle and conducted a traffic stop.
Upon making contact with the driver it was determined that the driver was under the influence of an
alcoholic beverage and was impaired. The Miami Dade Police DUI Enforcement Unit responded and
took over the investigation which led to the arrest of the driver.

Hazardous Conditions North Parking Lot
Narrative
Inoperative lights were reported at the north parking lot as well as the northern most bust stop
shelters along Collins Avenue. A public works representative responded and restored lighting to the
affected areas.

Haulover Bridge Entrance
Narrative
Officers received a call in reference to a male lying on the sidewalk on the Haulover Bridge. Upon
officers arriving they learned that the individual had been released from Mt. Sinai Hospital and became
fatigued as he attempted to walk home. The individual was then assisted with transportation to his
residence.
