Narrative / Comments
While patrolling the Beach access path, a Bal Harbour Police Officer smelled a strong odor of cannabis emitting from
the area where five juveniles were loitering. The juveniles hid behind two beach sheds belonging to the St. Regis
Hotel when they spotted the police Golf Cart approaching. As the officer walked up to the group, one of the juveniles
tossed a clear plastic baggie containing a leafy substance suspected of being cannabis. The juvenile that tossed the
baggie also possessed a bottle of alcoholic beverage. The juvenile was arrested for the cannabis and possession of
alcohol by a minor. Another officer recognized the juvenile offender from a BOLO (be on the look -out) for a suspect
involved in a prior burglary at the St. Regis out door bar which occurred on March 22, 2015. Bal Harbour Detective
Gonzalez who had been assigned the St. Regis investigation was notified of the arrest. The other four juveniles
involved were counseled and released to their parents.

Passover/Holiday Weekend
Bal Harbour Village Jurisdiction
Narrative I Comments
During the Passover and Easter holiday weekend, Bal Harbour Police Officers maintained a high level of police
presence throughout the community. Additionally officers were assigned to designated fixed posts, bicycle patrol, and
the golf cart detail to ensure the safety of pedestrians as they walked to and from their respective religious
institutions. As an added safety measure, temporary pedestrian crosswalk signs were strategically erected at the
crosswalks on Collins Avenue to increase maximum visibility of pedestrians.

Vehicular Traffic and Beach Visitors
North Parking Lot / Bal Harbour Beach
Narrative I Comments
Due to the closure of Haulover Park, the village experienced an increased number of patrons visiting the beach.
Officers were assigned to monitor parking at the North Lot, and traffic flow along Collins Avenue. Additionally, an
officer was assigned to the golf cart to maintain a police presence on the beach. A total of two verbal warnings were
issued for possession of Styrofoam products. As a result of the proactive response of the Bal Harbour Police
Officers, no disturbance or nuisance complaints were received.

Traffic Incident
Collins Avenue
Narrative I Comments
Due to several incidents occurring, virtually simultaneously, traffic along Collins Avenue and 96 Street was heavily
congested at approximately 2:00 P.M. A traffic crash in the city of Sunny Isles Beach blocked northbound traffic on
Collins Avenue, a traffic crash in the Town of Surfside delayed southbound traffic along Collins Avenue and the
bridge on the Kane Concourse Causeway was opened for approximately 15 minutes due to on -going construction.
Bal Harbour Police officers were deployed at intersections in order to mitigate the effects of the traffic congestion.
Normal traffic flow along all the impacted roadways returned by approximately 3:00 P.M.
