M. in the Council Room and was attended by Mayor Dutton, who presided, Councilmen Meddin, Lovell, Brown, Strong, Town Attorney Solms, Supt. Reed, and Mr. J. J. Hutton of Thomas & Hutton. • The purpose of the meeting was to discuss and take action on beach erosion, construction and erection of groins and seawalls. The Mayor stated that the condition of the beach was serious enough that he thought it advisable to get Congressman Prince Preston down to see the damage, he asked about the advisa- bility of putting in ballasts in front of the seawall in the area south of Tybrisa Pavillion, Mr. Hutton stated that ballasts would sink into the beach and suggested that the quickest way At this time would be to put in brush groins, Mr. Reed stated that brush groins would have to be maintained, Mr. Hutton stated that rock should be placed on top of the brush, Councilman Brown stated that his Committee and Mr. Hutton checked on the batteries at Ft. Screven with a view to blasting them to get a ballast, Council - man Lovell stated that it has to be decided what type of groin is to be used. Mr. Hutton stated that an investigation should be made of several beaches to ascertain what type beach protection would give best results here and then get estimates as to cost, he also suggested that an effort be made to get State and County assistance and that data be prepared and submitted to them. Mr. Hutton suggested that for the emergency that the areas where the damage is greater that the work should be done there now and which would not require a huge outlay of funds at this time, Councilman Strong suggested that for the emergency work the necessary funds could be borrowed from the Banks, Mayor Dutton discussed the fee to be charged for their work with Mr. Hutton, Mr. Hutton stated it would take about thirty (30) to forty -five (45) days to make the study and then plan the work. It was moved, seconded and passed that Thomas & Hutton be employ- ed to make a survey to the work to be done on the beach in con- nection with their letter of August 26, 1953. , The Mayor suggested that Congressman Prince Preston, and also a representative from the Chatham County Commissioners and one from the State of Georgia be invited to come down and look at the damage with a view to getting some. action and assis- tance from their respective bodies, it was moved, seconded and passed that the Mayor be authorized to do this.
