R:\Notices\2013\ph ord 2013-06.docx Page 9 of 43 ORDINANCE NO.2013-06 AN ORDINANCE AMENDING THE CITY OF MOAB CLASSIFIED HOURLY PAY RATE SCHEDULE AND EXEMPT AND ELECTED OFFICIALS SALARY WHEREAS, the Moab City Personnel Policies and Procedures Manual allows that pay ranges may be adjusted periodically to accommodate increases in the cost of living; and WHEREAS, the Moab City Personnel, Policies and Procedures Manual calls for using standard state and national measures to determine cost of living adjustments; and WHEREAS, the Utah Bureau of Labor Statistics showed that the Cost of Living Increase for the State of Utah from 2011-2012 was greater than 1 %; and WHEREAS, the 2013/2014 Fiscal Year Budget Shows a 1 % Cost of Living Increase for all employees covered by the Pay Rate Schedule; and WHEREAS, the proposed "City of Moab Classified Hourly Pay Rate Schedule" is attached to this resolution as Attachment A, respectively; and WHEREAS, Moab Municipal Code Section 2.44.010 states that all salaries of the elective and appointive officers of the City and the other employees of the City shall be fixed by motion or resolution of the City Council as in accordance with existing law. Staff Presenter(s): Donna Metzler Department: Administration Applicant: Not applicable Background/Summary: After presentation of an Administrative Recommended Budget and after a series of workshops, the City Council adopted a Tentative Budget on May 14, 2013. A public hearing was then held on May 28, 2013 to gather public input on the Tentative Budget. No input was received from the public. The Council had a final budget workshop on June 5 to discuss final adjustments to the Tentative Budget. Those adjustments, including providing for carryover expenditures from the current year budget and accounting for changes in grant funding, are reflected in the final budget document. Resolution #08-2013 adopts the final budget for Fiscal Year 2013-2014. Options: The City Council may approve, approve with conditions, postpone, or vote not to approve the resolution. Staff Recommendation: Staff recommends that the City Council approve the resolution as presented. Recommended Motion: "I move to approve Resolution #08-2013." A number of expenses in the Recreation Budget are one-time expenses that can be paid for with fund balance monies. Teen Center Donations and Grants $ (30,000) The Safe Passages grant was mistakenly put into this line item CTC Grant $ (1,000) This amount mistakenly included the city match portion of this grant. The City match is included under the contribution from the General Fund PREP Grant $ (55,705) The State has informed the City that we are no longer eligible for this grant. Safe Passage Grant $ (30,000) The Safe Passage grant will not be renewed for the coming year Expenditures Teen Center Expenditures various $ (34,900) All aspects of Teen Center that were funded by Safe Passage Grant were eliminated. City match for Teen Center was reduced to $3,330 from $6,000 and other cuts were made. The Teen Center Budget stands at $15,730. Staff are currently putting together a new detailed budget that reflects this new amount.
