The regular meeting of Town Council was held today at 4
P. M. in the Council Room and was attended by Mayor Dutton, who
presided, Councilmen Peters, Hosti, Brown, Strong, Lovell, Meddin,
Town Attorney Solms, Jr., Superintendent Reed, Chief MoCutchen,
and Manager of W. W. Lang.
The minutes of the meeting held September 23rd were read
and adopted.
The report of Thomas & Hutton covering the erosion condi-
tions on the beach caused by the recent north eastern and spring
tides was read, showing the estimated cost of repairing the whole
system of beach protection as follows: using creosoted timber -
$463,000.00; creosoted timber and steel - $765,000.00; creosoted
timber and rook.- $963,000.00. No action was taken at this time.
Councilman Strong stated that he was having Supt. Reed put
in a number of palmetto piling on the beach in the area in front of
the Solms Hotel but that it was necessary to purchase a winoh and
other equipment to do this work which will cost about $750.00 and
asked that he be authorized to purchase this, it was moved, seconded
and passed that this be granted. Councilman Strong will handle the
matter.
Chief MoCutchen reported that it is necessary to purchase
parts to repair the Dual parking meters, he also requested permis-
sion to enclose a east side of the porch at the Jail as a place to
work on and store meters, they are now stored in the building and
when the heating system is in operation condensation takes place
which caused the meters to oorode while in storage, he stated that
about 450 more meters are waiting to be reconditioned, the cost to
enclose the porch will be around $450.00 - $500.00, it was moved,
seconded and passed that the work be done using Town labor. The
Mayor suggested getting a price from several private Contractors
also. Referred to Councilman Strong to handle.
Chief McCutohen stated that the cost to repair the motoroyole
is $396.76. Received as information.
It was moved, seconded and passed that a refund of $21.36
that the estate of Neil Gillis, III overpaid on his August water
bill be refunded.
Councilman Lovell informed Council that the water meter put
in at the store of L. F. Hodges, which is property owned by Mrs.
Bessie Naylor, has never been paid for, the Mayor instructed Mr.
Lang to notify Mrs. Naylor she is liable for payment for this
meter and that payment be made, and report back the next meeting
of Council.

The operators of Hotel Tybee'having not paid 010.00
balance due on their 1953 business license, the Mayor instruct-
ed Town Attorney Solms to handle with them with a view of col-
lecting it.
Councilman Brown presented a bill for services incurred
by the Savannah Beach Chamber of Commerce amounting to $391.00
and asked that the Town pay it stating that the Chamber of Com-
merce is broke, after some discussion it was decided that the'
request be denied.
Itf R°s; ve econded and passed that bills for the month
of SeptemberA 1� onr'to $2251.52 and also bills for the Water
Department amounting to $1104.03 be paid.
Councilman Brown called attention to charging property
owners a half years taxes effective November lst of each year
where new buildings have been erected or improvements made and
stated that this charge should not be made and should be elimin-
ated as of November 1, 1953. The Mayor informed him that it could
not be done this year but that it should be brought up when the
1954 tax ordinance is drawn up.
